caught in a partial house collapse. the mother passes the kids out the window to a man in a tree. it sounds like storey time but it happened today. >> an utterly dramatic rescue in fultonville. jeff, you have the story. >> the building is boarded up, fenced off and slated for demolition. from the outside, there doesn't appear to be much wrong with the building. the family of five was in the second floor apartment when the floor gave way. >> neighbors described tense moments as the floor collapsed in a home. part of the second floor fell. stranding a mother and four children upstairs. >> i heard her screaming out the window, help me, help me.

attend jacksonville university in the fall. desper has been charged with her murder. the body of 44-year-old calvin dalton was found on the 1100 block of elkton road at 10:00. police are searching for the driver. >> we have an update do an investigation we have been following all day on "action news." philadelphia police just released this surveillance video. investigators believe the man on the left is the one that tossed a noose into a tree on 18th and lombard center city this morning. police are investigating the incident as a possible hate crime. last week an employee at the u.s. mint was accused of turning a rope into a noose and leaving it on the chair of a black employee. that employee has been placed on

a seven story apartment building went up in flames at 4:30. flames and smoke visible across the bay in san francisco. no one was living in the building yet, it is surrounded by occupied houses. neighbors credit police for waking them up and saving their lives. nobody was hurt. authorities believe south carolina inmate that escaped a maximum security prison did so with wire cutters flown in by drones. he was captured today after two days on the run. the convicted kidnapper cut through prison wire with wire cutters flown in by a drone. this is his second prison barack in 12 years.
