the state government is shut down. lawmakers failed to reach an agreement on the bug by the midnight -- budget by the midnight deadline. this is the first time the state government has shut down under chris christie. he said -- he said he will not sign off on the state budget unless democrats and the assembly agree to his plan to take surplus funds from horizon blue cross blue shield to pay for drug treatment programs. the leader of the democrat controlled state assembly, vincent creato said ending not support the plan. he said, he points the blame

back at the governor saying the budget should pass as is. >> he is holding the budget ransom with these 24 members who have abstained they are shutting down the government at this time. >> the govenor called the legislature into a special session today saturday. we'll have more on how it will impact your holiday plans in the next half-hour. a partisan fight in delaware has caused lawmakers to enter the new fiscal year without passing a budget. both parties have found themselves in a stalemate. democrats want to raise income taxes to cover the 385 million-dollar short fall, but republicans say they won't do it without imposing spending limits. this morning a massive search has intensified for the gunman responsible for shooting a teenager in the head during a gruesome and deadly case of road rage in chester county.

police released this sketch of the suspected killer. they are still on the hunt for him and his red pickup truck all as family and loved one grieve the loss of the victim bianca roberson. jeff chirico was in westtown, pennsylvania for a vigil for the college-bound teen whose life was cut short. ♪ >> reporter: with candles in hand dozens gathered for a vigil in honor of bianca roberson hugs and tears friends and family shared about the promising life cut short. >> she was truly a great human being and what happened just is unspeakable. >> reporter: family members watched from the balcony of the home where they got the news wednesday, bianca roberson was killed, a victim of apparent road rage. >> it's surreal, i can't pick up the phone and call her and text her and come over and see her. >> i expected so much

agreedness in her, i'm trying so hard not to be angry. >> reporter: bianca roberson's mother spoke for the first time. >> i don't know who did this, i don't know who stole my baby from me, i don't know why they would want to steal my baby from me, i want to thank everyone, family, friends, strangers, neighbors. >> reporter: in a late afternoon news conference, police released a sketch of the suspect, they say he allegedly shot bianca roberson as they tried to merge into the same ladies and gentlemen bianca roberson's car crashed into a tree, the blurry images show the suspect's red pickup fleeing on 202. detectives looked for clearer images along the escape route as police asked the public to report what they know. >> it is crucial, the family deserves it, society in general deserves this. >> we hope this guy is caught so he can be brought to justice

for our daughter. >> reporter: that suspect is described as a white male with blonde or light brown hair in his 20s or 30s, if you recognize him call west goshen police. crime stoppers is offering a 5,000-dollar reward. jeff chirico channel 6 "action news." >> new this morning, a 22-year-old manner is in the hospital after he was shot multiple times in the stomach in southwest philadelphia. it happened around 11:15 on lion street between 80th ascertain 71st -- 81st street. the victim is in critical condition no word on a motive. in overbrook section a 19-year-old is critical condition after an attempted robbery that led to a shooting. police say the victim was approached by an armed suspect on the 7 are 500 block of wood crest avenue around midnight. the two got into a scuffle, the teenager was shot several times in the stomach. the gunman took off.

officials say get there early because it can happen anytime after 8:00 p.m. depending on the weather. you can watch fireworks at the great plaza at penns landing again tonight. the free concert gets started at 8:00 p.m. with the fireworks kicking off around 9:30. we'll have a full list of the fireworks across the delaware valley at 6abc.com. the search continues this morning for the man who shot and killed an 18-year-old girl during a road rage encounter. police released this suspect of the gunman, this is the man they say killed bianca roberson. they say the driver had attempted to merge into the same southbound lane as bianca roberson on route 100 in chester county when the situation turned deadly. bianca roberson was shot in the head before she crashed her car. last night the recent high school graduate, her friends and family members gathering to hold a vigil to remember her and to plea for her killer to come forward. >> i don't know who did this, i don't know who stole my baby
