>> meanwhile, tropical storm cindy rushed on shore this morning. people are coping with strong winds and dangerous flooding and part of that will impact our weather starting tomorrow. it's thursday afternoon i'm brian taff. >> i'm sharrie williams. the tropical system is heading our way and we start to see its effects tomorrow morning just as we head into the weekend. meteorologist, adam joseph here now why the lightest from accuweather. >> cindy is now downgraded to a tropical depression. and by the time it passes through here it has humid and heavy rain and we are not expecting wind with cindy. flash flood and tornado watches from new orleans to the north that is stretching into the ohio valley. the center of that depression is northwestern parts of louisiana. although the center of the storm is way to the south and west you see the copious amounts of

precipitation sliding up to the north and east and linking with a cold front coming in from pittsburgh and the two will be merging here as we get towards the end of the week and the beginning of the weekend. as these goes the common rain and heavy winds are tomorrow morning and you'll see tropical downpours and feel like a steam bath out there as well. and that moves on and it's more scattered in friday afternoon. the take away for friday going into saturday is the tropical humidity it's down right uncomfortable and depending on whether you are hit by one of these heavy downpours, you'll see a half inch and some areas more than 3 inches of rain and if you get hit by one of those downpours and get a training affect. you could see up to 3 inches of rain. and it's a nice second half of the weekend.

>> wind was pretty intense. >> storm surge leaving roads under water and neighborhoods submerged. it was fixing to get into the truck so we got us some belongings and we left. >> the first tropical season to come ashore now weakening. >> it was not as bad as we throughout it would be. and now the storm claimed at least one life killing 10-year-old nolan mccabe on the alabama beach. >> our thoughts and prayers are with his family at this especially difficult time. >> they warn that the danger from the system is still not over. >> we ask people to continue to be cautious, don't let your guard down. >> reporter: that as flash flood and tornado watches remain in effect in areas tonight and into tomorrow. abc news lake charles, louisiana. police are still trying to determine if any charges should be filed against a local mother or the man who repossessed her

minivan while her daughter was sleeping inside. the 7-year-old was in the third row of the van parked outside of the west philadelphia dominoes where her mom works as a delivery driver at 2:30 this morning. that is when a tow truck driver. carmine arrived with paperwork to repo the vehicle at 45th and chestnut. he did not see anyone inside and towed the van away. >> the child was under a blanket and the presumption was the child was asleep. >> the police stopped him at 50th and woodland and found the child in the van and the child is safe and the special victims unit is investigating. >> there is heart stopping moments when scaffolding collapsed on the side of the building, the accident sent two workers to the hospital with minor injuries. gray hall is live at the scene

and gray you spoke to twowities that watched from their nearby office. >> reporter: that is right. those witnesses say they were horrified by what they saw this is still very much an active investigation be take a look over my shoulder up in the sky you see a major concern as the structural integrity of the side of the brick call and the scaffolding is still resting on the roof and the residential building connected to the wall is okay. the office building underneath is evacuated just as a precaution. >> the scaffolding looked like it was in a v at that point and the man was dangling from the harness. >> ashley and her co-worker were at work when they looked out of their office window. the scaffolding collapsed and needed to be rescued.

their boss called 911. >> we were freaking out because the guy was hanging. nobody was there to help them, they were in survival mode. >> the two worker dz not have life thread threatening injuries and were treated at the hospital. it's described as a residential building in the 400 block of walnut street in center city. the men were repairing the side wall when the bricks came loose and fell into the scaffolding causing it to fall. >> the guy with the bright legal oh vest was helping the guy in the white shirt. if he had let go or anything happened he could have fallen off it was scary, and the minute he was pulled over by his friend it was like -- okay. >> and the lines supporting the scaffolding collapsed under the weight of the bricks, licenses and inspections says that proper netting was in place and kept debris from falling to the

ground and injuring anyone below. >> there are people below and horses and carriages very scary. >> very scarey indeed. crews say there is no time table when the investigation will be complete but we can tell you that the office building below the brick wall will be evacuated at least until tomorrow. the two workers injured have not been identified. one is 41 years old and the other is 23 years old and both have cuts and bruises and everyone is thankful that there were no life-threatening injuries out here. gray hall, channel 6 "action news." >> thank you. at least one person has died in a wrong way crash in south jersey, the early morning collision left debris scattered across route 55 in franklin township and a pickup truck was driving south and crashed into a dump truck. they closed the road for hours and traffic was getting by on the shoulder.

today we got a first look at the must anticipated gop health care bill. republicans are criticizing the bill they say was written and negotiated behind closed doors. it establishes a system of tax credits helping americans buy insurance and eliminated the mandates requiring people to have coverage and provides 10 to $15 billion annually over the next four years to lower premiums and rolls back the expansion of medicaid for low income americans giving more power to the states. >> we are putting in a plan today that is going to be negotiated, we would love to have some democrat support and they are obstructionist that will never support. we won't get one no matter how good it is. hopefully something will be done and done with heart. >> this is a bill designed to strip away health care protections from americans that need it most in order to give a

tax break to the folks that need it least. >> that was the scene as company tal police physically removed protesters outside of mix mcconnell's office, and that included a diein for folks in wheelchairs and others connected to oxygen tanks were rolled away from the scene. republicans can only afford two no votes within the party. this afternoon ran paul says he and three other senators oppose the bill as written and that puts passage in jeopardy. a long road ahead. >> a wealthy businessman testified that he footed the bill for lavish vacations for philadelphia d.a. seth williams, he is on trial for federal corruption charges. day three of the trial in center

we'll have more coming up in the early newscast tonight. live in brooklyn, jeff skversky, channel 6 "action news." >> all right the process is paying off thank you. 1,000 expensive high tech trash cans in philadelphia are proving to be a waste of money that is the word from the comptroller. the solar trash cans was played to reduce the number of times that trash needs to be collected. he says his audit shows the communication system from the cans has not worked for months rendering them useless. he released this video recorded during the department's review showing trash falling outs of the opening. >> when you put sensitive machinery like this on street corners they get vandalized and damaged and people didn't like touching them because they looked like they were carrying

disease. >> and it's trash can program cost the city $10.5 million. and he is partnering with the temperature to help maintain the composting trash cans. and a fatal accident has happened in hunting park. philadelphia police are investigating this involving a dirt bike, we are told that this happened at 3:00 in the 3800 block of whitaker avenue. police say that the driver of a dirt bike was traveling north on whitaker and attempted to overtake a box truck and caused the drive toward lose control and this dirt bike we see is crushed under the vehicle but we don't foe if this is the strike can vehicle or involved in any way, this is just the images we have. we are told that the person on the dirt bike fatally injured now has died. and police investigating this dirt bike incident in hunting park. we'll keep an eye on it and

update you. all right in the meantime we turn to the accuweather forecast. >> meteorologist, adam joseph back with details as we head into the weekend and we are talking some rain now. >> we are talking tropical downpours here starting friday morning and on and off through saturday noon time and the heat is back on and the humidity is coming on and this is the place to be, taking a look at this sky 6 hd city hall at dillworth park, you see the kids as well as the parents enjoying the water feature coming in from the ground cooling you off. 88 in trenton and 87 in wilmington and similar to the north and west and a nice sea breeze at the shore today. 76 beach haven and cape may 77 degrees. as we look at satellite and radar, a couple of thing going on a front dropping into from the north and west and this continues to sink toward the ohio valley and us and it is going to syphon in all of the moisture that is coming in from

the gulf of mexico from the remnants of what was tropical storm cindy. all of that will aim in our direction starting tomorrow morning. but for tonight warm and muggy and a late thunderstorm could pop closer to the lehigh valley. and berks county. but overall quiet for most of us and 75 in philadelphia. that is it. that is all we go down to. 73 wilmington and 72 in trenton. future tracker 6 shows 10:00 tonight we see the random downpours way to the north and west and clear skies south of philadelphia. first thing tomorrow morn for the rush hour especially the second half of the rush hour. we could be dealing with water on some area roadways because there is so much humidity in the atmosphere that it will be torrential rain and we could catch a break at times and more scattered in nature and then saturday morning that is when the heart of the remnantses pass through now and the trajectory is still up in the air, is it

where it is placed or farther to the south or north, no matter what someone in the viewing area will get whacked saturday morning with heavy rainfall. to begin the weekend at the shore a lot of clouds and rain and some thunderstorms and humid and the last to clear out on saturday. the city morning rain giving way to afternoon sunshine clearing from the west to the east on saturday, and in the poconos early rain and quickly turning sunny there. the best place on saturday 76 degrees. the four day at 4:00, breezy and muggy with on and off downpours and humidity is through the roof friday into saturday with the tropical downpours, 86 degrees and the second half of the weekend we are rewarded here sunny and beautiful and low humidity 83 degrees. and very comfortable below formal monday with sunshine at 81 degrees. so that second half of the four day spectacular. maybe we could spill it into

well kids are out for the summer but a group in the kensington section of philadelphia that says their streets are hardly safe for the little ones to play. to prove that point they delivered hundreds of needles in glass jars to officials at city hall. this campaign is called need a little help. the group behind it includes family members and clergy and people recovering from drug addiction and they say that kensington is bearing the brunt of the opioid epidemic and something needs to be done. and local kids joined in as well. >> i saw three needles or two or four around each other and i don't like needles. >> we need help to do something about this. the kids in our zip code are as valuable as kids in any zip

not return. john rawlins is live at the scene where the boy's body was found today. john what have we learned about the victim? >> reporter: we learned that the family of the dead swimmer is inconsolable at the time. it came out of left field a good day yesterday. the swimmer was part of an impromptu end of school beginning of summer celebration and died in the water behind me. >> a medical examiners van leaving the scene. marty barshoe was found not far from where witnesses last saw the high schoolers. he was one of four teens celebrating the first day of summer going for a swim reportedly an intense storm triggered strong currents and he struggled to keep his head above the water. >> i reached out and tried to grab him. we were like this -- and the

current was so strong it took him away from my hand and he was going down and going under. >> the four teens were only casually acquainted. locals that know the water were surprised that anyone would swim here. >> we passed through here as kidded but nobody would swim here as far as i know. >> it's a swampy tidal area and strong currents that lead into the delaware river. >> an area better for boating and fishing rather than swimming. >> a lot of people go fishing and in boats and small canoes and skiffs and stuff like that. never seen anybody swimming in there. >> some people did good swimming yesterday with tragic results. police say there will be an autopsy why in case and findings are not expected for several days but there is nothing that indicates this is anything but a tragic accident. a deadly accident. live in hamilton township.

john rawlins, channel 6 "action news." >> okay thank you. this also, authorities in atlantic city recovered the body of a second teenager swept away while swimming last week. this is video of police on the beach of morris avenue shortly after ramon quinn was found. quinn was pulled out to sea last thursday while trying to rescue his 16-year-old friend from a rip current. fire investigators in montgomery county are trying to figure out what sparked a dangerous fire in abington. chopper 6 hd was on hunting road after 7:00 this morning. firefighters were still spraying the home more than an hour after the fire began. the flames burned a gaping hole in the roof but nobody was injured here. a bucks county man is missing in a remote section of montana. eric was training to be a tour

guide at a wilderness outfit ofs school. he was reporting missing after he walked away from camp and was carrying a little amount of food and has little amount of survival experience. a search team is fanned out in the area. septa is working to make sure that last night's nightmare commute doesn't happen again. weather disrupt said three rail lines leaving passengers stuck for more than an hour. passengers ended up getting off the trains and walking along the tracks. they will do a better job to respond more quickly good meanwhile dramatic new video of yesterday's storm as it moved across south jersey, a beach goer shared this time lapse clip of an ominous looking shelf cloud over wildwood crest breach. quite the scene there. this is several miles away in cape may.

funeral services were held this morning for the american college student detained 17 months in north korea. otto warmbier died last week after arriving on u.s. soil in a coma. the doctor said he suffered severe brain damage. hundreds lined up in his home town of ohio to say good-bye. his parents laid out precious memories, his cell phone and passport and blazer he wore during his trip to north korea. a case of road rage is

blamed for a chain reaction crash on a california highway. chris grabbed his camera after he watched the gray sedan cut off the motorcycle and then the guy on the bike pulls up next to the car and kicks it and the driver of the van veered into the motorcycle's path but the driver lost control and struck the median and then the sedan bounced back into traffic hitting a truck and caused the truck to flip and nobody was seriously hurt this this and the highway patrol is fow looking for the biker. >> a burglary was side tracked by a wardrobe malfunction in florida. they were able to steal loose change and a cell phone chargerp a stethoscope and one suspect was caught with his pants down literally. they were apparently too loose and dropped around his ankles

causing him to fall head first into his get away car. and the two thieves were able to flee the scene. >> one word, belt. big talkers now. most moms can agree there is no shortage of mommy shamers and a new study shows that sadly the worst offenders are not controlling us on social media or the neighborhood playground they are in our inner circles. the new study found that two-thirds of new mothers especially feel they are being shamed. they also found that most of the criticism comes from your own parents and your inlaws and even your partner. mothers involved in this study say they feel most judged on the way they discipline their child followed by the baby's diet and whether or not they chose to breast feed. what do you think? does judgment from people we will have hurt even more?

minutes. so extra 40 minutes on the eastbound side of the schuylkill. still watching the dirt bike accident in hunting park. and harleysville by fuzzy dice auto center watch for a broken down truck and the northeast extension at landed dale and mid county. the right lane is out of commission and the jam again on the southbound side of 495 in wilmington not only construction in one lane and an earlier accident although at this point 495 may be better than 95. using 13 instead look for a crash in claymont at grubs landing road. >> thank you. meteorologist ever being adam joseph, standing by with the exclusive accuweather seven-day forecast coming up next.

the winds were 50 miles per hour when cindy made lawn fall so our winds were worse. and as we look at stormtracker 6 live double scan locally now it's quiet out there and hot and turning more humid and you see the scattered storms north of harrisburg and they slide down and clip parts of our northwestern areas later on tonight. right now it's warm 88 in trenton and philadelphia and north and west on the brink of 80 in the poconos and 85 millville and dover and 75 degrees at the shore. pretty nice there. the spin that is the remnant low tropical depression here lifting to louisiana and dealing with severe weather on the east side

of the circulation that is where you get the winds to veer that turns the atmosphere so there is a threat for tornadoes on the eastern side of the low, we are not in a threat for tornadoes just heavy rain because of it. in addition from the front from the north and west this front helps to move the moisture up along this boundary and enhances the rain friday into saturday morning. future tracker 6 showing a few downpours clipping the lehigh valley and poconos and northern parts of berks county and the rest of us stay pretty quiet but tomorrow morning the first round of heavy rain coming in at the tail end of the morning rush hour. and that lifts away and brings in the extreme humidity in the afternoon and tomorrow is not a washout and in the afternoon most of the afternoon could be fairly quiet with just pop-ups around and they are very heavy hitters and gusty winds and then the actual cold front with the remnant low passes through

saturday morning and that is when we get a good shrug of solid heavy rain in the area to begin the weekend. so far tomorrow any of those storms that pop-up in the morning and in the afternoon could be a severe isolated here especially philadelphia to the north and west. that is the zone to watch here wind and hail and an isolate the tornado could be possible. something we'll follow for friday morning, in the meantime it's beautiful and the sun is out. meteorologist melissa magee is in tuckerton at the sea port museum down there. i have been there before it's a gorgeous gem kind of removed from the shore line and lots to do. >> reporter: so much to do adam. they have 40 acres to explore and folks are playing miniature golf and the beautiful lighthouse here in tuckerton and the forecast for you as we head into the weekend. on friday we are tracking the scattered showers and storms with a high temperature of 80
