hi, everyone. good morning on this thursday. it is a busy one shaping up to be an even busier day in washington, d.c. after flip-flops and high-level talks from the trump administration. >> here's what we're covering right now, president trump makes some extraordinary u-turns changing his course on china and nato. >> plus, a bombshell on health care. the president now threatening to take drastic measures to force democrats back to the negotiating table. and president trump says the country's relationship with russia may be at an all time low. the comment comes as rex tillerson is said to arrive back in washington today after meeting with vladimir putin. abc's maggie rulli starts us off. >> right now we're not getting along with russia at all. >> the current state of u.s./russia relations is at a low point. >> reporter: a grim view of u.s./russian relations from the president and america's top diplomat.

both men once called russian president vladimir putin a friend. but now those hopes of a fresh start have come crashing down. the u.s. missile strike on syria triggering a crisis with russia. a loyal ally of the syrian government of bashar al assad. the strike a response to the assad regime's use of chemical weapons on his own people. that chemical weapons stockpile came from an air base where there were also russians. >> i would like to think that they didn't know, but certainly they could have. they were there, so we'll find out. >> reporter: questions of how much russia knew coming as secretary tillerson holes a sense two-hour closed door meeting with putin saying afterwards the two share a desire for a unified and stable syria but then angered russia by bluntly calling for a regime change. >> our view is that the reign of the assad family is coming to an end. >> reporter: only adding to a strained relationship after u.s. intelligence concluded russia

meddled in lastary presidential election. something russia continues to deny. >> the world's two foremost nuclear powers cannot have this kind of relationship. >> reporter: relations are also tense at the united nations after russia blocked a resolution that would have condemned the assad regime's use of chemical weapons. and, guys, this wasn't russia's first time. it was their eighth time voting against condemning assad. >> all right, maggie rulli there in washington, thank you. u.s. relations with china are warming as president trump backs away from a popular campaign promise. >> yeah, the president has decided no the to label china a currency manipulator because the president says such a declaration could jeopardize talks aimed at getting china to pressure north korea to curb its nuclear program. but when he was running for office he had this instead to say. >> we can't continue to allow china to rape our country and that's what they're doing. we're going to be the people that create jobs for our

country, not for china. >> well, mr. trump now says china has not been cheating on its currency for months taking a very different tone about the country that he previously called an enemy. in wednesday's white house press conference there were nice words even about china's president xi jinping. >> president xi warrants to do the right thing. we had a very good bonding. i think we had a very good chemistry together. >> and you heard maggie rulli mention it there in washington. trump also praised china for refusing to side with russia on that u.n. security council resolution vote against syria. president trump also reversed course as he met with the secretary-general of nato during his campaign, the president had slammed nato as obsolete. but he suddenly declared the alliance is no longer obsolete because it's doing more to fight terrorism. the reversal comes ahead of his scheduled visit to nato headquarters in brussels next

month. he is threatening to -- he may stop key subsidy payments to health insurance offering coverage to low income americans, a move that would cause companies to flee the system but many republicans want the payments to continue at least until they can pass their own bill. white house press secretary sean spicer is asking for forgiveness following his holocaust gaffe and issued his second apology with syria's use of chemical weapons and spoke at an event before the firestorm and called them ins sensitive and wrong and said he realized he offended a lot of people. >> i hope i show that i understand that i did that and that i sought people's forgiveness because i screwed up. i think i've let the president down. >> president trump has not commented on spicer's holocaust

statements. two alleged isis supporters from illinois are in custody facing terrorism charges. they're accused of trying to help isis. while under fbi surveillance they thought they were helping a friend travel to syria to join the terror group but that friend was an fbi informant. one man was also recorded saying he wanted to see the isis flag on top of the white house. if convicted they face 20 years behind bars. north carolina's house speaker says a new bill banning same-sex marriage will not be considered. it was introduced by three conservative legislators who say the u.s. supreme court violated god's decree when it said states had to allow same-sex marriages. but another republican notes that any legislator can file a bill, quote, even a stupid one. >> to arkansas now where the state plans to execute seven inmates in a span of ten days starting on monday. and efforts to stop those executions are under way. religious leaders are calling for the men's sentences to be changed to life without parole. now, several legal challenges

are also aimed at halting the executions and one of the state's former executioners believes current guards shouldn't go through with what he did. >> these guys probably deserve what they did but these officers don't deserve to humiliate themselves to be put through this when they don't have to. >> well, over a 17-year period givens executed 62 arkansas death row inmates. the upcoming executions were scheduled for such a short span of time because the state's supply of a drug used in the lethal injection process expires at the end of the month. still ahead our first look at the young student wounded in the san bernardino school shooting smiling in his hospital bed. plus, white house adviser kellyanne conaway talking about how she's treated by the press. >> when they say democracy dies in darkness you're the darkness. >> her reaction to that comment. and caught on camera, a 4-year-old girl narrowly

this is our first look at the student who was wounded in the san bernardino school shooting. overnight the family released this picture. nolan brandy in his hospital bed. family members say nolan is recovering well after being injured in a shooting that killed his teacher and another student. the 9-year-old is smiling in the picture with his parents who thank the community for support in a facebook post. nolan was wounded in his elementary school classroom when his teacher was shot and killed by her estranged husband. another student, 8-year-old jonathan martinez was also shot and killed. this morning for the first time we're seeing some of the manifesto allegedly written by that wisconsin man on the run for more than a week. a local station obtained a

portion of the 161-page document. police say joseph jakubowski mailed it to president trump. he wishes humans could be free from government control and also says the system has left him no choice but to commit crime. kellyanne conway is calling out the media over its coverage and her public perception. during a forum at washington, d.c.'s newseum she fired back at michael wolff while discussing "the washington post" motto, democracy dies in darkness. >> you're the darkness. in an exclusive interview with abc's rebecca jarvis united's ceo oscar munoz apologized to the doctor. he also said law enforcement officers will never remove another paying passenger from a united flight. sacramento police are conducting administrative and criminal investigations after the release of a video their chief called disturbing. it shows an officer taking down then beating unarmed alleged jay walker nandi cain jr. you see him there. cain was charged with resisting arrest and outstanding misdemeanor warrant. both charges were dropped. the officer is now on administrative leave. and in arizona, surveillance video captures a terrified 4-year-old girl in the middle of a gun fight. she was sitting inside a barber shop in chandler. the frightened child covers her face as bullets fly through a nearby window. when the gunfire finally stops she runs off. she suffered only minor injuries from the flying glass. two men under arrest. relatives are remembering

comedian charlie murphy as a man who filled their lives with love and, of course, laughter. the 57-year-old died yesterday from leukemiana. the older brother of fellow actor and comedian eddie murphy, well, he gained his own fame on the chappelle show. charlie murphy's true hollywood stories became segments and co-wrote some of his brother's movies. there are reports that apple is secretly trying to develop sensors to treat diabetes. the company has reportedly already hired a team of biomedical engineers to work on the project initially thought up by late apple chief steve jobs. apple has not commented on the reports. and now some sports. the nhl stanley cup playoffs under way and the nba regular season is all over. >> yeah, we get a little of both right now from our guys at espn. >> good morning, america. he's stan. i'm neil. five hockey games. >> he has the playoff beard
