investigation. >> reporter: rick and monica, these are very serious allegations, police say that the owner of sprouts preschool sexually assaulted two children a 5-year-old girl and 5-year-old boy multiple times inside of the school at south and 9th street. duncan round is charged with felonies including rape. >> police say that duncan round operated the sprouts free school and gym here at south street and 9th. today the employees were looking over the children in the still operating day care. round was in police custody accused of assaulting a 5-year-old boy and girl multitell times at the facility. >> it occurred on multiple locations, inside of of the day care facility. >> police say that on july 25th, the department of human services responded to a third party report of sexual abuse of children and the kids were

precaution and annie mccormick has more from center city. >> the center city sips about to get underway at dillworth park. this is the only one that is run by the center city district and in light a brawl that happened last week at another location, they are taking precautions this week. >> this was the violence that unfolded last week during a center city sips event. at least six men fighting and others stopped to watch. the idea is to attract people to the city and boost revenue of bars and restaurants and organizered by the center city district. chop restaurant hosted the event and told "action news" in five years they never had and issue and always had gentleman security. this week a manager at chop said they decided not to participate in the sips event and instead held their own happy hour. in light of last week's brawl the center city district says they had face-to-face meetings with the larger venues and hired

show you another cell now that just cropped up near millville and vineland, we have a lot of lightning strikes around and that cell has the potential for some hail and for winds up to 60 miles per hour so the national weather service just issued a severe thunderstorm warning for that cell until 6:00 for the potential for hail, and damaging winds and that system is moving northeast at 25 miles per hour. we also still have the flash flood warning for newcastle county, delaware for north central until 5:45, some areas are more than 3 inches of rain in about an hour's time and a lot of reports of the storms the flooding and jackson township about an inch and a half and less than an hour chester brook reporting hail the size of quarters and marlton lightning sparked a house fire and roads closed due to flooding and flooded roads in easton. storms really dropping the temperatures, philadelphia 70

certainly flooding or thunderstorms? >> that is never a good situation, you want to turn around and find an alternate route. doesn't take much water to push it away. heading to the weather center in new jersey parts of atlantic county and cumberland as well as gloucester and camden at 6:00 for another 10 minutes or so. we'll see if they extend the warning with the storm as it moves to the east at 25 miles per hour. the problem is winds near 60 miles per hour within the storm and also some hail. we'll look at it on stormtracker

jim gardner. wednesday night and authorities arrest a gloucester county man for the death of his wife and an officer is jury investigation for possible dui after crashing into several vehicles but the big story tonight is at rest of a day care owner and the alligation against him is nothing short of brutal. police say that 53-year-old duncan round that lives in new jersey owns the sprouts day care on south 9th street in south philadelphia and it was there were he allegedly sexually assaulted two 5-year-old children. sara bloomquist has the details. >> reporter: 53-year-old duncan round is charged with seven felony discounts including rape and deviant intercourse.
