lets get the latest from meteorologist, cecily tynan. >> i'm bundled up too, there is a chill in the air but tomorrow it feels 30 degrees colder than right now. 38 degrees in philadelphia down from the high of 43 that is 2 degrees below normal. and pittsburgh temperatures in the 20s. the arctic air is heading into the great lakes. international falls 7 degrees below zero. that is the air temperature. minneapolis 2 and bismark, north dakota it's zero. and that will move through later on tonight. future tracker showing as it moves in it will interact with the jet streak to the south and that pulls up the lift and that will likely pull out moisture in the form of snow mainly across south jersey and delaware in the wee hours of the morning. the problem is that that is moving in as the cold air is.

council is in trouble along with an alleged accomplice. chad pradelli is live at the upland borough municipal office. the story of ed mitchell and thomas willard. >> reporter: the da says that they orchestrated a scheme where the councilman got kickbacks and even installed a hidden camera system at borough council. wires hanged out of the walls and two small holes in the council platform. part of an elaborate system of hidden microphones. installed at the behest of edward mitchell who was hauled away to face charges. >> it's no wonder i present this to you with disgust and outrage that an elected official would go to this ledgeth. >> they said that mitchell

stirred borough business to willard who owned tech solutions and installed fire and security systems. is it started in 2009 and then mitchell started receiving kickbacks of 10% to 15% of borough billings. >> from 2009 to 2015, logan technology, tom willard bills the borough of upland almost $1 million. mitchell was unseated at council president earlier this year but investigators say that motive for the hidden camera and audio system is unclear and that willard billed the borough $30,000 for police dash-cams that he never purchased and a borough employee became suspicious and when they discovered the hidden cameras the alleged scheme began to unravel. >> 74 years old and served

da's office and lawyers for bill cosby. at issue, should 13 women be allowed to testify at cosby's upcoming sexual assault tri in norristown. >> reporter: good evening jim, bill cosby's lawyer spent the day hammering away at the potential witnesses for the prosecution pointing out their inability in many cases to pinpoint dates, locations and many cases the year in which the cosby assaults allegedly happened. bill cosby's lawyers went statement by statement today slashing at the creditability of the 13 women the prosecution wants to put on the stand at the drugging molestation trial of the showbiz legend. the da says they are needed to show a pattern of bill cosby's bad behavior going back to the 60s. he is facing charges of allegedly drugging and sexually

county. police say that williams struck 12-year-old brian richards in minquadale on december 5th and the boy suffered broken bones, she said she knew she hit something but didn't know what and that she drove back but didn't see anything. charged with leaving the scene of the a collision and failing to report the crash. the partial collapse of a waterfront home in wildwood sent a ckacar -- a part of the struce caved in this morning and the worker was struck by a beam causing him to fall into the water. and several teams responded to rescue the man from the water and the victim was in stable condition when he was taken to the hospital. coming up on "action news" tonight. a suspected porch package bandit is in custody as donations pour in to replace stolen items and

the cold is going to be potentially dangerous and philadelphia is going into a code blue situation at 6:00. it's when people really do have to get shelter. we are looking at windchills near zero. and even worse friday morning. it's definitely on the way. stormtracker 6 live double scan showing right now we have dry conditions it clouded up and temperatures on the cool side. but nothing compared to what is

headed our way. and 43 in philadelphia and reading 33 and cape may 41 and wilmington currently 38 degrees. satellite 6 along with action radar showing we start off the day with sun but the clouds streaking in ahead of the actual cold front and the cold front itself you can see here, this is what will funnel down air out of the northwest and the coldest air we have seen since last february. future tracker 6 showing as it pulls in it will likely interact with the jet stream and bring snow to the region. and by midnight moving into the upper 20s and the lehigh valley and look what happens in the wee hours of the morning and we could get a quick burst of snow primarily i-95 south and east. at the same time temperatures drop. the snowfalls when it's 33 degrees and dampens the roads and then temperatures drop below freezing and that could cause a quick icing of the roads, a

flash freeze, that could complicate the morning commute tomorrow. a half inch to inch of snow south and east of the i-95 corridor. thursday and friday after that it's all about the windchills. thursday morning the windchill philadelphia 10. by the afternoon because the wins will be increasing and temperatures dropping during the day 7. friday morning the winds diminishing but the friday morning temperature 15 degrees even with a slight breeze the morning windchill 4 and by the afternoon temperatures stuck in the 20s but the winds diminish, it will be 20 degrees but compared to friday morning not as harsh. the next setup for the storm into the weekend if you are a snow lover this is not a good setup. they want to see high pressure near quebec funneling down the cold air. this eye pressure is exiting and
