and personal issues have been building for sometime. >> that's right. various problems, various embarrassing problems have been dogging mr. williams for some months now. last month a $62,000 fine brought some of his problems into that sharp focus. the issues behind that fine led to today's announcement. >> good morning everyone. >> reporter: that sigh seemed to say a the l seth williams announcing he would not run for reelection for a job he wants. >> so my decision to accept gifts and fail to report them brought much embarrass. shame and adverse publicity to me and unfortunately to the office for which i love. >> reporter: last month williams was given a record ethics board fine after he amended paperwork evidence he failed to report $160,000 worth of gifts in cash he took as d.a. $45,000 for roof repairs, new windows and other work to his home in overbrook. more than $11,000 for various trips from key west to san diego and thousands of dollars

worth of phillies and 76ers tickets. he repeatedly apologized for what he did. >> it raised doubts in the minds of some citizens regarding my character and fitness to serve as your district attorney. >> reporter: the d.a. didn't answer shouted questions about reports of a long running federal probe and calls he should resign. david thornburgh of the committee of 70 says the take away the system does work. >> he broke the law according to the board of end thick they fined him the biggest fine in their history. he admitted that what he had done was wrong, he apologized profusely and now he's leaving office after he serves his term out. >> reporter: as for the mayor's take on the d.a.'s announcement. >> i think clearly that he has made the determination that it testimony affect the office and made the right decision and i wish him well in whatever he chooses to do in the future. >> reporter: again, williams did the no take questions today in his remarks which lasted about 12 minutes he made no mention of resigning early saying instead he tends to -- intend to take the balance of his term which

would be about 11 months to work on regaining people's trust in him. live in center city, john rawlins channel6 "action news." jim. >> thank you john. now with williams out that leaves five people vying to take over the job. democrats michael under mri rich negron joe kahn and theresa karr denny announced their candidacy. republican beth grossman is also in the race. ice turned to projectiles posing a real problem for both pedestrians and drivers in center city this afternoon. chunks of ice some as big as baseballs started falling from the top of the lowes hotel. police were forced to close market street from that 12th to 13th for reasons of safety. the delaware state fire marshal says the fire that critically burned a man at a construction site this morning was an accident. the incident happened on north bayberry parkway in odessa. investigators say the 21-year-old victim was using an open flame to thaw frozen hose lines. the hose broke and the liquid

inside ignited. the man suffered burns on 40 percent of his body. a viewing for the corrections officer killed last week during that hostage siege at a delaware prison will be held tonight on the campus of delaware state university. "action news" reporter bob brooks is there and bob, we all expect it to be an emotional evening as they pay tribute to lieutenant steven floyd. >> reporter: jim, emotional without a doubt. such a horrible thing that has happened down here and again, we are talking about lieutenant steven floyd. behind me here the viewing just got under way at 5 o'clock at delaware state university. you can see traffic and road markers out there directing things. it is opened to the public and inside of the memorial hall gymnasium. the flags at the james t. vaughn correctional center in smyrna at half-staff. more than a week ago lieutenant floyd was killed after inmates took the lieutenant and three others hostage. this weekend the life of

lieutenant floyd will be celebrated at delaware state university. of the the school is hosting the funeral services. while friends and family gathered to remember lieutenant floyd, there's been an intense and ongoing investigation to figure out how exactly the inmates were able to carry out the attack. it happened in the prison section c. an autopsy completed by the delaware division of forensic science has determined floyd's death to be a homicide by trauma. floyd was the lone corrections officer killed. since his passing, floyd's family has been presented with the delaware department of corrections highest honor the medal of valor. it was during that ceremony that floyd was also promoted from sergeant to lieutenant. lieutenant floyd was 47 years old. the viewing here goes until 9 o'clock tonight. then tomorrow there is another viewing that starts at 8:00 a.m. that goes until noon and then directly after that the funeral for lieutenant floyd will h for now reporting live in dover, bob brooks, channel6 "action news." jim. >> bob, thank you. at least four people were hurt in a two-car crash in

north philadelphia this morning. chopper6 hd was over the scene near front and venango where two cars collided just before 11:00. we know at least one person was taken to the hospital by ambulance. police have not said how bad the injuries were. a south jersey college student who sued her estranged parents for college tuition has lost her court battle. "action news" investigative reporter wendy saltzman first reported on the battle between caitlin richie and her divorced parents. initially a judge ruled in favor of richie to force the parents to pay $16,000 for her tuition at temple. in december 20's 14, maura mcgarvey and matthew richie appealed that decision to a higher court. today the appeals judge ruled in their favor. >> ♪ it isn't every day that a grandmother gets to deliver her own grandchild but that's what happened today on the way to the hospital in gloucester county. new jersey correspondent nora muchanic has that story.

>> i jumped out of the car and within seconds, her water broke. >> reporter: as a bartender ida eldridge of deptford is used top handling deliveries but it's usually beer not a baby and certainly not her own grandson. >> i could feel him and i was like he's going to come right now. >> reporter: wednesday afternoon ida's daughter samantha began having contractions. they got in the car and headed to virtua hospital in voorhees but had to pull over at nearby blackwood lake when the baby wouldn't wait. ida dialed 911, then took matters into her own hands. >> and i saw his little head so i grabbed his head. helped the rest of him come out. he didn't cry at first so i swiped the inside of his mouth until we heard a little cry. >> my mom just kind of wrapped him up and handed him to me and by the time i got him in my arms there was the first police officer pulling up. >> reporter: little kayden entered the world in the front southeast his grandmom's suv.

are eligible for those scholarships. students from the quaker school at horsham hit the ice in warminster today for good time but also a good cause. with each lap the youngsters are earning money to help children living in a south african orphanage. students at the quaker schoolwork to overcome learning disabilities. organizers say this event teaches them that they have the ability to help others. they are called the young gentlemen and today they took their pledge top lead responsible and productive lives. it happened in south philadelphia. rise. susan posted this on my facebook page from that ocean city. the moon rising at 5:23. we have the full snow moon prenumbral eclipse tonight when the moon s-, it's a mouthful isn't it but it's when the moon passes through the earth's shadow and we have a comet tonight at 10:30. the problem, though, is this. got a lot of cloud cover moving in so not really great timing with the sky conditions to see that hopefully i'll be able to post some photos. satellite6 and action radar showing this is the warm front moving through and this will climb us out of the deep freeze tomorrow. right now philadelphia 32 degrees. that's the high for the day. allentown 28. wilmington 33. and atlantic city 32 degrees. the winds have died down since yesterday but still it's a little bit breezy so the wind chill makes it feel like 25 in philadelphia, 19 into allentown, 26 in atlantic city and 11 in the poconos. so, tonight with the clouds could have a few flurries maybe a snow shower north

across the lehigh valley and the poconos but with that cloud cover temperatures aren't dropping all that much. 23 degrees in the cooler suburbs, about 28 degrees for center city, not that harsh for this time of the year. saturday definitely the better of the two days this weekend. 52 degrees the high in philadelphia, 46 in allentown, wilmington 53. cape may 52. but it won't be a bright and sunny day. lots of clouds, some breaks in the clouds, some filtered sunshine. the better of the two days definitely, though, because future tracker showing on sunday, low pressure begins to move in from the west and that will bring us mainly rain here, 10:30 in the morning, though, notice the northern lehigh valley, the poconos could have a wintry mix, some freezing rain, some snow around 4 o'clock it's moving along the i-95 corridor. again, still chance of some freezing rain in the poconos and this system actually will deepen and become potential for another snowstorm across new england but what it will do for us is just bring us really high winds on monday. if you're heading to the poconos speaking of snow they got 9-inches yesterday.

saturday should be great, mostly cloudy, 40 degrees. sunday, though, going downhill fast, chance of that mix, changing over to rain with a high of 38 degrees. association th38 degrees. the seven-day forecast much warmer than today, 52 degrees but again the clouds limiting the sunshine. on sunday, it's raw, it's rainy and with the rain we could have some fog, especially areas with a deeper snow pack north of philadelphia f-the high 46 degrees and monday this is when that storm system moving off the coast of new england really intensifies. we see partly sunny skies, 43. but it's not going to feel like that when you factor in the winds we will be wind whipped. wind gusts future tracker showing 1 o'clock in the afternoon 52 miles per hour in philadelphia, 53 in allentown. lakehurst 57 miles per hour so we could have wind gusts up near 60 miles per hour on monday as that storm system deepens off of new england. on tuesday, it's much calmer for valentine's day, partly sunny, 48 degrees. wednesday some sunshine but
