>> (screams). >> reporter: they are the haunting screams from the family who finds out their loved one was shot after what's being described as a violent run in with police. and while the family says the deceased male was a good guy who didn't have a gun police are telling a much different story. >> this male did not actually discharge his weapon last night but he did pull it and was engaged in a violent encounter. >> reporter: according to police the male was riding a motor bickerer's of recklessly. an officer transporting another individual stopped him and in the search felt he was carrying a gun and a scuffle ensued. >> it appears that he probably fired the first two times immediately when that guy pulls the gun out. he's probably struck at least twice when that happens. >> reporter: but then police say the man ran away and that's when another shot was caught on camera. >> there's no question that from the witness' standpoint the officer had every right to shoot but the question is is whether the other round should have been fired and i don't know. >> reporter: commissioner ross says the department is in

the process of determining if that last shot was the fatal one and if it was justified. he says the witness in the back seat corroborates the officer's description of a struggle and the man pulling a gun and he says the video only shows the last seconds of the incident of the male seemingly running away with his back to police which could be taken out of context. >> it's difficult to discern whether or not, you know, he was trying to threaten him and pull it and fire or whether or not he was trying to get away. >> reporter: now, police are telling us they won't release that surveillance video now. they do say that their policy allows for an officer to shoot a fleeing suspect but they are trying to make sure that that last shot was justified. they have not prelease any information about the individual in this case other than to say he was known by police. wendy saltzman channel6 "action news." >> wendy thank you. 41-year-old chelsea outlaw of minquedale has been arrested in a shooting that critically injured a six-year-old delaware boy.

officials say outlaw opened fire tuesday afternoon at the corner of sixth and spruce in wilmington. deshaun banner was hit in the head is that still in critical condition at a.i. dupont hospital. outlaw is now facing several charges including attempted murder. officials say he has an extensive record. he's now being held on $2 million bond. >> five people including four teens are now facing charges in connection with a devastating house fire last weekend. police say the group stole fireworks from a market and then tossed one into a house's carport sparking the flames. "action news" reporter nora muchanic live in falls township with new details just released today. nora. >> reporter: monica, this is the house behind me that sustained the damage last saturday night t it's boarded up and unlivable. investigators worked this case hard and quickly identified the group involved with stealing the fireworks and carelessly tossing them too close to this house causing the damage you see. >> this is what's left of the

home on stevens road in morrisville. last weekend a group of mostly juveniles was walking through the neighborhood setting off five works just before midnight when police say 23-year-old abraham kita tossed a legal super charged sparkler like this. this was the result. a raging fire that destroyed a truck, a car an atv and so seriously damaged the home the family can't live there. >> this wasn't an accident. this wasn't a kid that burned himself on something that was legal. this was a malicious act that could have killed somebody. >> they tone know who was in this house, who was in here sleeping. you know, i mean, come on. like really? what if i was sleep? i would have never made it out. >> reporter: keita and four juveniles who all live at the rocks spring apartment complex are being charged with stealing the fireworks from a local super market. two of those minors will also be charged in connection with the arson at the nolly home. >> i'm glad they caught them and i wish -- i hope they get

prosecuted because this is -- this is dangerous. this could have caused someone their life. >> we'll have zero tolerance for fireworks in this township. >> reporter: lieutenant henry ward of the falls township police department says with the fourth of july approaching and after seeing the danger of fires like this caused by fireworks, officers will be cracking down with fines of up to a thousand dollars per device for people caught using illegal fireworks. >> the illegal ones are basically mortars. if they land on top of a house in levittown we're going to have a catastrophe. >> reporter: now, a go fund me page has been set up to help the nallys. the people accused of causing the fire are facing arson reckless endangerment and other charges. police say they will be contacting federal immigration charges. they believe abraham keita may be a liberian national in this country illegally. live in norristown nora muchanic channel6 "action news." >> nora thank you. in montgomery county the

to this day the remains of just seven of the men have been found. today researchers tried to uncover the rest. the workers were believed to be buried at a site called duffy's cut near the septa amtrak main line in east whiteland township chester county. >> we have ground penetrating radar to locate these individuals. u.s. radar is here with several machines that can actually do kind of sonar under the ground the way that a ship will find a submarine in the ocean. these things are designed to find subsurface images like bodies. >> all this time it was believed that they died during a cholera pandemic. several years ago scientists came to believe that many were murdered out of fear that they were infected and could spread the disease. >> james comey's day on capitol hill is still making waves in washington tonight. comey's candid testimony made headlines of course around the world including several times he accused president trump of lying. this afternoon trump shot back saying he would be willing to

testify under oath about comey's claims. this as legal questions continue to swirl around trump's actions in office. abc's stephanie ramos has more from the white house. >> reporter: it's the day after james comey testified on capitol hill. after a pause, the president tweeted about it today and his lawyer says he's filing a formal complaint about comey with the department of justice. now that comey's testimony is over the senate intelligence committee wants answers from the president. senator jack read on cnn. >> i would expect at some point not right away but at some point that mr. mueller would feel he has to depose the president. >> reporter: if comey's allegations are true, that president trump asked him to back off the russia investigation or that he asked the former fbi director for loyalty before firing him, did the president obstruct justice. >> i think if you were to ask james comey in a private moment what do you think now? i think he would say the fact that i was fired over the russia investigation in an effort i think comey believes

tonight, rick and monica. she might be right. what i do know is that people have been running into things left and right. we had an accident here on the ben franklin bridge westbound heading into philadelphia. it just cleared but traffic is still jammed coming out of camden. so, coming into philadelphia head for the betsy ross bridge. coming into new jersey, use the betsy or the ben. not the walt. jammed there on all approaches from 95 and the schuylkill because of shore traffic on this friday afternoon. we're also watching a crash on the pennsylvania turnpike westbound past valley forge. really it's jammed in both directions between valley forge and norristown with speeds like 11 and 13 miles per hour. and the chester county crawl is on. even though our crash on 202 southbound in west chester is gone, it caused a huge backlog that spilled onto route 100 southbound, then we had this nasty accident on 100 itself. it remains closed. head for pottstown pike or even 352 as alternates. it's a mess. we'll check it again, rick and monica, in the next half hour. >> it's also friday.

gunfire at a parking -- philadelphia parking lot and one man ends up dead. we're live with how it all unfolded. also they're meant to keep drivers awake in new jersey but residents say new rumble strips work too well and it's disrupting their daily lives. and now is the chance to expand your family with a furry four legged friend. why this weekend will be the perfect weekend to adopt for you and your wallet. >> now the details. a repo man had every intention of together a minivan from point breeze this morning but the car's owner and her boyfriend allegedly refused to let it happen. chopper6 overhead the intersection of 18th and dickinson where authorities say the repo man and the boyfriend engaged in a shootout that ended in death. "action news" reporter bob brooks live at the scene with the latest. bob, tell us more. >> reporter: monica, obviously someone didn't want their minivan towed and thought pulling out a gun might be the answer. behind me is where it

happened, it happened right there in the parking lot. the 32-year-old man and a dog is dead. police say this is the scene of a shootout. a repo man versus a man who didn't want this toyota minivan towed. would end in tragedy almost 20 shots later bullets scattered all over the street. investigators say is the repo man would fatally shoot a 32-year-old man. >> it's a sad world out here many people crazy. >> pay your bills and you won't have to worry about nobody getting killed or any of that. >> reporter: it's left this point breeze neighborhood stunned. their main question why would something like this have to escalate to someone being killed. >> it's sad that it happened, you know, things didn't have to turn out that way. >> reporter: that's mike young. he's a witness. >> it was just like a round of fire. sounded like a firecracker going off. we looked down saw smoke coming up people screaming and running away from the scene. >> reporter: after 10:30 investigators say once the repo man started moving that van a woman got out of it and started an argument.

>> said you ain't doing anything. >> reporter: next detectives say that boyfriend did come to the scene. he also had a gun. police say the repo man was first pistol whipped by the woman's boyfriend so he turned to walk away. when he did he heard glass shattering behind him so he assumed he was being fired at. that's when the repo man pulled out his pistol and there was a gun fight. the woman's boyfriend would be shot in the chest and arm and died at the hospital. a dog was caught in the crossfire and died as well. too bad about that dog. no word yet on if it was a stray or owned by somebody down here. both guns were recovered from the scene. that repo man is cooperating with the investigation. for now reporting live in point breeze, bob brooks, channel6 "action news." monica. >> thank you, bob. a man and woman were shot along broad street in the middle of the day today and philadelphia police are still trying to figure out why. chopper6 overhead near broad and haines in the west oak lane area just before 1:00 p.m. detectives tell "action news" a 20-year-old man was hit twice in the chest and once in the leg t a 20-year-old woman

was shot in the chest. the victims were driven in private cars to einstein medical center. they're in critical condition. >> philadelphia police pulled a badly decomposed body from the schuylkill river this afternoon. authorities say the body appeared to be male and it was spotted near the 1600 block of schuylkill avenue. right now the body is on its way to the medical examiner's office so a cause of death can be determined and hopefully the body identified. from our delaware news room tonight, a new castle county neighborhood turned into a crime scene this afternoon when a 27-year-old man was hit by gunfire. happened in the overview gardens development along the unit block of briarcliff drive in new castle. investigators tell "action news" a 27-year-old man was shot and taken to the hospital. officers spent much of the afternoon collecting evidence from outside of the home. still not clear if they have a motive or a suspect in this shooting. >> state representative curtis thomas is worried about what he calls the explosion of violence in north philadelphia. thomas along with local clergy

and community leaders held a meeting at the cambria rec center. he says in the last 45 days there have been more than 30 people shot or killed. >> kids over there clymer school wanted us to come over there because they are not safe going back and forth to school. >> there have been two shootings near the school. thomas is begging anyone who sees something to please say something. it is a loud noise that is angering folks across new jersey. the culprit, those rumble strips grooves in the road intended to stop accidents but folks say they're causing aggravation. wendy saltzman is looking into the noise they're raising across the straight. >> reporter: in new jersey, pennsylvania and across the country you can hear the sound experts say saves lives but temperatures are flaring and the debate is heating up about whether to use rumble strips on roadways near homes. this once peaceful area in mullica hill is the only place bruce has called home.

>> i've lived here my entire life, 57 years. >> reporter: in the last few months his quiet life has been rattled by what he says is an intolerable racket. >> when they hit the strip it just makes it 10 times worse. >> reporter: the sounds you're hearing this loud inside his homely is the noise made by center lane rumble strips that the new jersey department of transportation installed on route 77 just about 20 feet from his front door. >> you can hear it in the house. it wakes you up. it shakes the house. >> reporter: "action news" took a decibel reader with us to document the sound level. >> that red about 84. >> reporter: experts say anything above 85 can cause permanent damage and hearing loss. >> that one over 96. >> wow. a wonder i can hear at all. >> reporter: about 15 miles across the state in salem county the same noise is resonating in jane christie's home. >> it's even noisy with my windows closed with the air conditioning on and it starts early in the morning. i'm up at 5:00 and i can hear

it before that. >> reporter: christie lives off a county road where rumble strips have been installed. >> sometimes it scares you especially if you're out in the front working. >> reporter: we took their complaints to the county and the new jersey department of transportation. >> any opportunity we have to create a more safe environment we have a responsibility to do so. >> reporter: new jersey has installed center line rumble strips on about 770 miles of state road at a cost of $7.7 million. >> so, it's been a very cost effective proven technique to reduce accident injuries and fatalities. >> reporter: a study by the u.s. department of transportation found center line rumble strips can reduce accidents by 45 to 64 percent. but the same study also suggests reducing noise by decreasing the strip depth, increasing their spacing and varying their design. >> so, no plans to do any noise mitigation? >> at this point, no. >> reporter: we reached out to salem county and they say rumble strips are for safety

but wouldn't speak with us on camera. the new jersey dot says while they've received some complaints most drivers understand the benefits. i'm wendy saltzman, channel6 "action news." >> atlantic city is now looking to its lifeguards to help the cash strapped city save money. the resorts beach patrol union has a new contract which calls for the elimination of certain pay increases and bonuses. one of the bonuses being eliminated is tied to perfect attendance for the season. the state is also increasing the length of the season from 45 to 120 days. there will also be a pay freeze and a cap on pensions. well, if you're looking for a new best friend we have good news for you. acct philly is nearly at capacity so adoption fees are being waived. the shelter has both dogs and cats looking for great homes. if you're interested in adopting a dog and you live in philadelphia, you'll just have to pay a $16 licensing fee. >> it's an open admission

saltzman is live in the 4200 block of whitaker. wendy, what is the update here? >> reporter: well, jim, we have now learned there is surveillance video of this incident and police are not releasing it. but by their own account it shows the last shot taken pie this police officer, they say that the male who was about 30 years old was running down this alley way with his back turned when he was shot. >> (screams). >> reporter: the chilling screams ring down whitaker avenue as the family claimed their loved one was killed by police. >> y'all wrong. y'all know. >> reporter: the family says the 30-year-old male wasn't armed and described him as a goodbye but police say he was known to law enforcement. the incident they say started when he was recklessly riding a motor bike down the street and an officer who was driving another suspect to the station stopped him. >> when the officer grabbed him and appeared to feel a weapon he said he, himself, looked the guy in the face and said, don't d
