"actio"action news" reporter ven odom is live at septa headquarters. and vernon, what's the latest there? >> reporter: good evening, jim. ten suspects, all teens, all minors, locked up today. an 11th has not been formally charged yet. but police tell me he will be. he's 18 and may be charged as an adult in this case. the transit police chief meanwhile says redeployment of cops is coming and some other major invasions. >> the charges are aggravated assault and robbery, which are felonies. these are serious offenses. >> reporter: in this van, leaving ben franklin high midday, seven of the alleged subway attackers arrested today in last week's mob attacks on other high schoolers in the busy race-vine station in center city. ten suspects are being held at this hour identified in this bystander video as well as septa surveillance system. all but one is under 18. the chief says this mayhem is a

citywide problem especially during the school dismissal hours of 3:00 to 7:00. >> in the very near future, we're going to have officers riding every train at school dismissal time. and we're going to have our text flying coming out very shortly so kids can let us know when they see problems brewing and we can intervene. >> reporter: nestel says this violent behavior is not only the result of bad parenting but rather group-think generated by a few rotten apples. he points to last night's horror story at the 46th and market el. it was round two of a dispute police say between teenage girls from as far away as north philadelphia, mt. airy in germantown. there was an attempted stabbing. then this. >> a 16-year-old victim had a aerosol can that was lit, firing at her like a torch that burned her hair.

this is serious, serious stuff that's occurring with our young kids. >> reporter: indeed, jim. and with the coming of consistent springtime weather, the problem of violence only frequently increases. live in center city, i'm vernon odom, "channel 6 action news." >> thank you, vernon. philadelphia's beverage tax brought in more money than expected for the second month in a row. preliminary numbers show the city collected $6.4 million in february. so far, the beverage tax has brought in more than 12 million. the city hopes to collect $91 million this year. all right. the halls of congress have been packed with uncertainty all day, but this we now know the vote on the bill to replace obamacare will not take place tonight as scheduled because conservative and moderate republicans can't agree on a plan. it has been postponed until tomorrow morning, which is another way of saying that the meeting of the house freedom caucus at the white house failed to produce a breakthrough.

they don't have the votes. the conservative lawmakers did gain concessions from president trump like eliminating guarantees of essential benefits but apparently they want more. "action news" reporter john rawlins is live in collingswood, new jersey, tonight. and, john, lest we forget, there are folks around here who don't want any republican plan. they want to keep obamacare. >> reporter: absolutely, jim. and some of those folks organized in various ways today. here in camden county, a democratic congressman's office held what was called a community conversation about the aca. it was during that conversation when the news came down that the big vote was put on hold. as for a reaction? >> that may not be good. >> reporter: why? >> because it gives our republican congressmen more of a chance to reconsider, the ones who were going to say no, gives them more of a chance to reconsider or being pressured into reconsidering. >> reporter: and saying yes. >> and saying yes. >> i had the same reaction.

it's just postponing the inevitable which concerns me greatly. >> i original affordable care act -- >> reporter: a reaction from those at this aca gathering where they heard via video link from democratic congressman donald norcross. the fate of the aca on many minds in our region, more than 600,000 people are under obamacare's umbrella. it's possible repeal generating organized pushback. ♪ we shall not we shall not be moved ♪ >> reporter: at this sing-along rally, they praised brian fitzpatrick who said he would vote against the current gop plan. >> save our care! >> reporter: in delaware county, protesters gathered in front of republican-packed meehan's springfield office. meehan fears what will happen to those who lose insurance under the go. plan. >> i think that there are going to be thousands and thousands of people without health-care, and i think that real people are going to die.

and i want to ask the congressman if they're willing to accept the responsibility. >> reporter: well, congressman meehan of the seventh district in pennsylvania continues not to say how he will vote on the repeal and replace measure. according to an email from his staff that came before the postponement of the vote today, he says, he continues to review it. he's going to listen to his constituents and talk to his colleagues. live in collingswood, john rawlins, "channel 6 action news." jim? >> thank you, john. of course, "world news tonight" with david muir will have continuing coverage on negotiations to bring the health-care bill to a vote. that's next at 6:30 right after "action news." we have new information in the double fatal crash that claimed the life of a new jersey state trooper. autopsy and toxicology reports show that 61-year-old dr. lloyd ruddily did not have drugs in his system when he collided with williams. he lost control, crossed the

median and hit williams' cruiser on route 55 in millville on december 5th. both were killed. the reports do not indicate if ruddily had a medical condition that contributed to the crash. a very nasty crash in allentown this morning, also turned into a crime scene and tonight a suspect is behind bars. live at fillmore and priscilla is "action news" reporter gray hall. gray what are the details? >> reporter: well, jim, quite the wake-up call for this neighborhood this morning. police still investigating this case, but what started out as a call to police about a suspicious person on this street ended in chaos. >> it was scary. every single one of the airbags was deployed and i couldn't -- i couldn't believe anybody came out of that alive. >> reporter: thursday morning, residents along fillmore street and allentown woke up to this chaotic scene. chopper 6 was above the area after two cars collided. police say the black bmw was at

fault and slammed into this silver suv. residents living in the area shared images of the aftermath with "action news." >> everything was just so smashed up, and -- it was -- it was bad. i never seen a car tipped on its side like that. >> reporter: police say it all started a little before 8:00 a.m. when they got a call for a welfare check along wood and priscilla. they found a man in a bmw passed out at the will. an officer tapped on the window and the man sped off losing the officer. he didn't get far, but before police could catch him, he caused this horrible crash. a man and a woman were inside the suv. the suspect slammed into. the man only had minor injuries, but crews had to free the woman who was trapped on the passenger side. in couldn't can really see her until they actually took her out. but she was conscious, but she was slowly moving. so she was hurt pretty bad. >> reporter: despite how bad it looks, police say the suspect ran away from this scene and yet again was able to lose the

pursuing officers. investigators set up a perimeter and were eventually able to arrest the suspect. police confirm he was wanted for several outstanding warrants including dui. >> when they were cleaning up or whatever, i sought the police take a weapon out of the vehicle. >> reporter: a gun. >> a gun, yeah. >> reporter: all right. so back out live. we did ask police about that gun. they would not confirm or deny those reports. i can tell you the vigtim is suspected to survive. no police officers were injured. not a whole lot of information about that suspect, no name, no age. but we can tell you, police tell us the car he was in was not stolen. live in allentown, gray hall, "channel 6 action news." jim? >> gray, thank you. a jury is now deliberating the criminal case against former penn state president graham spanier. the defense arrested today -- rested today without calling witnesses. he's accused of mishandling complaints that former assistant football coach jerry sandusky was molesting boys. the defense said there is no

go to any college campus and anything that has to do with food is a big deal. how good is it? when can you get it? but at rowan university, they have offered up a solution to another question: how much does it cost? if this is happening anywhere else, we haven't heard about it. nora muchanic has the story. >> reporter: it's opening day for the shop. rowan university's brand-new campus resource center that will provide free food and toiletries to struggling students. >> two dining halls on campus. we have all these eating options up and down rowan boulevard, but if you don't have the funds to pay for it, you can't access it. >> reporter: last spring, rowan did a survey. of the students who responded,

51% said they'd either cut or skipped a meal because they couldn't afford it, some more than once. student activists pushed for a food pantry to help those dealing with food insecurity. >> so when they're thinking about how -- where's my next meal going to come from and i ran out of meal sites and i don't have money to go to burger king, hey, we just opened a food pantry. >> the shop was purposely placed in the middle of the campus on the bottom floor of a dorm. the idea is ease's access for those who need it. >> if i'm low on money -- >> reporter: t.j. has used food pantries before and says the shop will be a big help. >> especially forestudents who need it, students who are poor, students of color, things like that, who will definitely need this as a resource. >> reporter: it's an important issue on campus because there are consequences for students who go hungry. >> the lack of the ability to concentrate, to even get out of bed in the monk, to be able to focus on tests. >> reporter: the student government association and the university foundation helped stock the shelves here along with other donors. lessons will be offered on how

change in the weather. so definitely the better of the two days will be saturday. right now, still on the cool side. philadelphia, 45. allentown, 44. wilmington, 44. cape may, 41. trenton, 43. temperatures running about ten degrees below normal. and satellite and radar showing we still have high pressure in control. that brought us all the sunshine today. and you can see it's kind of keeping the clouds at bay. here's the warm front. stretching from the midwest into kentucky. so it will take a while for the clouds to get here. so tonight, clear early, then clouds rolling in after midnight. temperatures a bit on the cool side, 36 is the normal low for this time of the year for philadelphia. we'll drop down to 32. but this morning, we're at 24. so not nearly as cold as this morning. future tracker showing tomorrow late in the morning around 11:00, this is when you can see some of that mixed precipitation across the poconos. could even have a few sleet pellets kind of mixed in across the northern lehigh valley, northern berks county.
