tonight and the beginning hours of your wednesday. we have a pocket of very heavy rain that hasn't moved all that much in parts of delaware a flash flood warning in effect until 7:30 tonight around middletown, delaware, part of newcastle county. this until 7:30 with rainfall rates of 2 inches an hour just kind of drifting over that area. as we take a closer look here, not only are we still dealing with heavy rain on the border of maryland be delaware and moderate rain for the schuylkill and 95 from will tong philadelphia a wet evening commute slowing traffic down and as we close in close to middletown we have the flood warning this is why so much rain has fallen honest mated double scan live radar 1 to 4 inched of rain in this one little pocket. periods of rain continue overnight tonight into tomorrow

of green lane. >> gosh. >> a neighbor's initial reaction a 9-month-old inside of this house was found unresponsive last night in bed a syringe needle stuck in her leg and narcan was used to revive her and sent to the hospital and treated for an accident overdose. 35-year-old steven welsh said to be the child's father now faces endangerment charges, welsh was arrested last year for dui and drug paraphernalia. if welsh is addicted they hope they will give him treatment and not jail. >> they are lived in this green lane home for decaded in warm weather they are seen relaxing on this side porch where baby toys were visible today. there was no response today. the passengerer in this passing car says she was shocked by the allegations against welsh.

console of the wrecked vehicle. we'll hear from the sergeant at 4:30 today. investigators in evesham township, want people to be on the lookout for a man accused of lewd acts. they received and released the sketch of a man accused of exposing himself to the public. they saw him on a walking path in marlton between lake executive campus and north crop well road. he told police he started to walk toward her and took off when she took out her phone and started to call for help. philadelphia police need your help identifying several people that allegedly attacked two men as they walked down a center city street. part of the assault along the is he hundred block of filbert street was captured on video and the suspect punches and kicked the victims just after midnight and one had a broken nose and cuts to his face. the other a cut and swollen left

wet. southbound lanes jamming here approaching broomall route 3, it's jam starts approaching villanova and goes through this point through the media bypass. 30 minutes ideally should be 18, tacking on 20 minutes 476 the blue route. extra time on 476 the other way, northbound a broken down vehicle approaching landed dale, it may be mushed off to the side. but still slow. northbound on the oxford bypass headed toward kennett square watch out for a crash past avondale and speeds in the teens there. use baltimore pike instead. route 1 is all jammed up because of the accident. normal jams on the schuylkill expressway and i-95. and opening at the tacony palmyra bridge and a crash in camden, eastbound lanes were blocked. and now reopened.

a fifth child was also stabbed and rushed to the hospital but did survive. investigators now have the woman in custody and she is charged with five counts of murder and six counts of assault. police did not say what the motive have been here. first responders responded to the wild fire that devastated a resort town in tennessee last year. you can see first responders driving toward the mountain the visibility getting worse at every turn. this is the danger zone in gatlinburg. from november 28th when the wild fire hit the city. thousands of families were going in the other direction in search of safety. >> this is the police. this is a mandatory evacuation. trying to get everyone we can. more than 14,000 people made it out of of town that night. the fire killed 14 people and

are surfing driving home here from work because of the water on the roadways, heavy at times in area. lets take a look we have in the weather center a flash flood warning that remains in effect until 7:30 p.m. tonight for parts of newcastle county and middletown as with well as townsend and newark and this area 2 to 4 inches of rain in a short period of time. as we look at stormtracker 6 live double scan you can see we are dealing with a general light rain across reading and allentown and times in lancaster, there is a concentration of some heavier downpours in parts of eastern chester county kind of drifting over route 30 as well as the schuylkill expressway it's a very busy road this time of year, that extends down to route 1 into delaware county and southern chester county and northern newcastle county and along 95 and there is that area that is just sitting and kind of refiring itself here. it's almost called back building

as the storms fire over the same locations middletown and smyrna. really heavy rain and turn around and find an alternate route. it doesn't take much water to lift your car and move it away. as we look at temperatures it's 70s area wide because of the cloud cover and because of an easterly wind and the on and off rain showers as well as downpours. satellite and radar it extends all the way back to our area and the ohio valley all of this has to progress through the region here. it's time before we can shut everything off. for tonight it's muggy and rainy at times, some of it is very heavy, that water content. the water vapor in the air that is humidity and that is invisible and ring out hard and that could happen at times tonight. 66 to 69 degrees, won be surprised by other flash flood warnings are issued at times. as we look at past the midnight hour we are still dealing with pockets of downpours around here, we wake up tomorrow

atlanta ocean. >> first here at 4:30 a septa officer was doing whatever any responsible person would do to risk his own life from a burning car. and the officer along with a passerby did not hesitate as they pulled up on a crash on delaware avenue. they dashed in action to save a man's life. vernon odom has the details. >> reporter: brian and sharrie good evening to you. both of these gentlemen that got involved here are indeed both heroes the rescue from late last week looked like something out of the action movie we see all the time but real in the city. >> there afire in the car now. this frantic scene is from the body camera of sergeant mark pasquarel pasquarella. taken at 1:15 during the moments he became a hero. the sergeant was patroling along

delaware avenue north of the sugarhouse casino and came up on a car that smashed into the rear of the trash truck and you can see that the car was on fire the driver was trapped inside. the door is jammed, and the crashed windows had jagged entry and he was certain if he reached through. along with a good samaritan they got the rear passenger door open and pulled the seriously injuries person to safety moments before the car was enguxed in flames. >> the front of the car is on fire and i'm worried about the back catching fire and engulfing me and the passerby. >> the good samaritan that jumped into help was this man, a dentist who lives in northern liberties, by telephone today he told me he did what any responsible person would do. neither the dentist or the 7

on the rules of the road, today penndot and officials gathered in abington to announce a statewide crack down and 58 police departments will target red light violators and any displaying signs of road rage just days after a deadly encould youer involving two drivers in west goshen. >> in a week ago in nearby chester county. 18-year-old bianca roberson was fatally shot by an aggressive driver who was simply upset that the young woman tried to merge into the same lane. road rage at its unimaginable worst. penndot says aggressive driving was the factor in 1400 crashes in bucks delaware and montgomery counties last year. a hearing was held in the hearing for the shooting of philadelphia police officer, jessie hartnett.

that archer shot hartnett in the name of islam and asking the court to appoint him a new attorney. the 34-year-old officer was shot several times while sitting in his parked police cruiser on january 7th, protected his head with his left harm hit several times. he is charged with attempted murder. in the meantime, new york city now investigators are piecing together the murder of officer familia shot and killed while sitting if her police vehicle earlier this week. the fourth new york city police officer to be killed inside of a police car in the last two and a half years. they have ordered bullet resistant panels for the fleet but that should take a year and a half to outfit the fleet. it's the largest in the world with 4,000 vehicles. the midwest is dealing with severe storms which are causing high water and flash flooding in

illinois a couple and their dog had to be rescued from their car when rushing water forced the vehicle into a nearby creek. it took crews an hour to get the car secure and pull everyone safely out. the current was so strong it made the operation difficult. >> we have happy news to pass along about sheldon, the missing tortoise she was found. all the way in south carolina at a reptile sanctuary. here she is safe and sound. sheldon went missing in her home in claymont and someone found her wandering on the road and took her to a wild rescue in bear and they sent her down to the sanctuary in south carolina. worker there's will bring her home at the end of the month. >> good news. >> that is great news. >> slow journey. time now for down at the shore and it's a rainy day and that doesn't mean there is not plenty to do outside.

unite the airlines is apologizing to a woman for taking away her toddler's seat forcing him to sit on her lap for the entire flight. the passenger on the stand by list arrived to take her son's seat. she paid nearly $1,000 for each ticket. she doesn't want to cause a scene so she put her son on her lap. >> i didn't want him hurt especially and feared my personal safety with everything i have seen with united airlines, i didn't want to see

>> reporter: sharrie we now know that the body parts belong to a 3 or 4-month-old infant dropped on the sidewalk across the street from the cemetery. police tell us they were transported here from a funeral home employee in new jersey. the question now is what happened and why. >> we didn't want to open it because we didn't foe what was inside. >> chris james was one of several witnesses that saw the child size casket dumped on the block friday night. when police and the medical examiners office arrived they found a child's organs wrapped in a black bag inside. >> you beg the question where is the rest of this baby? >> the details are being strung together today. according to police the 2 foot by 1 foot casket was driven here by the employee of an unnamed south jersey funeral home.
