statutory sexual assault. authorities alleged that the parents gifted the children to kaplan because he helped them financially. kaplan fathered two children with the oldest girl who at the time was just 14. philadelphia police are investigating the abduction of a 11-year-old girl in the rhawnhurst section of the city today. the girl tells police that a man forced her into a black car as she walked to woodrow wilson middle school along font street. she was later dropped off at the intersection of cotman. police say she was not hurt. >> the bucks county prisoner on the run since sunday is back in custody tonight. "action news" was there as daniel selby jr. was transported from warrington police headquarters to the first court hearing and police found selby before 1:00 this afternoon and hiding in bushes near the corner of county like road and tulip

drive. selby's father daniel selby sr. is arrested for helping his son evade police. philadelphia police are trying to track down a fourth suspect in the purging of a mentally challenging man on memorial day. video of this attack has gone viral. and "action news" reporter sara bloomquist is live at northwest detective headquarters. sara what is the latest on this? >> jim, tonight authorities here have three juveniles in custody, three boys ranging in age from 12 to 15. they are looking for a fourth suspect another 15-year-old boy in connection with the unprovoked assault of a mentally challenged man and the facebook video begins with the victim looking in the camera wearing a lanyard around his neck and the first suspect winds up and delivers a blow to his face and the victim tumbles back reeling from the pain of this attack and other boys look on laughing and

as the victim tries to get away a second victim comes up and punches the victim in the face again. >> the video is disturbing it appears this male 38 years old was targeted because he is mentally challenged. and a sense it's act of violence. >> philadelphia police were alerted to the content of thevy after it went viral on facebook and determined that the video was taken last monday moment real day at german town avenue. and neighbors came forward to identify the young suspects and police picked up three at school today and they are looking for the 15-year-old boy that delivered the second blow. >> they may think this is clever but my advice is to do more constructive things with your time. you shouldn't be out there messing with people. >> police have solid leads on that 15-year-old's identity and they also believe that two of the suspects involved in this

incident took part in an assault on a school principal using bricks last friday and in this case they are facing charges including aggravated assault. and live in the logan section, i'm sara bloomquist, channel 6 "action news." >> thank you. delaware governor john carnie announced a plan today to improve tis state's prison system and the blue print addresses the recommendations of an independent review of the deadly inmate riot of the center in february. first is addressing staffing and salary and morale. carnie will also allocate $2 million to purchase new surveillance cameras and staff will work to engage inmates in a productive manner. >> inmates that are involved in programming and occupied during the day, are less doing positive activities are less likely to be

first. stormtracker 6 live double scan still dealing with the clouds and chilly wind and the showers that continue to drift in from the north and west. all of the rain that pushed through parts of salem and cumberland and atlantic county have evaporated at this point and we are tracking the area to the north and west parts of chester county and elverson and 322 north on i-76 into reading and wet times and heavy downpours and a couple of rumbles of thunder at times and downtown reading about to get hit and as you lift to the north a thunderstorm about to hit slowly drifting and moving 10 to 15 miles per hour and creeping into the lehigh valley. and the northwest suburbs getting wet at times and if everything survives into the next couple of hours as far south as philadelphia could get hit are showers and a few downpoured. temperatures though very cool 59 in trenton and 57 in beach haven

and the northeasterly wind with the front that has pushed through most of the area. and put on the brakes near wilmington and lancaster. this area popped into the middle 70s this afternoon and the downpours and thunderstorms kind of of riding along that border there. if we have the really chilly air to the north and west and this front sinks to the north and west and areas like lancaster drops into the 50s overnight. satellite and radar the big bowling ball feature the spin a large area of cold air aloft over our heads and helps to ignite the showers and downpoured through the afternoon hours. this little spoke that passes through and once the sunsets a lot of them will fall apart. it take a little bit of time at 10:30 tonight, you see the hit or miss downpours in the region and a few showers with temperatures in the 50s at that hour. and wake up tomorrow morning little change and cool wind out of the northeast with a lot of

clouds around. and as we go through the afternoon, still unstable and a pop of sun the clouded fill in with temperatures in the 60s and could be a scattered shower still around. tomorrow, 67 for a high and high pressure over the great lakes, so that area of low pressure starts to push to the south and west. it continues its journey over west virginia on thursday, so some improvement here with sunshine and clouds and at the same time, a low is starting to ramp up off the coast and almost every model keep its offshore. we'll see how close this gets because it could scrape at least the shore line with clouds and a shower late thursday with temperatures in the 70s. the exclusive accuweather seven-day forecast unsettled again tomorrow. 67 and we shouldn't be tracking as many downpours as we are right now and 72 degrees on thursday and biggism improvement on friday and up to 80 degrees with a blend of sun and clouds
