warning a fire and fury nonsense. >> the north now says it will complete a plan to attack the waters near the u.s. territory before the month is out. we begin with abc's cecelia vega. >> reporter: a new threat from north korea coming in, saying they will be ready to attack the u.s. territory of guam by mid august. this comes as president trump's warning shot fired directly at pyongyang is sending shockwaves around the world. but abc news has learned that threat caught some in the president's own inner circle by surprise. the president in that statement using language not vetted or pre-approved by his national security team. >> north korea best not make anymore threats to the united states. they will be met with fire and fury like the world has never seen. >> reporter: sources close to the president say behind closed doors with top aides, including new chief of staff general john kelly, president trump had

discussed taking a tougher tone on pyongyang, but even members of his own national security team had no idea the president would go so far. >> he has been very threatening beyond a normal statement. and, as i said, they will be met with fire, fury and, frankly, power the likes of which this world has never seen before. thank you. >> reporter: within a few hours, north korea responding with its own warning, saying it is seriously considering a plan to target guam with missiles. the u.s. territory, home to crucial military bases and 160,000 americans is just 2,000 miles away. then rex tillerson sending a message of his own, landing in guam, offering very different words. >> i think americans should sleep well at night. >> reporter: the secretary of state striking a much softer tone. >> what the president is doing is sending a strong message to north korea in language that kim jong un would understand.

not in touch with his cabinet on this message? >> there's been some slight and notable differences in that message. president trump struck a bellicose tone in his warning to north korea but others stopped short of using that same language, raising the question of whether the administration is on the same page. defense secretary mattis put north korea on notice in his own way, saying north korea must cease any consideration of actions that would lead to the end of its regime and the destruction of its people. but he also highlighted the diplomatic push. and while the president specifically warned north korea about making threats, mattis's statement focussed on the regime's actions. and you saw secretary of state rex tillerson using a bit of a softer tone saying the president was simply trying to speak in kim jong un's alanguage. but like many on the president's team, tillerson did not know the president would use those words of fire and fury. they did not speak until after the president's threats. he insists they are on the same

page. a spokesperson at the state department says they are all singing from the same hymn book. >> they knew what the message would be, they just didn't know exactly those words. and so many people at this point are wondering about this whole back and forth. is this just words between trump and un? >> are we know that u.s. pacifi command is working on war planning and defense measures, but if north korea continues to make improvements in their nuclear program. if the tough sanctions do not work they will have to make a dee d decision on whether to make a preemptive strike. they could be facing that decision in the next six to 12 months. >> it does appear they are singing from the same hymn book but different pages of that hymn book. arlette, thank you. the president is facing a

lawsuit from that tweet announcing transgender people would be barred from serving in the military. >> they claim the ban violates their rights and is unconstitutional. the pentagon has not moved to enforce that ban. and now to new developments in the russia probe. we're learning of a predawn fbi raid at the home of former campaign chairman paul manafort. he was woken up two weeks ago by armed fbi agents executing a search warrant at his home in alexandria, virginia. manafort's spokesman confirmed the raid saying mr. manafort has consistently cooperated with law enforcement and other serious inquiries and did so on this occasion as well. authorities have opened an investigation into the ambush that left six soldiers injured.

a man deliberately slammed his bmw into soldiers and fled away. the attacker led police on a five-hour chase which ended when cops opened fire on that suspect. closer to home, hurricane franklin is gaining strength. >> the sixth named storm, franklin, has become the season's first official hurricane. category one, pack being wining 85 miles per hour. >> justin povick is tracking it for us. >> franklin making its second landfall early on this morning. we are looking at still some very, very gusty winds and the potential for extremely heavy rainfall. we have the concern here for damaging flooding along with mudslides, very gusty winds as well. this will be steadily weakening later on this morning into the afternoon, but the heavy rain

coast guard crews rushed to the waters 20 miles off-key west to rescue a navy pilot. the pilot was on a training mission when he crashed into the ocean. the coast guard spotted his emergency smoke signal. and we have new video of an encounter between las vegas police and a naked man outside a church. at one point he drops the gun and walks away but walks back toward the gun. he was a few yards from the officer when he was shot in the shoulder. he's facing several charges, including indecent exposure.

when mueller, then the morning host at denver country station kygo took his girlfriend to a swift concert and a brief meet and greet before the show, posing for this photo later leaked to tmz, now key evidence. this photo is an unusual piece of evidence. usually sides are fighting about which sides they want the jury to look at. here both sides say it's a good picture. he says it shows i'm not lifting her skirt for example. but she says why would your hand be anywhere near my bottom. swift claims he intentionally reached under her skirt and groped with his hand an inappropriate bart part of her . he admits he gripped her rib cage and arm. she says i have never been so sure of anything in my life. and neither has taylor's mother andrea who testified when she saw that photo, i knew something

horribly wrong was going on, dramatically singling out mueller in the courtroom. he sexually assaulted her, that guy. >> seeing her mom on the stand, it really makes you realize that taylor is just like any other girl. she has a mom who loves her and wants to protect her and only wants the best for her. >> reporter: andrea says team swift didn't report the incident to police because she didn't want did to define her daughter's life. you can understand why she might not want the publicity associated with making an allegation against a small-time radio disc jockey grabbing her on a photo lineup. on the stand, mueller took a grilling from swift's attorney about a secret recording he made with his bosses the day before he was fired. most of that two-hour file vanished, mueller claims when his cell phone was destroyed and laptop destroyed by spilling coffee. he says i wish we would have had

improvised. we begin with emily row. >> north korea best not make anymore threats to the united states. they will be met with fire and fury, like the world has never seen. >> reporter: a direct response now to president trump from the commander of north korea's army, a new statement calling the president's threat a load of nonsense, saying north korea will complete its plan to attack waters near guam by mid august. >> they will be met with fire, fury and, frankly, power, the likes of which this world has never seen before. >> reporter: hours after the president said those words tuesday, north korea responding with its own warning. citing that potential plan to target guam, the u.s. territory, home to key military bases in 160,000 americans. secretary of state rex tillerson, attempting to strike a softer tone. >> he's sending a message in language that kim jong un would understand.

he doesn't seem to understand diplomatic language. >> reporter: this as abc news learns that the president's fiery threat caught some in his own inner circle by surprise. the strong language not vetted by his security team. in the latest statement from north korea, the army commander calls president trump a guy bereft of reason and goes on to say only absolute force can work on him, diane and kendis? >> emily, thank you. and world leaders are weighing in on the conflict, as many expressed some concern over this. >> yes, they are. arlette saenz joins us. good morning. >> good morning. certainly, north korea's neighbors in the region are expressing a lot of concern about their latest threats. south korea announced its security council is convening an emergency meeting today to discuss the north's latest plans and south korea's military is warning if the north acts it will face powerful and stern responses from the south and its allies, including the u.s. in a news conference this

morning, the prime minister of australia echoed the response. >> the north korean's regime's illegal, reckless and dangerous conduct must stop. they must come to their senses. what they are doing is putting the peace and stability of the region and indeed the world at risk. >> reporter: but there's also u.s. allies criticizing president trump for the language he used in his warning to north korea. new zealand's prime minister says the president's comments were not helpful and germany's foreign office cautions that saber rattling won't help. also worth noting that japan is saying they would be able to fire at any missiles that north korea launches towards guam. >> in their anti-missile defense system they have there. and i believe guam also has, they have plenty of u.s. troops there receiving that threat from north korea. what more are we hearing about that threat? >> this is really the most specific outline that north korea has given regarding any threats that they've been making. they named a number of missiles

and the exact type of missiles that they would be firing at guam, as well as saying they will complete their plan by mid august, that's about next week. then present it to kim jong un to decide whether he will follow through with it. now, remember, president trump warned that if north korea makes anymore threats there will be fire and fury. he's created a red line. there's already been two threats from north korea in the past 24 hours. how is he going to respond. >> i kind of miss the days when north korea was angry over a movie with james franco. i miss those days. thank you, arlette. >> and president trump has tweeted a sharp response to comments senate majority leader mitch mcconnell made over the battle over health care. >> on monday, the republican senator said the president had excessive expectations about how quickly things happen in the democratic process. the president's tweet, senator mitch mcconnell said i had excessive expectations.

but i don't think so, after seven years of hearing repeal and replace, why not done? meanwhile, ron johnson has apologized to john mccain. johnson was speaking on a radio show, talking about mccain's vote that led to the senate's failure to repeal and replace obamacare. listen. >> he has a brain tumor right now. that vote occurred at 1:30 in the morning. some of that might have factored in. >> really? >> you hear the reaction from the host of that show. the spokesman for senator mccain responding, saying it is bizarre and deeply unfortunate that senator johnson, who is from wisconsin, would question the judgment of a colleague and friend, senator mccain has been very open and clear about the reasons for his vote. and there's also new tension between the u.s. and cuba after the u.s. expelled two cuban diplomats in retaliation for a string of incidents. those incidents took place at the u.s. embassy in havana and other facilities.

several u.s. diplomats suffered unexplained hearing losses. they've now been attributed to some secret sonic device that was deployed. cuba says it's looking into the matter. and authorities are trying to determine what caused a house explosion in milwaukee. neighbors saw flames shooting 75 feet into the air. the home was being renovated but is now just a pile of rubble. no injuries have been reported. investigators say there's no indication this was caused by a gas leak. now to a tragic construction accident in austin, texas. a worker crushed to death under slabs weighing up to 40,000 pounds. they were being lifted by a crane when they shifted and fell. local and federal authorities are investigating the cause of that accident. and mexico is bracing for the first hurricane of the hurricane season. >> we're talking about franklin, which has already triggered flooding on cozumel island and
