it's small, compact and fast moving. key is how quickly it intensifies off the coast, that determines the rain. we have winter storm warnings or advisories posted. advisories to the south. these are areas the rain holds on the longest. even in philadelphia it begins in rain before a change over. temperatures show the story. we have record highs, philadelphia, 49. 50 in wilmington, allentown 40. the poconos, it's now well down to 31-degrees. the latest thinking with the storm, the rain will last longer southeast of i-95. philadelphia gets the change over around 6:00, the heaviest amount around the warnin mornin. the heaviest snow to the north. for details on the timing, let's

head to adam joseph. adam? >> it's hard to bust out the record-setting warmth we had today. as the system rushes in, 5:00 in the morning, still rain in new jersey and delaware. 5:00 in the morning, rain in southern areas but changing to snow wilmington, philadelphia and in the lehigh valley. as we speed it up a few hours later, 9:00 in the morning, there's the cold air. snowing heavy at 9:00 in the morning for philadelphia, trenton and breaking up toward the lehigh valley. impact scale hasn't changed much. low and moderate at 4:00 in the morning. once we see the heavy bands of snow as the line collapses between 6:00 and 10:00, that's the highest impact with reduced

spot is off limits. >> when if snow emergency route is declared, you could park five to six blocks from where you reside. >> city crews have started loading up 50,000-tons of salt needed to treat the pavement from the storm. >> we hope the warmer temperatures will absorb enough heat to act as a buffer for us. >> the rail cars underground and are running the lines to keep them from icing. >> we had a tough one last year but came through with good marks and will come through this one too. be careful and use common sense. >> groups have stocked up supplies to help the elderly dig out tomorrow. despite the warm weather, outreach workers are spreading the word to the city homeless to
