>> reporter: well, as you mentioned the major development into the story is that that day care is now shut down. pennsylvania dhs notified parents about the closure and working with the parents to find other child care options meantime the suspect's neighbors are reacting to the allegations. >> 53-year-old day care owner duncan round is accused of sexually abusing two children at his day care in south philadelphia. we went to his home to get a response and many neighbors refused to talk on camera but janelle jamison spoke to us and she was shaken by the news. >> we were shocked to hear about it we don't know them well. in any neighborhood that would be a shock especially when you have little kids. >> off camera neighbors tell me that round has been living in the neighborhood for three years

and they don't know much about him and those that know him says he seems to be a nice guy and heart broken by the news and that round has a wife and children. >> it breaks my heart it's scary and sad. i don't get it, and i don't though how anyone can do such a thing, but you know, i don't know, it's just really scary. >> police arrested round on wednesday, thursday morning he was released after paying 10% of $200,000 bail and police say that the kids were assaulted multiple times in the day care and one is a 5-year-old boy and one a 5-year-old girl. >> we want to is close this to the public in the interest of public safety and we are concerned there are other victims and we don't have information on that. if there are parents out there that believe the children were victimized. they can reach out and let us know. >> "action news" learn that round is a british citizen and ordered to sounder his passport

the surveillance video shows debris flying from the impact and one person in the sedan was killed and the person in the suv was a sheriff off duty at the time. >> got to him and saw the bulletproof vest. and i said oh my gosh are you a cop and he said no i'm a sheriff call 911. >> and one person was taken away by police and a gray safe was removed from the white car and officials don't know in charges will be followed and they say the police were not chasing the car at the time of the crash. a former depford police officer accused of killing his friend is getting a new trial. ruled that james stewart is entitle to a new trial because there were errors during jury instructions. he was found guilty in 2015 in the death of david compton and didn't know the gun was loaded

and never would have hurt his friend. now the court says that the panel should have been told not to consider the charges together. he had already been sentenced to 30 years in prison without parole. one person was hurt when fire broke out in west philadelphia. the scene of the 800 block of south 60th street at 5:00 this morning. crews managed to get the flames under control and the fire marshall was called to investigate the cause. president trump is promising what he calls a big announcements at a rally in west virginia, the news comes as the president faces harsh new poll numbers that only a third of voters approve of his performance in the oval office and a lack of confidence in voters in trump's ability to stay out of the russia investigation. meanwhile president trump focused on improving health care for veterans, they announced the rollout of the high tech plan

time now for a check of the accuweather forecast thursday night. >> we have showers and thunderstorms and one cell i was tracking near trenton is now severe. we have a severe thunderstorm warning posted for parts of burlington, bucks and mercer and ocean county until 5:45, that cell i'm tracking has really expanded and has the possibility of producing hail and wind gusts of up to 60 miles per hour. stormtracker 6 live double scan showing you that is the cell that i've been tracking and about an hour ago it only had one lightning strike and now up

to 44 and five miles south of trenton. florence route 206 and 130 and route 13 getting hard. lots of lightning and heavy downpours and beginning to see shades of purple and that is indication there could be hail and this is not severe but a cluster of thunderstorms over the knowledge turnpike near swedesboro and another thunderstorm popped up west of wilmington and we still have the cluster just sitting over dover, delaware, 19 lightning strikes and heavy rain and this is also producing rain heading into south jersey, sea isle city and fortescue and northern cape may county getting in on the action. these thunderstorms are developing on target and part of the problem is they are moving slowly and the storms are just sitting there and that is the case in kent county delaware. posted there at 8:15 and more than 3 inches of rain have fallen, i say it again all the

out of philadelphia a pedestrian was hit by a car that left the scene afterwards. over jackson drive in brookhaven, authorities are still sorting out details and we are told that the driver kept going and left the injured adult on the ground and the person was rushed to the hospital for treatment. we don't know how badly the victim was hurt. authorities in bucks county say they have identified a man accuse sd of stealing baby formula from several area target stores thanks to your tips. bensalem issued a warrant for him. and that he stole large ams of formula from bensalem and they believe the crimes is for a drug habit and not to feed a child. five military cargo planes that are grounded at dover air base because of mechanical problems will be repaired and the air mobility command says

bridge from all approaches from the schuylkill and 95 as people head out early for the weekend. it sounds like a nice plan. what is not such a nice plan is heading for 95 southbound toward center city. we have three separate issues this afternoon in this stretch from cotman to girard and all have cleared now. and we are looking at residual delays from cotman to girard avenue. single digit speeds toward the walt whitman bridge in combination with the normal volume and crash approaching the schuylkill cleared out now and sluggish toward 76. and an early jump to the poconos look for a broken down vehicle between mid county and landed dale. it looks mostly off to the side and causing a bit of slowing. we still have the work zone 95 in bucks county to the scutter falls bridge and one of two
