millions. first outside we go to meteorologist chris sowers with a look at the exclusive accuweather seven-day forecast. the rain is on the way, if it is not already in some places. >> reporter: someplaces we're seeing clouds and showers as we speak. we have fog out here and conditions are damp and raw. 55 degrees in philadelphia. allentown, 53. millville, 54. wilmington, 56. you can see the direction of the arrows, the winds are straight out of the north/northeast that will keep the numbers on the chilly side later this afternoon. the normal high for this time of the year is 66. we're starting at 55 in most cases you would think okay, it's going to be a mild day. but because of the clouds and north/northeasterly breeze, it will be chilly later on. we have showers pushing through the mid atlantic states. every now and then we get embedded cells, heavier shower activity. the day planner looks like this,

shot a man sitting on his front porch. it happened in north philadelphia. police are working to track down the shooter. it happened outside a house at 18th and susquehanna streets around 2:15 a.m., a man walked up to the victim and opened fire shooting him several times. the victim is in critical condition. police have not released a motive. no arrests have been made. the white house put the city of philadelphia on notice comply with federal immigration authorities or lose millions in federal funding this coming as the trump administration cracks down on sanctuary cities across the nation. jeff chirico explains. >> it should not come as a shock or surprise that a letter of this nature would come to the discipline strayings. >> reporter: the letter was -- administration. the letter requires the city to approve they are complying with immigration law and cooperating

with immigration authorities to get a law enforcement grant. >> are they willing to jeopardize the dollars or try to protect basically illegal immigrants. >> sanctuary city policy improve relations between immigrant communities and police departments. >> reporter: mayor kenny long rejected the notion that undocumented immigrants are the source of crime. >> the approach attacking so-called sanctuary cities is based on fear. >> reporter: the federal government demand will make undocumented immigrants less likely to report crimes. >> they will be less likely to cooperate and less likely to be involved and less likely to answer subpoenas and trickle down effect of that is a less safe city. >> reporter: representative white doesn't buy in addition to the federal funding the city could lose she introduced a bill to with hold state funding to

under the hat. police believe the man got away in a two door yellow cobalt with a missing rear left side hub cap. you nighted airlines is taking -- united airlines is taking >> reporter: tense moments on an american airlines flight a mom crying after a passenger violently grabbed her stroller nearly injurying her child. >> she was very upset very violently yanked it. he pulled out a phone and captured the moment the other passenger demanded to know the flight attendant's name. >> you do that i will knock you

flat. >> you stay out of this. >> reporter: that passenger from dallas, a baby almost got hurt that just fired me up. that was it. the video has been seen over $100,000, passengers say the mom and kids were traveling from argentina and escorted over the plane. the flight attended remained on door, but american airlines said he is grounded saying we are disappointed by the actions, the american team member has been removed from duty while we investigate the incident. >> he lost his cool. that's unfortunately exactly what happened. >> that was bradley black burn with the report. we could learn next week whether it is life in prison or the death penalty for eric frein. just yesterday, the a jury deciding the fate of the convicted killer heard emotional testimony. the mother of murdered trooper

corporal brian dixon said she does not hate him, but wants him held accountable. he shot and killed dixon and injured a second trooper the pencil phase is expected to wrap up next week. tom wolf stripped his lieutenant governor of his state police protection, that follows the claim how he treated troopers in the security detail. the state inspector investigating abuse allegation during the mistreatment of employees at the lieutenant governor's residents. governor wolf said that the ground keepers and staffers work under a provision. if you have kids, and they are looking for summer jobs, the city of wilmington said 200 jobs are up for grabs.

mean the city hall camera, excuse me. a little bit of a breeze, not too much, the winds out of the northeast 5 to 10 miles per hour. the bigger story is the lack of sunshine and the showers that will push through in the next couple of hours. speaking of showers, already starting to line up, there's a batch across south jersey and one west of the city, montgomery and chester county. downingtown, norristown sporting a little light rain. northward in lansdale and knocking on the door in doylestown all shifting off to the northeast 20 miles per hour. that's how the morning will play out. lots of clouds, showers from time to time, maybe you get into a steadier period of rain, briefly, but you could see that within the next hour or two, as well. patchy fog. by afternoon it's cloudy with scattered showers in and around the delaware and the lehigh valleys. not the best way to start the weekend, but it could be worse. 55 in philadelphia.

district court he was heading to jail. he is facing charge for having sex with a 16-year-old student at conostoga high school. >> it's sad, because he was in a place of authority. he should have known better. according to court documents phillips met the victim at the beginning of the school year. he works as an instructional aid at the television production substituted io. court documents detail it was in his office he made unwanted advances. the child described instances and tried to avoid the defendant's advances. he would pick the teen up in his car and go park somewhere. the child would tell the defendant no, she did not wanted to it. the complaint states when phillips realized this situation came to light, he crashed his own car and in the car was a note on it was written i was just a guy trying to help a kid

and boundaries got gray. when this started the student was 15 years old. he faces numerous counts and aggravated counts of indecent assault and institutional sexual assault. the arrest falls on the same day one year ago when another conostoga teacher's aid was arrested, christine towers was charge with having sex with a 16-year-old student who was tutoring privately. she is serving a 11 to 23 month sentence in county jail. phillips has been suspended from his duties while the case plays out, he is due in court next month. reporting at conostoga high school, bob bobbing channel 6 "action news." >> "action news" has learned that a south philadelphia soccer coach accused of fathering a child with one of his teenage players is in the u.s. illegally. immigration custom enforcement agents took him into custody

back in 2001. he actually returned to mexico voluntarily, but at some point was able to re-enter the u.s. police arrested the 39-year-old man this week. philadelphia police say he paid a girl who was 13 or 14 at the time for sex and they say she got pregnant. this morning we have an update on the tennessee teacher who allegedly abducted his student. he appeared in federal court that will happen monday. we got a look inside the cabin where elizabeth thomas was found along with her teacher tad tadcummings he is in jail facing federal and state charges. president donald trump one week away from marking 100 days in office. he will reach the milestone days after making a huge announcement

we're watching here it's an upper level low pressure system that's moving along swiftly right now, but the main flow of traffic if you will the jet stream is up to the north across the northern tier states. it will leave the low behind. as the low marches to the east it will start to slow down. because of that we're expecting dreary conditions right through tuesday. not just today, but monday and tuesday, as well, hopefully sunday catching a little bit of a break and return of sunshine. future tracker 6, 9:00 a.m., steady rain for new jersey and delaware. it is a gray day patchy fog and drizzle. 6:30 p.m. leftover showers possible. overnight tonight partly cloudy, the nighttime hours should remain dry. sunday we start out with clouds. the clouds thin out as the high nudges its way in and brings sunshine to the lehigh valley and parts of the delaware valley
