within the last half hour. this is video of him outside the district court only "action news" was there. neither he nor his lawyer had any comment. phillips is a production aide in the television truck scale studio at conestoga high school an employee since 2006. there were numerous charges against him including aggravated indecent assault. investigators say phillips had that a sexual relationship with a student who was under 16 years old when this all started. earlier this week conestoga high school officials went to police and turned over e-mails dating back to january. apparently phillips and the victim would send text and e-mails back and forth. the victim told police he befriended her at the beginning of the school year taking her to places in his car at least once police say he sent her a picture of his private. the victim told segments they had sex on more than 10 occasions between january and april of this year and in her interview said she would tell phillips no she didn't want to do it on other occasions he told detectives he would grope

and sexually assault her. these interactions would allegedly occur in his school office and his car. according to the affidavit when the relationship came to light phillips crashed his car and wrote a note that states you a just a guy trying to help a kid and boundaries just got gray. he's a father of one and lives with his wife in wayne. these charges come just after last month a former teacher's aide and coach at conestoga high school was sentenced to prison after a sexual relationship with a 16-year-old student she tutored privately. phillips is being held on $500,000 cash bail and is prohibited from contacting the victim. i did reach out to the school district but i have not heard back. in wayne katherine scott, channel6 "action news. >> thank you katherine. police trying to track down a serial groper targeting women in princeton. take a look. this is video from one of the alleged assaults that happened last wednesday. the victim a grad student at princeton gave police a description resulting in the sketch that you see coming up in a moment. there it is. police believe this is the same man behind similar crimes

dating back to 2014. if you have any information, please call trenton -- rather princeton police. in gloucester county tonight a convicted drug dealer was sentenced to 18 years behind bars for his role in the drug induced death of a customer. joshua rodriguez was previously convicted by a jury after four hours of deliberation. the gloucester county prosecutor's office said they hope the sentence sends a message to other drug dealers in the area. >> turning now to accuweather and a gloomy spring day across the delaware valley. sky6 looking live, yes, we said it was gloomy and it is. that's the center city skyline there after a round of morning rain spotty showers are expected right through the evening. meteorologist adam joseph in for cecily tynan live at the big board with more. hey, adam. >> yeah, it was a gloomy day but starting to see some sunshine breaking through that cloud cover but where that sun kind of developed early on in the day to our south and west severe storms developing near washington and baltimore, niece these are singing towards the south and not

towards our area. a cluster of storms trying to pop near harrisburg. in our area a couple light showers in parts of new jersey but that warmth was just to the south today, near 80 in washington right now, it was in the 80's at the last hour getting that storm passing by now, 86 in richmond but just 62 here in philadelphia. so, as as we go through the evening hours, there will be spotty showers maybe a quick downpour in a couple locations but most areas stay dry with temperatures in the 50's and it stays mostly cloudy overnight with that low temperature dropping to around 54 degrees and the clouds are really going to dominate both days this weekend. the wettest period of the weekend is saturday afternoon into saturday evening and the brightest part of the weekend looks to be sunday afternoon. we'll take a look at future tracker6 in that full accuweather forecast brian in just a little bit. >> all right, thanks adam. >> yeah. >> now to new details in that kidnapping case that that sparked a nationwide manhunt. after more than five weeks in a search that stretched nearly coast to coast, 15-year-old elizabeth thomas is on her way

back home today. abc's maggie rhule has the details. >> we're happy. beyond ecstatic. >> reporter: it's the moment the thomas family has been dreaming of more than a month. 15-year-old elizabeth thomas is coming home and her hometown is ready to welcome her with open arms. >> we love you and we can't wait to see you. found nearly 2500 miles weigh from her tennessee home in this remote area of california living in this isolated cabin with her accused kidnapper her teacher 50-year-old tad cummins a local man living nearby tipped off police. >> federal officials came in arrested him on a federal warrant and then took custody of him. >> reporter: authorities say the couple documented their journey together collecting rocks and writing notes of the places they had been. >> what the fbi has told me is that she's in the process of going homeism a statement cummins' family says they are thankful that elizabeth thomas will soon be returned to her family where she can begin the healing process. elizabeth's family says that

process will take awhile. >> there's going to be some therapy involved. it's going to take some time imtime that the family attorney says they will be spending alone and together. >> they'll be secluded today probably for the next several days. she definitely will be secluded for a long time. >> reporter: tad cummins is now in sacramento where he is being held in federal custody facing charges that including a 58d kidnapping. he's expected to be seen in court on monday. maggie rhule, abc news, new york. >> delaware senator tom carper highlighted the impact of climate change on the first state today. this morning the senator toured the wilmington wetlands project an area along the christina river that's been suffering from increased flooding. according to the center that's because of the rising sea levels. carper called to an end to an end -- of funding cuts. >> firefighters in allentown say that city's shortage of fire trucks has reached a critical point and they claim it's putting residents in

danger. tonight the mayor says their complaints are not about safety they're about politics. "action news" reporter gray hall has the story tonight new at 5:00. >> reporter: it's more than just a truck its a machine that can save lives and the allentown fire department says they need more fire trucks. the shortage has been described as crisis level. allentown mayor ed pawlowski says the claim by the fire department is exaggerated. >> couple of the older vehicles are back in service. they were down for just, you know, a week. but it's not like we didn't have vehicles out there. >> reporter: the mayor believes it is political smoke because an election is right around the corner. he assures the public there is no shortage. the mayor says a new truck is on the way and two other new ones will follow over the next couple of years. >> i care about our firemen, i care about their safety and i care about the safety of our community and neighborhoods. >> reporter: while the mayor disagrees with the fire department's claims jeremy warm kessel with the allentown firefighters union says many of the trucks in the fleet are old and they need to be

replaced. >> it's been recorded as a crisis, that's a true statement. one of the 11 pieces is from this decade, that's it. everything else is anywhere between nine to 20, 22 years old. >> reporter: warm kessel says he's heard promises in the past from two term mayor pow new trucks coming but says they were always broken promises. for whatever reason the money in the city's budget never trickled down to the fire department. >> every year since he's been mayor our fire chiefs have asked for a replacement to him and every year they end up in capitol funds as part of our budget and every year they go unfunded. >> reporter: both sides agree currently the city is safe but say the fleet of trucks is aging. the argument is over how fast the trucks will be replaced and if it will be too late by the time the new ones arrive. >> it does put people in panic that they don't have to be in. >> we doubled our call volume since this mayor took office. we just used to do 6,000 cars. now we do 11,000 calls.

>> reporter: the city of allentown is safe but only time will tell if the department will get those new fire trucks. reporting in allentown, gray hall channel6 "action news." >> time now for a check on the "action news" traffic report on a friday evening. >> let's get over to matt pelman in the "action news" traffic center to see what's happening. >> hi guys. weather might be improving but the traffic is going in the other direction. developing more problems as we look in northeast philadelphia. this is 95, the northbound lanes. we have not only a disabled vehicle talking out the left lane but also a.m. crash here near academy on the shoulder. so, double trouble on 95 northbound causing extra heavy delays as you come north of center city this afternoon. it's also been plenty busy here on the schuylkill expressway by city avenue and continues to be. this is the westbound traffic right here. eastbound's been extra busy though too headed toward the boulevard because there was an earlier crash on the roosevelt boulevard extension northbound by wissahickon. now cleared out of the way. in cinnaminson still have that hotel fire on the southbound side of 130 near highland

avenue also by friendly's. it's all jammed up on the southbound side. i would stay local through palmyra on broad street river road or stay over on 41 or the new jersey turnpike as some other alternates. by the columbus civic and athletic club in burlington county there's a bad crash along new york avenue close to 206 and we had a crash along 42 here in deptford township gloucester county southbound by 544. looks like they just got it completely cleared out. southbound is still extra busy, though, as you come off of the walt whitman bridge. not a bad afternoon on the mass transit front. 10 minute delays on septa's broad ridge spur. we'll check it again monica and brian in the next half hour. >> sounds good. thank you. much more ahead on "action news" at 5:00 new details about the suspect in yesterday's attack on the champs-elysees paris. why officials say the shooting may not be the workings of isis. >> but first a new video from the royal family in their quest to put a spotlight on mental health resources.

working to revive the presidents campaign promise to reveal obamacare. a plan he abandoned when it seemed republicans could not reach an agreement. individual states could request to opt out of key mandates to lower insurance costs. mattis says syria still possesses chemical weapons much he made the comment in israel where he met with prime minister benjamin netanyahu. he believes syrian air force has grounded. israel's defense minister declined comment. >> volkswagen has been ordered to pay $2.8 billion in penalties for the emissions scandal it comes just six weeks after the german automaker pleaded guilty to conspiracy and obstruction of justice. vw admits nearly 600,000 diesel cars in the 'tis were programmed to turn on pollution controls during testing but they went off while they were really driving on the road.

missing protein. >> thomas jefferson university hospital hosted an event today highlighting the importance of organ donation. amongst the speakers was jackie kelby in 2012 her husband was hit on the head with a tree branch and died 11 days later but he was able to donate his heart, liver, both kidneys and bone and tissue. in the following years jackie was able to correspond with the man who received her husband's heart. since then she's kept track of the progress of each of the recipients. >> what really hit me the hardest out of the letter was that dave was able to help a three-year-old little girl that was burned and so it's not just the organs that are so that important it's the tissue and the bone as well. >> there are currently 700 patients at jefferson on the waiting list for organs. >> britain's royal family continues its fight against mental health problems. today a new film was released showing the duke and duchess of cambridge and prince harry part of the heads together

>> new firefighter dispatchers keeping philadelphia safer tonight much six graduates the training class graduated at ceremonies today. also today dispatcher green won the distinguished service award for the last three years she has gone above and beyond the call of duty. congratulations to everyone. some volunteers got a big thank you after helping renovate the pal center in fishtown. painters and others from district council 21 were celebrated at the new 26th district police athletic center. mayor jim kenney and police commissioner richard ross were there for a walking tour. members will do more work tomorrow during their community day of action. >> earth day is tomorrow but today a center city high school hosted a carnival to highlight the importance of the environment. students at john w hallahan catholic girls high school set up displays in the gym. students also took part in games where they had to

two during the game so bring the rain gear to the stadium tomorrow. start temperature 62. and the finish temperature also at that 62-degree mark. right now we're at 62. three times in a row here. 54 is your dewpoint. winds out of the east at 10 miles an hour. that easterly wind locking in those clouds much of the day today keeping it cooler. the pressure 29.85 aren't and the ocean temperature 54 degrees. 64 in reading, 65 lancaster. trying to approach 70 right now the warmer spot in millville, 65 in dover but just 50's across much of the shore communities from beach haven to atlantic city even trenton and allentown right now only settling in in the upper 50's. with that morning round of rain that kind of soaked the area, that pushed on, a lot of clouds through much of the day, now we're seeing some thinning of the clouds and with a little bit of thinning we're seeing a little bit of shower or even a downpour popping near harrisburg in between allentown.

even some severe storms near washington where they were in the 80's today. those warm temperatures were just to our south. so, here's the setup for the weekend. a lot of clouds 10 o'clock saturday morning, some showers in southern areas. then those showers expand and push to the north as we get into saturday late afternoon and the evening, this is at 6 o'clock. the driest locations look to be up towards the lehigh valley for this weekend. saturday night, sunday morning, still dealing with some showers especially in southern areas. could be dry here sunday from that philadelphia to the north but again, everyone starting cloudy sunday morning but by sunday afternoon at 2 o'clock there you can see the clouds beginning to break apart to the north and west moving to the south and east so some brightening hopefully here by the end of the weekend. so, the five day at 5:00 forecast will show a lot of clouds tomorrow afternoon showers developing into the evening hours especially southern areas, 62. early showers on sunday and then some peeks of sun, low 60's and then an area of low pressure down in the southeast

>> ♪ >> "action news" continues with meteorologist adam joseph, jaime apody, rick williams and monica malpass. >> ♪ >> hello again. rick is off tonight, brian taff joins us and here's what's happening on "action news." was the violent attack along one of the most famous streets in the world really the work of isis? new details tonight about the gunman who shot and killed a parisian policeman and wounded two others along the champs-elysees. a crash along a busy stretch of road ends with one

person dead an driver facing criminal charges. firefighters had their hands full with a fast moving plays at a south jersey roadside motel. >> and now the latest on that deadly attack along paris' champs-elysees. we know the name of the gunman who opened fire killing one police officer and wounding two others. it's not clear if he was acting on direct orders from the islamic state despite claims made by that terror group just hours after the attack. the suspect is identified as french born 39-year-old karim cheurfi. french police say he parked, got out armed with an ak-47 and started firing at a police van parked outside a turkish tourism office. the 37-year-old officer in the driver's seat was killed. the gunman did not stop there. authorities say he continued to fire at officers standing outside the tourism office. a 34-year-old and 31-year-old officer were also struck. cheurfi was then shot and

killed. an american family saw it all unfold. >> right over here about 10 feet from the shooter. we saw the shooter in black. he had a black rifle. looked like an ar-15. it sounded like an ar-15. he rang out about 10 shots towards the police on the road and then at that time my wife yelled run. >> french investigators say this is not the first time that gunman has targeted police. cheurfi has a long criminal history and was considered a threat to national security. authorities say they have never found evidence that he had been radicalized but detectives say they found a note praising isis that fell out of cheurfi's pocket at the scene of the shooting. the deadly attack along the champs-elysees comes just three days before the first round of the french presidential elections. the hotly contested race is expected to have far reaching implications across europe and its economy. experts believe that the

islamic state claim of responsibility for the attack were attempts to launch similar plots is an attempt to throw the election to the far left or the far right. tonight along that normally bustling avenue that welcomes tens of thousands of tourists every day, a small memorial continues to grow. visitors are leaving flowers candles and cards at the site of last night's shooting for the police officer who died there. monica. >> and meantime president trump wade into french's elections saying he believers the attack will help marine le pen. trump says le pen is the strongest on borders and the toughest on radical islamic terrorism. he believes whoever is strongest on both issues will win he says. a the president tweeted earlier today "another terrorist attack in paris. the people of france will not take much more of this. will have a big effect on presidentially election ." russian military aircraft responded earlier today flying

off the coast of alaska. u.s. defense officials say it is the fourth time in four days these sightings have occurred there. the russian aircraft did not enter u.s. air space and new u.s. air force planes were scrambled in response. they don't pose any military threat but u.s. officials are taking notice of the high appreciate see with which they've occurred. the man accused of killing four men in fresno california faced a judge. >> let thy people go. >> that was kori ali muhammad shouting in court. he had two outbursts. he was supposed to be arraigned but instead the judge ordered a doctor to examine him hm he killed a motel six security a guard earlier this month and shot three other white men at random on tuesday. his next hearing is may 12th. world news tonight with david muir will have much more on today's top stories including the deadly attack in

paris. you can watch that following "action news" at 6:00. >> the trump administration is stepping up its effort to crack down on sanctuary cities which include philadelphia that refuse to cooperate with federal immigration law. today the justice department sent a letter to mayor kenney requiring the city to prove that they are complying with immigration laws. the supporting documentation must be sent to federal authorities by june 30th or the city stands to lose law enforcement grant money. from our new jersey news room tonight this is talisa colon and juan reyes accused in a kidnapping and robbery in vineland today. the pair abducted someone from a home on northeast avenue and forced them to withdraw money from an atm. little did they know the victim secretly alerted the clerk who then called 911. colon and reyes were arrested in the parking lot. chopper6 was over a fast moving fire at a motel in cinnaminson this afternoon. it started burning at garden state inn just after 3:30 along the 600 block of route

130. smoke and flames poured from the top that of building but firefighters quickly got handle on the situation. no one was injured but it's still not clear what started this fire. >> a trenton man has been charged with third degree murder after an overnight crash killed a person in bucks county. police arrested 23-year-old arthur lewis. they say he was driving under the influence when state troopers attempted to pull him over. lewis was fleeing from troopers when he and lost control of the car and crashed in the northbound lanes of i-95 in bristol. that crash killed 22-year-old javeria mahmoud. fishes found drugs in the car and lewis' jacket at the scene michael froehlich was having and distributing child porn today. authorities began monitoring his online activities in january. he shared inappropriate images of young boys in a chat room.

police searched his home this morning and took him into custody. a 50-year-old philadelphia woman says she found a stranger in her fairmount apartment yesterday. it was all caught on tape. investigators say the woman and her grandson walked into their house in the 2000 block of hamilton street. she asked the man why he was there and he took off. police say he drove off in a light blue chevy impala with pennsylvania tag kjb2287 the. >> the women's resource center held its 11th annual leadership luncheon in center city philadelphia today. the crystal tea room what you mean packed. the resource center helps women navigate life's transitions. they rely on donations from businesses and individuals. the luncheon raises funds to support life changing programs. >> very nice. time to get a look at traffic and see if it is very nice tonight. >> it is always life changing. matt pelman standing by in the "action news" traffic center with an update. >> it can be. but we've had some changes here in cinnaminson that have been for the good, that's for sure, brian and monica.

the fire extinguished at the garden state inn so everything is reopened along 130 southbound but now on the northbound side there are issues in willingboro with a crash at van sciver parkway. a pair of accidents in chester county on 30 this afternoon. one in parkesburg right by the cvs and the wawa at the busy intersection of 30 and 10. the other is blocking the eastbound lanes of business 30 in coatesville so to get around that use the 30 bypass or stay down on valley road as another alternate. we've had two accidents on 95 in the northeast this afternoon, both northbound, both here around academy, just one left but involved like five vehicles now on the shoulder. it's attracting attention so it is extra busy coming northbound on 95. and a few warnings for the weekend, okay. so, first off the inner drives of the ben franklin parkway will remain closed in preparation for the nfl draft. next round of closures go into effect monday night with complete closures starting tuesday morning. that's when you can't drive at all throughout the art museum

drink of water. as we take a look at the temperatures right now 62 degrees in philadelphia. just 59 for trenton. 58 allentown. 50's along the shore. near 70 in millville and as you work your way to the south and west temperatures there also in the lower to mid 60's. satellite and radar there's a front draped across the region and that extends all the way down to the tennessee valley where new low pressure is developing near saint louis. so, until all this can work its way off the coast, we're kind of flirting with this boundary for your saturday and sunday. for tonight mostly cloudy out there despite we're seeing a little break right now. a spotty shower, a quick downpour in a couple of locations is still possible. 47 to 54 for that overnight low. that front is to the south for saturday, so on the cooler side. 62 degrees with clouds dominating and again, some showers developing especially during the afternoon and evening hours from the south to the north. then this low pressure will be working its way just to the south here on sunday and

really our saviour right now is this high that's going to sneak in over new england, keeping most of that precipitation to the south the second half of the weekend. just a few days ago, we were calling for a washout on sunday 'cause that low was farther to the north. now this high is going to dominate holding that low to the south so it will scrape us with some showers in the morning especially in southern areas but it could be a brighter finish to sunday with temperatures at 62. here's the snapshot and when we expect the wettest period over the weekend. saturday at lunchtime and just after showers especially south of philadelphia. this is where the best concentration will be all weekend of weekend long. the farther north you are from the city the drier it will be but you will even get some periods of showers lifting through saturday evening towards the lehigh valley, philadelphia, all points to the south. it breaks apart temporarily on saturday night and then reenergizes early saturday morning. in southern areas most of the area could stay dry on sunday despite a cloudy start then it

and a house fire spreads to neighboring homes in the city of camden. but the big story on "action news" tonight is the arrest of a teacher's aide at conestoga high school and he is in big trouble with the law. 67-year-old arthur phillips was arraigned today on charges including aggravated and indecent assault. accusations say that he had been carrying on a sexual relationship with a 15-year-old girl at the high school. "action news" reporter katherine scott is live at the district justice's office in chesterbrook. katherine you've got the full story. >> reporter: that's right, jim. arthur phillips is being held on $500,000 cash bail. he's prohibited from having any contact with the victim or her family. earlier this week, investigators say that conestoga high school officials went to police with e-mails and the investigation went from there. do you have any comment sir. >> no, i don't. >> reporter: only "action

news" was there late this afternoon as 67-year-old arthur phillips of wayne arrived at his preliminary arraignment in chesterbrook. phillips was a teach's aide in the television production studio at conestoga high school an employee since 2006. there are numerous charges against him including five counts of aggravated indecent assault and 10 counts of institutional sexual assault. investigators say the student was 15 when this started january of this year. in her interview with detectives, the victim told police phillips befriended her in the beginning of the school year and would drive her places in his car. at least once police say he sent him a picture of his private. the victim told investigators they had sex on more than 10 occasions between january and april and in her interview said she would tell phillips no, that she didn't want to do it. on other numerous occasions she told detectives he would grope and sexually assault her. these interactions would allegedly occur in his school office and in his car. according to the affidavit, when the relationship came to
