and lay spread eagle as a sheriff's deputy apprehended him without firing a shot. okay. here we go. let's backtrack for just a second. now, the gunman is in custody. these are passengers that are being taken to other parts of the airport after the shooting happened in terminal two. and this is the baggage claim area. this is just before 1 o'clock this afternoon. this is just after the shooting. as i said before, the gunman fell to the ground, lay spread eagle as a sheriff's deputy apprehended him without firing a shot. police then cleared the terminals herding everybody onto the tarmac then the perimeter of the airport. armed officers proceeded to check all locates of the property with a great sense of urgency even though the gunman was in custody. authorities say the man identified as esteban santiago originally from union city, new jersey, that's north jersey had legally checked a

gun in his baggage as he flew from alaska to florida. once in the terminal, he got the gun from his luggage, loaded it in a bathroom and came out firing. that's right there where police have him after the apprehension. officials say that he was honorably discharged from the army four months ago but he has had contact with the fbi and has undergone mental health treatments. the airport is still shut down in fort lauderdale. let's go live to philadelphia international airport and "action news" reporter dann cuellar. dann obviously when something like this happens every other major airport in america pays close attention. what's happening at phl? >> reporter: well, jim, a number of things. first, flights to and from fort lauderdale continue to be canceled although we are expecting one to land here that left fort lauderdale shortly after the incident happened. secondly, security is being beefed up, this as air

travelers continue to react to the horrific carnage in florida. out of an abundance in caution police have beefed up security at philadelphia international airport. this until further notice. meanwhile some air travelers have been left sickened by the horror in fort lauderdale. >> it's sad. it's a sad world we live in right now. you can't take a chance. you've got have eyes behind your head. you got to watch every move that everybody makes. >> definitely scary but i think you just hope to you're never in that situation but definitely a little eerie. >> i was kind of stunned because i wouldn't think it lapse in florida the way security is now but, you know, it's something we got to be cognizant of i mean wherever you travel to. >> reporter: the incident at fort lauderdale's hollywood international happened in baggage area which like most airports including philadelphia international airport is outside the secure they are has some wondering if we need to rethink about

any new developments as they happen tonight. world news tonight will have continuing coverage of the deadly airport shooting. that is next at 6:30 right here on channel6. our first of the season's measurable snow is in the books but we are expecting more activity tonight into tomorrow. but what you get depends completely on where you live. we have the full story from double scan radar and meteorologist cecily tynan. cecily. >> and jim, this is the system where parts of our viewing area won't see a flake of snow. other parts could end up with six or more inches of snow. this is a storm system loaded with moisture, low pressure across the gulf coast. that will become a nor'easter and really roll up the eastern seaboard and that means areas along the coast will get hit the hardest. that's why we have winter storm warnings posted from early tomorrow morning until tomorrow evening for the potential for significant snow closer to i-9 i-95 under a wintr

weather advisory. as we head into the day tomorrow, by 11 o'clock, that snow pretty steady and heavy along the coast but you can see there is going to be a sharp cutoff. lehigh valley, northern berks county, the poconos, you likely won't see any snow at all and we're really getting a glancing blow from this system. this lab crippling snowstorm for areas down to the south near raleigh expecting more than a foot of snow blizzard warning for the pennsylvania virginia beach area. as far as us the time line the snow working up from the southeast to the northwest between 4 o'clock in the morning and 7 o'clock in the morning it will be ending the opposite way from the northwest to the southeast between 1:00 and 4:00 a very tight snowfall gradient show sew a little shift in track could dramatically change outer loop expected snowfall amounts. heaviest again southeast of i-95 along the coast. i'll talk more about the amounts of snow to expect and the brutally cold air this weekend in the accuweather

>> shots fired. >> i hear multiple shots, multiple shots. >> reporter: police radio from 10 o'cloc.two undercover ot fired 14 shots at a moving car this ford taurus. three times this they hit this man 20-year-old college student and food delivery man philippe holland who just delivered a cheeseburger to a home on that block. holland was hit in the face and suffers from brain damage generating permanent seizures and other injuries as a result. the cops were responding to reports of shots fired several blocks away. holland was an innocent man who tried to flee thinking the plainclothes officers were there to rob him. >> they had no probable cause. they had no suspicion. they had none of the indicia which under the constitution of pennsylvania and the constitution of the united states are required for a police officer to stop a citizen let alone shoot at a citizen. >> reporter: holland's family lawyer displayed the

bullet riddled car today as he announced a record breaking settlement with the city for assault and battery by the two officers nearly four and a half million dollars. >> this is the largest civil rights settlement in the city's history to my knowledge. it is the largest police shooting settlement by far in our city. >> reporter: as a result of the holland suit the police department has agreed to establish new procedures for plague plainclothes officers including attire and display of batches and identifying themselves as officers right away. >> the independent corroborating evidence in this case overwhelmingly is that the police officers never identified themselves. >> reporter: jim, phillippe holland is now moved to another city after this incident. the two officers involved remain on desk duty. live in southwest philadelphia, i'm vernon odom channel6 "action news."

>> thank you vernon. the case of a 28-year-old paraplegic shot and killed by wilmington police will not lead to any federal civil rights charges. wilmington corporals opened fire on jeremy mcdole as mcdole was in his wheelchair in september 2015. they were responding to a call about mcdole possibly being armed way gun. enhanced cell phone video confirmed that mcdole continued to reach for something in his waist band despite orders to show his hands. after he was shot, police did find a gun in mcdole's waist band. today the justice department ruled there is nothing to disprove that the corporals acted in self-defense. a philadelphia police officer acted quickly this afternoon when he saw a man way sword and a gun near city hall in center city. police say when the officer confronted the man, the man pulled out the gun. the officer was eventually able to arrest the man. the man was taken to central detectives where police are

trying to determine if he will be charged. witnesses tell "action news" that the rothman ice skating rink was evacuated during the incident. coming up on "action news" tonight tolls are increasing on the pennsylvania turnpike this weekend. plus, after a warm winter last year, ski resorts in there lehigh valley are welcoming our cold and snowy weather. cecily. >> certainly going to be cold in the lehigh valley. i think they will be missing out on the snow but this area of snow will expand the coastal storm. some areas will get pretty hard. details on the snow totals and the bruising cold air to follow in the accuweather 7-day forecast. >> and "action news" is there as a young philadelphia union fan gets to meet his favorite player. ducis rodgers with that story when "action news" continues. >> ♪

>> how far west will it go? let's go to cecily tynan. >> that's a big question. looks like it probably won't get to the poconos or the lehigh valley. the shore really getting the brunt of it. storm tracker6 live double scan getting a little bit of a break in the action after last night's coating to 3-inches, 1.9-inches officially in philadelphia but our next round of snow is already in the works. right now winds not that strong at about 10 miles per hour. but the temperature low enough that the wind chill makes it feel like 21 in philadelphia, feels like 16 in reading, 14 in lancaster. eight in the poconos and the wind chills will be dropping

substantially through the weekend. now satellite6 along with action radar showing we're already beginning to see some clouds in advance of this system. the actual low pressure is developing south of the florida panhandle. you can kind of see how that moisture, the thunderstorms beginning to develop so that means this band of moisture already pretty impressive. it's actually going to expand as that storm system works to the north and the east. so tonight lots of clouds, it's a very cold night. 23 in philadelphia, 18 in allentown. cape may 25. snow will be building in and should begin before day break along the shore. future tracker showing around 4 o'clock that snow just beginning to break out over the tip of cape may. by 8:30 it's snowing here in philadelphia. pretty steady along the coast and then by about lunchtime, you can see how it gets right along i-78 but then it doesn't go farther north and begins to back up by 5:30 that snow will be leaving the coast. so, how much snow you get really depends on your

location. from i-95 up to i-78, it's not going to be a big storm. a coating to perhaps an inch of snow. you get south and east of i-95 into interior south jersey, delaware, we're looking at one to 3 inches. along the coast, this is where we could see significant amounts of snow. three to 6 inches and if that storm system moves a little bit farther to the west, those numbers could increase. i will have an update tonight on "action news" at 11:00. the big story after the snow the wind chills. saturday wind chills in the teens feeling like 14 in the morning, 16 in the afternoon. sunday morning will be the worst of it. the wind chill in philadelphia five. some areas wind chill below zero sunday morning a great morning to sleep in. the afternoon not much recovery. feeling like 12 degrees. that cold air sticks around for monday but the winds will diminish. so, the exclusive accuweather 7-day forecast lots of clouds tomorrow, cold, 29 degrees with that snow. again, the heaviest will be

south and east of i-95 along the coast. areas far north and west may not see a flake of snow. sunday snow is gone but the winds are here. wind gusts up to about 30 miles per hour. the high 28. wind chills in the teens. monday just as cold, 29 but it won't feel as brutal since the winds will diminish. on tuesday, mostly cloudy, 39 degrees. a warm front could bring us a few snow showers tuesday night. not a big deal and wednesday that storm system still looks to be cutting to our west. that will pull in some very mild air, 55 degrees, rain, not snow. thursday clouds and sun, 46 and friday mild with some showers and a high of 52 degrees. this is all dependent on the track, a minor very shift could bring a big change in totals. i'll have an updated on "action news"action news" at 11. >> first grade students in drexel hill are all stars when it can toms reading skills. the philly phanatic stopped by hillcrest elementary school to
