controversial dunes and drainage basins in margate. margate having their attorneys in court saying in effect, not so fast. >> this private drone video shown in court today bolstering margates argument. unexpected ponds formed but where it had not started no ponding. long time residents are irate. >> in all the years i was in har gait and we had rain and there was water in a day it was gone. now it's three four days and it's disgusting. dozens of margate residents traveled to federal court in camden, their city government trying to stop the feds effort to get a green light to start the dune work asap. >> we are in trouble. i don't know if the beaches will ever be the same. the five blocks of margate beautiful, pristine beaches are

now in trouble. >> they suggested the trouble unexpected ponding was an unexpected condition due to millions of gallons of sea water dumped on the beach. if the project was completed the water table would drop with the water draining in 24 to 46 hours. no long-term ponding and large pumps like this could continue to drain the excess water. >> now, the core experts say today that they are studying the data as to what went wrong here. but the emphasis was on most likely a construction phenomenon and temporary problem and better to go forward with this process, margate is now putting up its various witnesses and not clear if this hearing will conclude today or spill over to a second day of testimony. >> thank you john. fire officials are on the xeeb in university of delaware

after flames broke out inside a lab on campus at 1:15 this afternoon. firefighters had to call a hazmat team to the scene after materials in a lab on a second floor. the building was evacuated and nobody was hurt and a university spokesperson says there was no classes being held at the time. philadelphia police are trying to track down an attempted arsonist. after vehicles were almost set on fire. members of the 12th district smelled gas early this morning and found several vehicles in their underground garage doused with fuel and only survey trucks from the philadelphia streets department were targeted and vehicles were left alone and a motive is still unknown. >> it has been two months sin the 11-year-old had her life changed in an instant. sienna ward was runing along side a train and lost her balance and slipped under the wheels there. sienna who loved to dance has

since lost both legs and now she and her family are speaking out about her recover. they spoke with gray hall live at shiners hospital with the details. >> reporter: hi sharrie. what a sad and inspirational story all at the same time. that 12-year-old girl. she is still recovering at shriners hospital. despite all she has been through the only thing she can think about it dancing again. >> 12-year-old sienna ward is a fighter. back in june the unthinkable happened to this young girl with big dreams of becoming a dancer, she was walking along the train tracks when somehow she lost her balance and got dragged under the train and sadly she lost both legs. she doesn't remember much. >> i lost my legs and there are moments when i feel like i just

might feel different. but it's life so. i'll work with it. >> this is sienna last summer doing what she loves best. dancing the one on the left wearing the gray sweatshirt. some days are more difficult than others, she is now undergoing physical therapy at the university of philadelphia and has a long road to recover. one thing keeps her going the goal to dance again. >> that is like the thing i like to do most. everything else i don't care about but dance. >> natasha ward her mother will never forget the day. initially she got word that her baby girl had died. when she realized it was a mistake nothing else matters and they would work together on everything else. >>mentsly she is like i'm not going to do anything. >> i said you'll be able to do everything u.s. want to do.

we are breaking news we are following here at 5:00. chopper 6 hd flying live in delaware county. authorities are on the scene of what they call a barricade situation, this happening in coles dale. we are getting information about this and we are told that the call came in at 4:30 to the unit block of mcdade boulevard this afternoon. the initial report is that police tried to serve a warrant here at someone at a residence and someone in the home resisted. this is a live look here. we see officers behind one of the cars on the far right of your screen. it looks as if their guns are drawn. these are some tense moments, i do see a weapons drawn here. on the right side of your screen

video? >> chopper 6 hd is live again over the unit block of mcdade boulevard where a police standoff just ended. this is video from just a few minutes ago of the suspect surrendering to police right there. is he walking with his hans raised and met by police and s.w.a.t. team members and taken into custody. other s.w.a.t. team members went into the house to presumably search for other people. this started at 4:30 this have this afternoon. the sheriffs deputy was serving a warrant when an unknown item was thrown at him and burned his legs. he was taken for treatment and the suspect went back into the home and refused to come out. and the standoff situation is now ended. now, to the latest developments of the rising tensions between north korea and the united states. president trump's top military and diplomatic guysers are echoing the warnings toward the

communist country tonight. they are examining plans for possibly attacking guam a u.s. territory. today secretary of defense, james mattis put north korea on notice. this statement said in part. the united states and our alleys have demonstrated capability and unquestionable -- to defend ourselves from attack. and take heed of the security council's unified voice and from the world over that they pose a threat to global security and stability. >> president trump continues to boast about the military might on twitter. talking about how there will never be the time when the u.s. will not be the most powerful nation in the world. today in guam rex tillerson says that diplomacy is still a top priority to the president. >> what the president is

meddling and work on behalf of pro russians in the ukraine. >> are there any ties and no there is not that is absurd. >> manafort was questioned about a meeting with donald trump jr. and a russian lawyer that claimed to have information on hillary clinton. >> paul manafort was a key player, when president trump calls it a witch hunt and now has the records turned over to the fbi suggests this is a very big deal. they say he consistently cooperated with law enforcement and other inquiries, he provided 400 pages of documents to investigators but for the judge to sign off on the raid the fbi has to make a compelling argument that the information is at the risk of being destroyed or hidden. it's unclear what the fbi may have seized in the raid and as is their custom.

the fbi is not commenting. back to you sharrie. world news tonight with david muir will have much more on the new developments in the russia investigation and the rising tensions with north korea and the united states. in other news u.s. senator bob mendez of new jersey goes to trial next month on federal corruption charges. that was the ruling of a u.s. district judge today. accused of taking gifts from a wealthy donor in exchange for special favors. the u.s. supreme court refused a challenge from defense attorneys arguing that the charges should be dismissed. the opening arguments are for december 6 and, fellow senators could testify during the trial. >> prosecutors in burlington county. are reaching out for help in a double murder that has gone unsolved for nearly 5 months.

38-year-old and her 6-year-old son were stabbed to death if their maple shade apartment in march. the case remaining active and now working with the indian cultural center in new jersey hoping to generate new leads, even the smallest tip could prove useful in solving the crime. police are on the hunt for a thief that broke into an apartment and stole two guns, this is surveillance video showing the suspect after police say he got into the apartment on south 13th street in philadelphia. it happened on july 19th, once there he is accused of kicking in the safe and taking two handguns a 22 caliber and .9 millimeter and the paperwork for each and allegedly took a tablet. if you recognize this man philadelphia police would like to hear from you. one person was flown to the hospital following a farm accident in glassboro, new jersey. chopper 6 hd was over the scene in worchester place.

a person was thrown from a tractor after it flipped. it's not clear how baddy the person was injured. a standoff situation that blocked off roads to a delaware neighborhood and forced reads to stay in their homes now under control. it started at 2:00 at a home on the 100 block of stanton road. the roads are back open and residents are free to come and go. the investigation is on going and delaware state police have not yet said what led to the standoff or what brought it to an end. lets get an update on the "action news" traffic report. >> matt pellman is the guy to do it. >> beautiful afternoon but the traffic does not match. we have a mess in fort washington, these are the ramps connecting 309 with the pennsylvania turnpike and 206, look at the stacks traffic to the pennsylvania turnpike.

because of a crash in the westbound left lane between fort washington and norristown. single digit speeds, 6 miles per hour west of willow grove out to the accident scene and gaper delay and normal volume on the eastbound side and two tics better eastbound from there. think local if you can. stay on 53 welsh road and german town pike. the pennsylvania turnpike is not where you want to be. issues on the schuylkill have cleared and the slow speeds are not improved though. still 12 miles per hour on the westbound side of 76 by south street. still have the fire location in westchester, gay street is blocked off and chester is an alternate. and new construction along the route 1 bypass southbound, slow there, 926 or baltimore pike could be alternates. still to come on "action news" wednesday night. tiger woods had the chance to answer for his dui arrest in a
