cecily tynan, and jim gardner. thursday night and a new proposal could have pennsylvania drivers putting down the phone and wilmington firefighters rescue a man stranded in the brandywine river. but the big story on "action news" tonight is a deadly crash in norristown which also turns out to be a crime investigation, this is the scene at main and hamilton. after a gray sedan slammed into a dark suv. the driver of the suv turns out to be a deputy sheriff on his way to work. the sedan is tabbed as a suspicious vehicle fleeing the scene before it crashed. trish hartman is live at the scene. trish, who was killed? and what are police doing to reconstruct the crash? >> reporter: authorities are not released the victim's name and detectives spend most of their

day in this intersection and the district attorney is investigating and started with suspicious activity and a car full of people speeding away. norristown police were called for suspicious activity at button wood street. when they arrived a white sedan fled from the scene and ran the red light colliding with a black chevy suburban driven by an off duty sheriff. both ended up on the lawn of the real estate office. >> they spun out of control three or four times through the intersection. >> stacey angelo was starting her workday on the pizza shop on the corner and saw the whole thing. >> i saw a young guy exit the car and took off running. the front of of the yard and down the side of the yard. >> tower people in the sedan were hospitalized and one was killed. the sheriffs deputy was treated and released and the

surveillance shows the debris flying and landing on the lawn. and later we see a person taken away on a stretcher and detectives spend much of the day reconstructing the accident. and they remove aid safe from the sedan and wrapped it up as evidence. >> you could see the hood across the lawn and the white car is dismantled it's so sad. >> the district attorney's office says that police were not pursuing the sedan at the time of the crash and the da's office says that it's too early to see if charges will be filed and the investigation is ongoing. trish hartman, channel 6 "action news." >> five vehicles are caught up in a crash on the roosevelt boulevard in the rhawnhurst section of philadelphia. the accident just before 1:00, when three of the five vehicles were heavily damaged and none of the injuries appear to be

serious, traffic on the inner and outer drive southbound was detoured while crews cleared the scene. the owner of a philadelphia day care charged with raping two 5-year-old children is out on bail tonight and tonight the state has shut down the day care. gray hall is live at 9th and south in philadelphia. the sprouts childrens center. well jim this is still an acty investigation, the state dhs shut down the facility earlier today and says it is working with parents to try to find them other means of child care and meantime as the investigation continues police are working to see if there are anymore victims out there. >> today pennsylvania dhs shut down the day care on south 9th street in south philadelphia. following the arrest of the day care's own ever 53-year-old duncan round charged with

sexually abusing two 5-year-old children a boy and girl at the day care. the state shut down the day care for gross incompetence and misconduct in operating the facility. and we learn that dhs did an on site speck at sprouts on july 26th as part of the salgations against the owner and found other serious problems related to health and safety and emergency plans and other issues. we went to round's home to get the response to the allegations but there was no answer. he was released after paying 10% of a $200,000 bail. officers say that the incidents were reported on july 25th by a third party. hours before the facility was shut down we saw kids dropping off their kids.

yesterday morning, officer harper was taken into the cust for driving under the influence. re cues workers rushed into the brandywine river to rescue a man stranded on the rock. the rescue crew was responding to another call and they noticed the man at 6:30 this morning, using ropes and special rigging and the squad reached the man and put a life jacket on him and brought him back to shore. the man was brought to the hospital for evaluation and a spokesperson for the fire department says they don't know how long the man was stranded or how he got there. >> the residents of margate scored a small victory in their efforts to stop a controversial dunes project and a court judge granted the request for a temporary injunction and it will stop for a week. they blame it for creating

massive ponds of water on the beach. the judge asked both sides to continue to talk during the stoppage to come up with solutions. >> larry krasner picks up the endorse many of philadelphia mayor, jim kenney. krasner is a long time civil rights attorney and candidate for district attorney in philadelphia. he called krasner a reasonable, fair he says that he and the mayor share the same goal of knocking down bullies and protecting their victims. krasner faces republican beth grossman in the general election in coming november. some pennsylvania lawmakers have introduced a bill to require motorists to hang up the phone before driving. about the past two hours, you see near trenton south of trenton that turned severe and the national weather service issued a severe thunderstorm warning for burlington county and parts of southeastern bucks county until 6:45 and this has a risk of of 65 miles per hour winds and large hail and this is the radar showing and we have reports of flooding along route 130. this cluster is sitting there for about two hours, it started with one lightning strike and now up to 75 lightning trikes in the past 15 minutes. we can actually show you how much rain has fallen and this area is inundated with heavy rain just to the east of florence, we are picking up more than 4 inches of rain and this is causing flash flooding and we have a warning posted here until 9:15, close to 4 inches if areas, turn around and don't drown avoid route 130 if you can. double scan live radar showing we have some cells to the south

not as widespread or intense, but one cell own kent county earlier this afternoon that dumped up to 3 inches of rain we have flash flood warnings as well. allentown and reading 85 and dover with the rain down to 72 and high in philadelphia 87 degrees and dew points close to 70. satellite 6 along with action radar showing the wider view we are clearing things out and a cold front near chicago right there and what that will do is move through early saturday morning and that brings us a more comfortable air mass in time for the weekend. tonight the storms will diminish and 1-for center city and tomorrow we do it again. hazy hot and humid and we probably see more sunshine and likely hitting a high of 90 degrees and late in the afternoon showers and thunderstorms popping up and
