breaking news from burlington county where an intense storm cell has led to significant flooding. this is the scene in burlington city within the past half hour after torrential rains flooded streets here and in other south jersey communities. a car lot was swamped and police blocking traffic in certain areas. earlier near high street water topped tires and drivers needed emergency assistance. >> high street is flooded. they had to get rescue car rescp four cars. >> i was trying to slow down to reverse myself out of there, my car konked out. that was it. i got out of my car. i was trying to wave people off.

>> burlington city has activated their emergency center. they are closely watching the delaware river with high tide expected in two hours. the flood threat still exists. let's get the latest from cecily tynan. >> jim, part of the problem is the fact that flash flooding late this afternoon and evening, it happened in the evening commute. i have a lot of photos like this on facebook and twitter. this is 130 behind the duncan doughnuts you can see how the water has risen to the top of the tire of the car. i was tracking that one cell at 4:00. 6:30 it was still there. this is the total. east of florence, close to five inches of rain. the water runs downhill. that's what caused all of the
