schools. bob has the story. >> these charges come against a man married. according to court documents, he forced himself on a 15-year-old girl. his name, arthur phillips. we were the only new news statin there today when he walked out of court. >> do you have anything to say? >> no comment. >> he didn't say anything. it's hard to imagine what's going through the head of 67-year-old arthur phillips. he was headed to jail tonight. the husband and father from wayne is facing charges for having sex with a 16-year-old student at co conestoga high school. >> it's sad. he was in a place of authority. he should have known better. >> according to court documents, phillips met the victim beginning of the school year. he works as an instruction at aide at the school. it was in his office he made

unwanted advances. the child described the incident. the child said no about his advances. he would pick her up and park somewhere. the child indicated they had more than ten encounters. the child said no, she didn't want to do it. when phillips realized the situation came to light he crashed his own car. in it was a note saying, i was just a guy trying to help a kid and boundaries got gray. >> he faces institutional sexual assault. his bail, $500,000. his arrest falls on the same day a year ago when another conestoga teacher's aide was arrested. p christine towers was arrested for having sex with a 16-year-old student.

she's serving an 11 month sentence in county jail. >> the school district sent home a letter alerting them of this. arthur phillips has been suspended from all of his duties until this plays out. he will be in court next month. >> thank you, bob. >> today we learned the south philadelphia soccer coach accused of fathering a child with one of his players is in the country illegally. 39-year-old fra francisco prado-contreras came to the u.s. and was deported. after that he snuck back into the country. he paid a girl 13 or 14 years old for sex and got her pregnant. the trump administration is intensifying its threat to crack down on sanctuary cities that

refuse to comply with federal immigration laws. they sent letters to eight cities including philadelphia saying refusal to comply will cost you money. jeff chirico is live at philadelphia city hall. you have the details. >> jim, in an e-mail the mayor's spokeswoman said this letter is a p.r. stunt by the trump administration. the mayor believes the city is complying with federal law sharing information with immigration status. the letter comes and is it is cheered by some and jeered by others. >> it's not a shock that a letter of this nature would come from the administration. >> the letter was sent to eight such cities requiring them to prove they are cooperating with authorities to continue to
