breaking news this morning on "world news now." a life-threatening hurricane bearing down on texas and the gulf coast. >> evacuations are ongoing as forecasters expect as much as 35 inches of rain in some areas. historic flooding expected in the southern part of the state with the fourth largest city in america facing what could be a category three storm. and is there a rift among republicans in washington? president trump seeming to distance himself from the leadership in congress as questions loom about the proposed border wall and whether the president will push for a government shutdown as leverage to foot the bill, despite his prom to promise to have mexico pay for it. violent tit for tat.

absolute insanity over this hurricane. >> reporter: in new orleans earlier this month, a summer squall flooded streets. there's now concern the city's pumps won't be able to keep up. >> we're in a more vulnerable space than we should be in. >> reporter: many are likely to feel the direct impact of the storm. the entire country could be affected. some 20 refineries producing millions of barrels of oil. tropical storm alison in 2001 caused $5 billion in damage. matt gutman, abc news. >> and once again, that was a tropical storm. our thanks to matt. and while this is of major concern for the gulf coast, really want to focus in on this other map right here, that matt talked about. the oil refineries, 45% of u.s. oil refineries are along the gulf coast. one third of those are in the path of harvey right now.

thayer are al there are a lot of shared goals, that's what we're focussed on. >> the president's other line of attack is threatening a government shutdown unless congress votes to fund a border wall. that's despite repeated campaign promises that mexico would pay for the wall. sarah sanders would only say that the president is committed to making sure the wall gets built. a hostage standoff in charleston, south carolina has left one person dead during the rush at a restaurant. police say a man, a fired dishwasher, returned looking for revenge. he shot and killed the executive chef. i held one hostage, ordering everyone else to crawl out of the restaurant. the stand ofr eoff ended about hours later after the officers shot the gunman. >> a man came up to the door in white and i went over to ask if everything was okay, if i could help him many and i locked the doorks and put a gun in my belly and told me to get on the floor.

>> the hostage got out safely. the gunman has a history of mental health issues. that restaurant, virginia's, is just blocks away from an emmanuel ame church. and florida is using a new drug. prosecutors say the 1987 double murder was racially motivated. the drug has been criticized by some as being unproved in an execution. it places yet another controversial drug. and breaking overnight, a hearing scheduled today for the man accused of deliberately crash being his car into a crowd of protesters in charlottesville, virginia has been delayed. on thursday, a judge agreed to a request by prosecutors and the attorney representing james field to proes postpone that hearing. heather heyer died during that august 12th attack.

19 others were injured. and a former volkswagen engineer will be sentenced today for his royal in the dicele emissions scandal. he pleaded guilty earlier this month to misleading regulators and is cooperating with prosecutors. they're rimming they're recommending a three-year prison sentence. they installed secret software in order to cheat on emissions tests. eight have been charged so far. you can expect some suspensions after bad behavior between the new york yankees and detroit tigers. it all started when detroit's michael fullmer hit gary sanchez. then it was mcgregor versus mayweather on the baseball diamond. so the benches emptied again, after the yankees fired a 98-mile-per-hour pitch off the

a dramatic water rescue near los angeles. a small boat was left spinning out of control after a man piloting it was thrown off by a wave. the coast guard saved him after he stayed afloat 30 minutes by using his flip-flops as paddles. >> wow. >> pretty creative on his part. he's said to be okay this morning. well, turning now to the baltimore police department, under fire accused of evidence tampering. >> prosecutors say a new video shows quibble activity. but they say the officer in question was doing exactly what he should have been doing. here's abc's pierre thomas. >> reporter: baltimore police under intense scrutiny after an officer appeared to plant drugs incriminating a suspect earlier

this year. two incidents recorded by police cameras. this one, an officer appeared to plant marijuana in a suspect's car before arresting him. another baltimore police officer under the mike scope for a third incident. the prosecutor's office now doubting his credibility. and in this video, they're pursuing a man wanted for drugs, body cameras rolling. the suspect is apprehended. then suddenly, i takes off in handcuffs. police in hot pursuit, catching him after running into the woods. police don't find any drugs initially, but went to the scene after listening to a jailhouse call that allegedly directed them to the drugs. in the video, you see an officer pick up the drugs and then puts them back down, only to pick them back up again. the officer claims he did that because he forgot to turn his body camera on, but prosecutors concerned that it was evidence tampering, dropping 43 case

the white house says both meetings were productive, but so far, there's no evidence of a break through. several white national protests and counter protests are scheduled for this weekend. one of the biggest rallies expected in san francisco on saturday. organizers of the freedom rally say it's for moderates. but some california politicians say it's a white supremacist event. they are worried about violence as several groups are planning counter protests. and on the same day in the other side of the country, knoxville, tennessee, white nationalists are protesting the possible removal of a confederate statue. amazon is set to deliver a gift to whole foods customers. they finalize their $13.7 billion buyout of the supermarket chain monday. once the deal is complete, amazon says it will cut prices on a number of staple items, including eggs, beef and bananas. amazon has plans to offer discounts to prime members who shop at whole foods. the lives of hundreds of dogs were likely saved after they were airlifted from puerto rico. they faced a grim future because
