results. the streets department is doing the work and everyone hoping that it won't take too long so 17th street can reopen to traffic again. working throughout the day pgw was prepared to wrap things up this afternoon but a live wire underground posed a potential problem and peco was called out to deal with the electrical issue and the hole on 17th between walnut and locust got bigger. >> we'll begin to investigate the cause of the cave-in and if we can pinpoint what took place there and when we can open the street again. >> it was opened because of a small hole in the street. crews discover aid break in a 3 inch service line supplying water to an adjacent building and businesses below didn't have water either and a bakery shut down and a couple other stores stayed open. >> i opened up the store and no water. but we have a lot of traffic

still. commuters knew that closing 17th and walnut was bound to cause big traffic problems. >> that will back up the traffic all around and a lot of clients may be running late today or having a hard time getting around. >> and it happened traffic was jammed all day. >> it's crowded and we are moving maybe one car per light. >> i think i have been here for like 20 minutes. for one block. just trying to get forward. >> traffic in center city is difficult and this is not making it easier. >> it's unclear at this point how long the work will take. here on the scene they are telling me they are hoping to have this done by 10:00 tonight. the water department is saying that it could be tomorrow afternoon. in any case, it's best to check in and we'll keep you updated on 6abc.com and avoid the area around 17th and walnut. live in center city.

"action news" cameras were in rittenhouse square in philadelphia where people seemed to be in a great mood because of the sunshine and warm temperatures and we actually set records in allentown and reading today. meteorologist, adam joseph, is live outside and adam there must be a direct link between sunshine and the so-called happy hormone serotonin. because everybody had a smile. >> it's hard not to smile and in addition to all the vitamin d. it's pleasant to be outdoors. the highs across the area 82 in philadelphia and trenton and wilmington record tying in reading and record breaking in allentown and record breaking in the poconos at 80 degrees and the cooler spots, the shore was only in the 60s thanks to a strong sea breeze, high clouds

closing statements in the trial of three girls charged in the death of amy joyner francis. she was attacked in the high school bathroom and her heart conditions with triggered by the assault and she died of cardiac arrest. john rawlins is live now outside of wilmington courthouse. >> a pivotal issue is the rare medical problem the young woman had and it was a factor in her death. but the lawyer for the 17-year-old charged says that she could not have known that they are actions could have caused a death. the prosecution disagrees. >> prosecutor sean lug says what occurred here at the high school was a planned targeted attack directed at amy joyner francis with three girls conspiring to

do harm with one of them carrying out the actual assault. the video shows the girl charged with criminally negligent home side. the victim had a previously existing heart condition and with not have died not for the stress of the assault. the father says sitting through the closing arguments opened wounds. >> at this point we are all devastated. it's almost like reliving it for the first time. >> defense attorneys say that the state has not proved its case and the evidence does not support a conspiracy that what occurred was a common fist fight between two girls the defense maintains that only three punches landed. and the lawyer says that his client could not have known that her actions would have caused death because nobody knew that the victim had the extremely

rare condition and the spokesperson for the family disputes the defense's contention that this was kids being kids. >> the state is doing a better job of proving the point that this was a conspiracy and it was premeditated murder and utley disgusting that a young lady had owe lose her life. >> as for motivation behind the incident apparently miscommunication and misunderstanding between the victim -- given the ages of the defendants this is a family court matter and the judge will have a decision come thursday. john rawlins, channel 6 "action news." >> john, thank you. the burlington county sheriff's office released the results of a child support raid and 30 people were arrested in part of a statewide sweep. they odd a combined $50,000 in court ordered child support and

they hope it renews the parents kpimt -- commitment to do the right thing. within the past hour mayor guardian introduced his $206 million budget and it is nearly $36 million less than last year's budget and the first since the state took over the city's finances in november. for homeowners the property tax break is welcome news, they haven't had one in nine years. a 140,000 there's home the owner would save $136. as crews continue to set up the ben franklin parkway for the nfl draft. local businesses are gearing up for a big unflux of fans and estimated 200,000 people are expected to take over the parkway and surrounding neighborhoods. and they should be hungry and thirsty. that something area restaurants are really banking on.

artistic shot at the action cam looking at the praying angels state you along kelly drive and man that sun went to work today. in fact, as we look at records, allentown 85 degrees breaking and mt. pocono the old record was 77 and hit 80 up there. even though we did not hit records in philadelphia or trenton temperatures topped off at 82 this afternoon. not as warm tomorrow but we can't complain about this. this is still close to 10 degrees above normal. 74 philadelphia and 75 millville and 72 in allentown and along the shore cooler in the 60s but taking the 80s right now. 80 in center city and pottstown and 84 degrees in millville and lake harmony sitting at 76 degrees and interior southern new jersey, hammonton 81 and

mount laurel 82 and sweater weather right now big time chill along the shore only in the 50s with the wind coming in from the cold ocean of 49 degrees. here come the thicker clouds they start to penetrate over the reaction tonight. and lower down in the delaware and south jersey and you see a ribbon of moisture and a lot of this will evaporate into wednesday morning and as we go through the morning hours the clouds continue to drift through with the front and a quick hit of clouds and the sunshine takes control tomorrow afternoon and it will be breezy out of the northwest. more wind than today and yesterday. and the temperatures 10 degrees cooler than the last couple of days. afternoon shower and sunshine behind the front and then the high pressure gains a friend here on thursday that mean a lot of sunshine. and it's still stays pleasantly mild above normal with a

temperature of 67 and we are falling to the 70s and 60s but do not drop to the 50s for high towards the end of the week and upcoming easter holiday weekend. as we look at the exclusive accuweather seven-day forecast a spotty shower giving way to sun and 74 tomorrow and bright and cooler thursday and 67 and fall to 65 on friday thark is average for this time of year on good friday with sun and clouds and bump it back up to 70 on saturday and stays dry fort first part of the weekend and easter sunday right now, going to move back up to 81 degrees and mainly dry but could be late scattered downpours and thunderstorms that will try to pop but in the morning for the easter egg hunts if you have them dry and normal. and 70 or better on monday with mostly sunny skies and not bad tuesday at 69 degrees. although we are not getting another day in the 80s that seven day is nothing to complain
