investigation we have been following all day on "action news." philadelphia police just released this surveillance video. investigators believe the man on the left is the one that tossed a noose into a tree on 18th and lombard center city this morning. police are investigating the incident as a possible hate crime. last week an employee at the u.s. mint was accused of turning a rope into a noose and leaving it on the chair of a black employee. that employee has been placed on administrative leave. an update on the startle four years ago. many of you will remember when disabled adults were held in a dungeon. we'll hear from one of them
