city, south jersey and also parts of extreme southern delaware and sussex county but as you can see a lot of it now over the open waters of the atlantic as low pressure is quickly working to the east-northeast. in fact as you take a look at storm tracker6 live locally a little closer to street level right along 55 that's the last of the steady rainfall heading towards millville elmer route 40 still heavy rain right now, the same thing from the tolls at the atlantic city expressway right down at the garden state parkway where it's a wet drive right now but we'll slowly see this heavy steady rain lift off to the north and east and it is all rain, no lightning strikes at the present time. the rain has been heavy at times especially in extreme south jersey here in cumberland county where a flash flood warning remains in effect for the next hour and 15 minutes where locally up to 5-inches of rain has fallen south of cedarville and near the maurice river. in fact, flooding in millville, some flooded roadways are reported, the same thing for kent county over in dover, carmel coming

>> the search is on this afternoon for the driver of an atv who rammed his vehicle into two police officers in camden county. the officers are expected to be okay but the situation could have been much worse. "action news" reporter bob brooks live outside the police station this afternoon and bob, what are the details here? >> reporter: brian, officials say that this was an attack on their police officers, that this was a flat-out attempt by a suspect to murder police officers this past saturday night and now they need help in trying to find him. >> this could have been much worse. like the -- the officer is lucky to be alive at this point imcamden county police deputy chief joseph wysocki. after 11:00 p.m. saturday night at the east coast gas station on newton avenue. he says detective kenneth egan and nicole barry were working a robbery case when they noticed a suspect tampering with equipment at the gas station. surveillance video captures the moment the two pulled up

in their unmarked car. next we're told the suspect got on his atv and attacked. >> there's no doubt in my mind that he knew that he was being engaged by two officers. >> reporter: when the police first arrived the suspect on the atv ran into the passenger side door. it was opened and as a result it smashed into officer berry injuring her. next investigators say detective egan ran over to help his partner but then the suspect ran him over. >> hit his head was knocked unconscious and the atv went over him. >> reporter: the detective suffered a severe concussion bruised ribs and for avenue barry. >> bruises on her face, several lacerations. >> reporter: they were rushed to cooper university hospital and are now on leave. he says there was another atf at the scene with man and woman on board their pictured here. they're wanted for questioning and hope to find this suspect before someone else gets hurt. >> we need your help to identify who this driver was. it looks like this was clearly an attempted murder of an officer. he intentionally ran this officer over. >> reporter: if you look at

"action news" reporter vernon odom will have a live report on this coming up tonight at 5:00. >> the philadelphia phillies and the sports world are remembering a great. looking back on the life and legacy of darren daulton. the 55-year-old lost his

battle with brain cancer over the weekend. sports director ducis rodgers joining us now in studio and teammates are reflecting on this all-star catcher known to many as dutch. >> reaction continues to come in. darren daulton was viewed as a leader, a beloved member of the phillies as beloved as their ever. what dalton spent 14 and half of this 16 seasons with the phillies. he was the heart and soul of the phillies for so many years especially the pent winning team. dalton kept that clubhouse in check. his former teammates coaches and friends remember him as an every day man that everyone can connect to and they knew he was special. >> he made the fans in philly feel like they were part of his extended family, his family. what he said the way he went about his business, on the field, he expected and he played hard and he worked hard. he was a man's man and he was

>> fans have been paying tribute. we invite you to share your photos on our facebook page or twitter or instagram. share it by using the #6abcaction. >> philadelphia police are investigating a shooting that injured a 13-year-old. officers say the boy was walking with a friend in the kensington section of the city near kensington avenue and east ontario street when he was struck. he told police he ran home and then called for help. the boy is in stable condition right now at saint christopher's hospital. everyone was able to safely escape a house fire overnight in upper darby. the action cam was there as police worked to put out the flames on the unit block of millburn avenue. the fire started in the bedroom on the second floor just after midnight. the cause is still under investigation. >> now to the latest on the city of chicago's federal lawsuit challenging a trump administration immigration policy. chicago and its mayor rahm emanuel as you saw there taking on the u.s. department of justice's latest move to withhold certain public safety

grants from so-called sanctuary cities. chicago is one. so is philadelphia. the lawsuit centers on this stipulation. in order to receive those public safety funds going forward, sanctuary cities are expected to give immigrations and customs enforcement more access to detainees. ed siskal called those funds critical and says this violates their welcoming steel ordinance. last year chicago used about $2 million which they used to buy police vehicles. >> we are bringing this legal challenge because the rhetoric and the threats from this administration embodied in these new conditions imposed on unrelated public safety grant funds are breeding a culture and a climate of fear within the communities in our city. >> now, if a judge grants a preliminary injunction in this lawsuit it could put a freeze on the policy at least until

chicago is heading to court today in california where he surrendered after a week long manhunt. wyndam latham's attorney says his client will plead not guilty in the man's stabbing death. the 26-year-old victim's body was that found last month in latham's chicago apartment. a suspected accomplice oxford university financial officer andrew warren is also facing charges in this killing. authorities have not given a possible motive. >> a new jury is now being chosen today for jeffrey sandusky's trial. the from un-year-old adopted sun of jerry sandusky is facing child sexual assault and child pornography charges in centre county. the jurors were dismissed after that trial was delayed the the judge has not yet announced a new date. >> now to the nationwide manhunt for a suspected rapist. an inmate in an ohio prison who escaped in a violent incident still remains on the loose at this hour. 32-year-old brandon powell is

considered extremely dangerous and he is armed with a deputy's gun. the suspected rapist broke free on friday while he was being transported from a psychiatric hospital. powell was being treated for injuries from a suicide attempt while he was in jail. hospital security images taken just before his escape show powell shackled the hands waste and feet but then while inside the police vehicle, powell jumped over the seat gets the deputy in a headlock causes the vehicle to crash. he then takes the officer's weapon and forces him to undo his shackles. before he takes off he handcuffs the deputy. to the steering wheel he disables the radio and the car and then steals the deputy's cell phone wallet and ammunition. >> he does have a .40 caliber pistol, two extra magazines, about 30 rounds of ammunition. >> you don't take a pistol from one of my deputies and

threaten him with it. you're going to be held accountable. >> residents in ohio and beyond have been toward stay on alert. those in the area locking their doors keeping their eyes peeled. the injured deputy suffered minor injuries. changes are now being implemented to that department to make sure this doesn't happen again but 32-year-old brandon powell still on the loose this afternoon. sharrie. >> all right, alicia. the massive sinkhole that opened up last month in florida is being blamed for even more damage. today officials condemned a seventh house. the hole first opened up in mid-july destroying two homes. four other houses were deemed unsafe when large chunks of the edge of the hole collapsed. the sinkhole now 260 feet wide. contracts have been working to carefully clean up the debris from the inside but that work has temporarily been stopped. >> back here at home this afternoon it has been a dreary dreadful monday afternoon but adam -- >> whoa, whoa, your grass or trees or garden --

>> or the people. >> for the people it is. >> yeah. >> but things are going the change. >> they are. we are going to turn it around here for almost the rest of the week. >> he has to give you a hard time. >> he did, yeah. >> first time all three of us are back in nearly almost two weeks. i missed you guys. >> take a look at the weather center. we are dealing with a little too much water in parts of the area. there's still a flash flood warning in effect for those red areas in cumberland county as well as southern parts of kent county and this green area near heartily as well as dover, that is an aerial flood warning so in this region they were the hardest hit with heavy rain that trained over the same locations creating some flooding and these will start to expire between the 5 o'clock and 6 o'clock hour. as we take a look at the radar right now and the radar estimates on storm tracker6 live you can see those hot colors from dover right over the bay to millville between five to as much as five and a half inches of rain in that bull's-eye area so that's why you have the flooding going on in those regions between

smyrna dover as well up towards millville but as we look at the current radar you can see not much happening. we're starting to break the radar apart here and in fact philadelphia just some -- couple of sprinkles here or there, maybe a little bit of drizzle but overall a big improvement as we see things starting to clear up from the west to the east. in fact as we head to the east we're dealing with some steady rain. all this will continue to head off to the north and east and we'll see big improvement here over the next hour or two. low pressure is quickly racing to our south here but still a lot of clouds lagging behind so the clouds will stick around this evening and if you're heading to musikfest up in bethlehem in the lehigh valley, live performing here at 7:00 p.m. at the main stage mostly cloudy, the showers will shut off so not bad going into the late evening hour with temperatures in the mid 60's. overnight lows don't drop all that much. 62 in allentown, 64 trenton, 67 in dover. that early rain south and east

pockets especially in southern parts of kent county as well as parts of cumberland county but we're starting to clean up the act here as we look at storm tracker6 live double scan there you can see in the city points west it has ended. it is just a couple of showers. you can see some broken showers, wilmington, dover, lehigh valley. you can see brighter colors pushing off surf city and atlantic city. quick improvement as the radar near egg harry bar as well as mays landing notice it's kind of ripping apparent here which is good news and one little pocket of yellow near hammonton starting a shrink a little bit there heading into burlington county but some of the damage is done in southern areas near millville close to three and a half inches of rainfall, same for dover philadelphia under a half inch and right around a half inch up in the lehigh valley. now, as we head towards the rest of the week, it is going to feel really amazing for august. all because of the humidity and those dewpoints. on that scale, if you're below

>> reporter: well, act 10 will go into effect later this month. it beaches up pennsylvania's anticruelty act. most of the focus on something people may not think of inhumane it's called sometimes chronic chaining or chronic tenth they they -- tethering. >> a normally docile dog could become anxious and aggressive. >> reporter: today an effort to educate pennsylvania is putting new limits on teth erring dogs. maximum durations only nine hours out of 24 and only 30 minutes if the temperature is over 90 or under 32 degrees. as for the tether length. >> make sure the length is at least three times the size of your dog so you measure that from nose tip to base of tail and you do that three times

but the minimum length is 10 feet. >> reporter: there must be a well fitted collar, no chokers. all attachments must swivel and dogs must have access to water and shade. the message long term teth erring is not humane. >> if you have a situation where a dog is not having social encounters with their owners, that they develop further bad behaviors so that the time that the owner does come out and socialize with the dog they're like this dog is out of control. >> reporter: the regulation is part of a much larger animal cruelty law going into effect dubbed by some lieber's law. this puppy now nursed back to health. the new law will allow for felony charges in deliberate and severe cruelty cases says its prime sponsors todd stevens of montgomery county. >> we've seen the lynx between those who abuse animals and commit acts of domestic violence. we need to make sure the criminal justice system is

accused of raping a woman in delaware city. 45-year-old anthony carter was arrested at the scene of the attack on hamilton street. police say he kicked opened a bedroom door and began raping a 22-year-old woman early saturday morning. investigators say carter also physically assaulted one of the victims' acquaintances who tried to intervene. carter is now behind bars facing of course a list of charges. bucks county prosecutors have arrest the this woman who they say defrauded her clients out of hundreds of thousands of dollars. police say helene senior ran mark five realty and was supposed to collect rent on her clients' behalf. instead, they say she kept the cash as well as tens of thousands in security deposits. investigators have identified 14 alleged victims so far. their losses totaling nearly $340,000. senior is free on bail today but facing felony theft. >> a truck got stuck on a guardrail in trenton this morning leading to a bit of a traffic headache. "action news" was out along

route 129 north nearly lalor street. well, that's where a driver lost control and hit the guardrail separating the highway from the river line light rail just after 9:00 a.m. a tow truck was able to free that vehicle. traffic was detoured, though, for some time so that crews could clean up the mess. police are still trying to figure out how and why the driver lost control. well, scientists at ohio state are thinking small to create that big advances in modern medicine. smoothly around this curviness. this is the schuylkill expressway near the conshohocken curve, brian and sharrie and luckily our crash is now off to the side. there's the good news. the bad news is the delay definitely hasn't vanished. it's still a very slow go as you come eastbound on the schuylkill from 202 into that accident scene. what you don't want to do is bail for the southbound side of 476, the blue route instead because there's a multi vehicle accident there as well. southbound between villanova, route 30 and broomall route three just one lane just the right lane is getting by, two left lanes are blocked. so, you're not in good shape on either the eastbound schuylkill or the southbound blue route because of those accidents. on the westbound schuylkill had a broken down vehicle approaching montgomery. that's gone. as is our dv on 95 southbound by girard, all cleared out of the way although speeds are still slow as you head towards center city and in new castle county on 95 still have this northbound accident near christiana. they're getting it pushed off to the side but you're still seeing delays in both directions. you might want to stay on

parts of center city along city hall and south broad street all kind of wet here. you can see the windshield wipers going, kind of the kickup with the spray with those tires but the heaviest rain is heading out. but we still have some flood warnings. the weather center shows them here in southern areas where you have the red south of dover as well as cumberland county including millville that's where we have a flood warning that will expire here within hopefully the next 15 to 20 minutes and even some of the green areas we're dealing with some aerial flooding and most of it's on the streets, the creeks and the streams out there and again just watch as you are heading out especially in those southern areas where between three and 6-inches of rain has fallen. storm tracker6 live double scan shows that steady heavy rain with all those bright colors are now off the coast moving away. we still have some scattered light showers here and there an they'll kind of drift through the region early this evening but here's those pops of color. this is estimated rainfall totals on double scan live radar and again between five and 6-inches of rain eastern

and central parts of kent county as well as southern and southwestern parts of cumberland county north of fortescue five and a half inches of rain, about three and a half or so between millville and on the edge of mays landing but overall that steady heavy rain moving away but it takes some time to get that flooding to subside a little bit. temperatures have been on the coolish side. very cool for this time of year only 60's in southeastern pennsylvania and in southern areas low 70's right now millville right to the boardwalk in atlantic city. there was a little spin of low pressure that worked to our south and in fact more than likely a tornado did hit the ground near salisbury maryland, some pretty significant damage down there to property and cars. all that now off the coast but a lot of clouds lingering all the way back to pittsburgh. so, the clouds they're locked in all night long. a few scattered showers early this evening, 62 to 66 with that northwesterly wind very light 48 miles an hour. high pressure is coming in from the west and this is
