britain raised their threat level. what does it mean? >> what it means they feel there is an imminent attack that is coming. i believe that, that is based on, how, this individual, abedi was radicalized and how he basically turned towards going operational. they probably feel that there are other people that are like-minded, maybe from same general area we have been hearing about the hotbed where he came from. and very possible that they think that, there are others that he is connected to. maybe they weren't helping with this attack. but others that were thinking along the same lines. now they may want to try to commit a similar type off take. i believe that's why they raised the level. >> steve, isis is claiming responsibility. we also have a few mr. details on the suspect 2, 2-year-old man, born in manchester. when you look at something like that. how do you establish how much involvement the group actually has in an attack like this. and how much credibility do you give off to the claim of responsibility? >> well you, got to look at it, from a different perspective. and we saw this -- over time

after 9/11. where anwar al alwaki, started to, basically use propaganda where he was starting to communicate to sympathizers and potential terrorists here in the u.s. and throughout europe. and isis took it to a different level. they really started to, what i call, plant the seeds throughout western civilization. and try to radicalize and get basically brainwashing, of these individuals that are disaffected with their life. that are detached from their society, wherever they live, in this case talking manchester, in the uk. and, because they are planting those seeds, they're building this kind of brainwashing or mind set, like abedi and many others we have seen where they have now -- taken it on themselves. they don't need to travel anywhere. they just look at the internet.

wednesday, may 24th. good morning to you all. we begin with the latest on the manchester bombing. the death toll remains at 22 with 59 people injured. many are still unaccounted for all. the bomber, 22-year-old, salman abedi, born to libyan immigrant parents. britain raised its terror threat level to critical. officials believe another take could be imminent. >> that means hundreds of british soldiers are deployed at key sites around the country. isis claimed responsibility for at take but the extent of the suspected bomber's involvement with the group if any has not been verified. police have made at least one arrest. reportedly the suspect's brother. and also conducted a pair of raid. >> only a handful of names of those killed have been made public so far. the most recently confirmed was 15-year-old olivia campbell. after her family spent a day

desperately searching to try to find her. the youngest victim, 8-year-old, attending the concert with her mother and sister, and 18-year-old georgina callenda. tweeted ariana grande she was looking for ward to seeing her again. dozens of people were injured by the blast. some have life threatening injuries. >> police identified the bomber. there are still many troubling questions including the extent of his, involvement with isis. abc's brian ross reports. >> reporter: in the frantic search to see if others are involved, police will open the door of the bomber's home looking for any clues about the suspect. one officer was seen with a small book entitled "know your chemicals." late their took one man into custody nearby. identified by neighbors as the terrorist avenue older brother. >> the investigators need to focus on who else may be involved, where did this

individual learn to build a device like this. to carry out an attack like this. the real question is, is there a cell that goes beyond this individual? >> we are learning more about the bomber himself. 22-year-old, salman abedi, identified on the "the sun" tabloid as pure evil. born in manchester son of a family that emigrated from libya. college dropout. abedi was once one of the almost 500 young men known to british authorities as possible terrorists. >> abedi was a terrorist suspect in the uk. mi-5 were aware of him. awere he posed potential threat. but they didn't think he posed imminent threat that he proved himself to do. in manchester. >> reporter: neighbors told abc news the abedi family would only talk with people who were muslim. the neighborhood around an area called masad, a few miles from the concert hall is considered to by police to be a hotbed of

isis recruitment. >> masaid is very well known, people with petty crimes, involved in games, getting involved with isis later on. >> reporter: manchester police have been planning for a terrorist attack for some time. this training exercise was held last year. and a manchester shopping mall. to help authorities plan for an attack on a crowded soft target. brian ross, abc news, new york. one bright spot in all of this, at take galvanized the city of manchester bringing the people there closer together. >> residents lined up to donate blood. and many said they thought it was a positive thing to do. given the need. and cabbie whose worked for free, through the night, were back on the streets. some locals created home made sign. and simply offered free hugs to strangers. >> just want to show people that they're loved. so we are going around hugging people. and because ultimately love is the only thing we can do when faced with hate. >> police are out in force on the city streets. one young girl was seen thanking

them and offering them a bottle of water. they deserve that and a lot more. >> here at home millions of people across the southeast are in for another day of rough weather. >> severe storms dumped heavy rain from texas to carolinas. some areas saw four inches of rain. there was flooding in parts of downtown charleston and at least nine reported tornados in georgia and north carolina. powerful winds in jacksonville brought down the canopy of the gas station on top of a car. and a semiwas pushed on to its side. landing on another car in georgia. >> more of the same today in the area. >> let's get details from accuweather's justin povick. >> severe weather over the southeast. need rain throughout florida. and, do not like to see potential for winds, and harj hail. ponding on the roadway possibility as well.

looking at video out of california. a tanker truck overturned, erupted into a fire ball exiting highway 99 in atwater. the driver was killed and two buildings were damaged. 200 residents were forced to evacuate because of the fire. authorities believe the truck was going too fast as it tried to exit the highway. >> the third stop on the president's nine day trip abroad. bringing family and cabinet members for the visit as well. >> their meeting a day after revealing comments about the russian proerks tbe, the presid faces in the u.s.

we are keeping up on the latest out of manchester, england, where that attack, ariana grande concert occurred. we are not only getting more details on the investigation and the suspect but getting more and more stories from the people that were affected by all of this. some of them heartbreak, some of them heart warming. >> indeed.

abc's david muir is in manchester, and gives us both angles. >> reporter: a message from manchester, we are strong. stories of heroism come to light. paula robinson hailed as angel of manchester. >> this big explosion went off. so we, came out of the fire exit. as we came out, we are directly at the bottom of the steps to the arena. >> she saw crowds of teenage girls running from the arena. >> i shouted everyone make your way off to the holiday inn. >> bringing dozens of girls to safety at a nearby hotel and calling their parents for them. >> i put on social media. everybody if you are missing children, i have got children there. >> reporter: there are other stories emerging. cab drivers, offered free rides to get children, young people out quickly. >> god only knows what the people are feeling like. >> reporter: the #roomformanchester. hundreds of residents offering shelter, food, comfort. >> we live on the corner. just going to some where to sit that was warm.

young people telling me that they will move forward. how do you process what happened here? >> i haven't really. it's horrible. but, just got to get on with it don't you. >> the little boy wearing the tie. what his mother told us, hoping the future will be better for her sons. >> what do you hope? >> i just hope the world gets better for him as he grows up. this isn't going to change the way people live. >> so many stories out of that. one story that i saw. a homeless guy who sleeps in the area. where the bombing took place. he was one of the first people to get there to the scene and to, start to help, some of the victims. he said just instinct. he said just because i'm homeless doesn't mean i don't have a heart. but even, more sad, and graphic was him describing having to pull nails out of the faces of young children. >> oh, god. >> horrifying images out of manchester. great ones as well all. a quote, when i was a kid, sad, saw ugly things, always look for the helpers. in the ugly stories there are always helpers underneath. those are the stories we are getting out of manchester. >> don't miss our updates on facebook.
