a concerted effort is under way in the kensington area of philadelphia to clean up one of the most open aired drug denies. in a special report, wendy saltzman took you inside the half mile stretch of con rail tracks where heroin users buy drugs, shoot up and sometimes die. thousands of used needles litter the ground. heavy machinery is onsite as crews begin a month long project to remove the debris and fence in the location. >> we have cleaned it up but it comes back. because of the comprehensive agreement we have, which has taken six or eight weeks to plan, we feel it has a good chance of sticking so we don't have to do it again. >> the cleanup could cost hundreds of thousands of
