stirred borough business to willard who owned tech solutions and installed fire and security systems. is it started in 2009 and then mitchell started receiving kickbacks of 10% to 15% of borough billings. >> from 2009 to 2015, logan technology, tom willard bills the borough of upland almost $1 million. mitchell was unseated at council president earlier this year but investigators say that motive for the hidden camera and audio system is unclear and that willard billed the borough $30,000 for police dash-cams that he never purchased and a borough employee became suspicious and when they discovered the hidden cameras the alleged scheme began to unravel. >> 74 years old and served
