as a category 3 hurricane. winds up to 120 miles an hour, could be even higher. it is the strongest storm to make landfall in over a decade. the first major hurricane to hit texas in 18 years and it could bring historic rainfall. we are already seeing evacuations. >> yeah, it is a major threat to this population there in the texas coast and we have team coverage all across the storm zone. ginger is tracking the very latest from right here in times square, good morning, ginger. >> good morning to you, amy and george and good morning, everyone. this is a giant storm. especially for you in the united states. can you see it here, the radar, the lashing outer bands to the southeast texas coast, lightning already moving in from houston to victoria to corpus christi waking up this morning. this storm has started n less than 24 hours it will make landfall. of course, you've got tropical storm warnings that extend all the way west to san antonio and austin and a flash flood watch. the rainfall and deadly or

potentially deadly flooding. even san antonio and austin could see 10 to 20 inches of rain, locally some places will see close to 3 feet. this is a lot of rain happening over the next five days or so. the wind speeds especially in this red zone, 110 miles per hour or higher as it makes landfall, matt gutman is right there in corpus christi. matt, they are saying places could be uninhabitable for weeks or even months. >> reporter: yeah, could be pretty bad and just last night there wasn't a cloud in the sky in this bay and that storm is still about 160 miles out but just over the past few hours we've really started to feel those rain bands pelt us and also the wind coming much harder. you can see the water from the seawall is already starting to lap up here. all of this creating this turbocharged sense of urgency and this part of texas. with hurricane harvey's outer bands already lashing the gulf coast this morning a mass exodus is under way. traffic piling up on freeways.

>> as they say, get out of dodge. >> reporter: in many counties evacuation is mandatory. tens of thousands of texans ordered to flee. the goliath storm is growing covering much of the gulf coast in this image from the international space station and this is the view from inside the storm. a hurricane hunter plowing through its center. the storm forecast to dump a biblical deluge of up to three feet of rain. after news that the storm exploded in size, residents in corpus christi besieging this hardware store. >> these people are here buying plywood, plank after plank of plywood. the line just to get to the cashier is 20 minutes long. residents not taking it lightly. >> i'm 65 now and i don't want to die at 65. >> reporter: in some areas like houston panic as people scour for supplies. >> there's no more water. there's no more bread. the bread is already running out as well. >> reporter: lines for gas, wood and sand snaking around the

block, some over three hours long. >> this is the line to get gas, absolute insanity over this hurricane. >> reporter: those in harvey's 359 battening down the hatches as officials in an already inundated new orleans contemplate a full evacuation of the city. the impact of the storm may be felt nationwide. gulf refineries produce about 45% of the country's oil and one-third of the country's refineries are directly in the hurricane's path with hundreds of oil rigs dotting the coast. now, ginger mentioned rain and also the storm surge. i want to give you a sense of how much higher the water in this bay could rise here now. at first they were predicting a four to six-foot storm surge. that's to about here. now they're talking about a 12-foot storm surge. that's all the way up here and this could happen in high tide. on top of that the waves are forecast to be about 20 feet higher so they will easily wash over this seawall inundating

this part of corpus christi. george. >> okay, matt, thanks very much. that storm surge and of course the heavy rain likely to cause major flooding across the coast and to rob marciano with more on that, our senior meteorologist in freeport. >> hey, good morning, george. we're already starting to see water run up here 50 miles south of houston. the winds have become steady and this beach already seeing water up against the seawall. five to nine feet of storm surge expected here. that should be enough to get over the wall and this inlet gets into the harbor. look at all that infrastructure. petrochemical plants and oil refineries. as low pressure deepens an allow the sea level to rise, it is the wind that piles up that water, the crashing waves until it hits the land has nowhere else to go. also the rainfall. it could be like allison as far

as rain is concerned. check out some of the video from 2001. we had rainfall here 40 inches causing $9 billion in damage. dozens of people losing their lives across the texas area and thousands of people homeless. it is not the wind. it is the water from storm surge and rainfall that does the most damage to life and property and that's what we're fearing. >> thanks very much. harvey is causing travel delays. 83% of flights to corpus christi already canceled overnight. most flights in and out of houston not expected to be affected until tonight and major airlines are waiving cancellation fees for people traveling through the storm's path. thousands are evacuating try to make it out before it hits and abc's eva pilgrim is there at the evacuation center in san antonio, texas, which took in more than 25,000 after hurricane katrina back in 2005. good morning. >> reporter: yeah, staging happening here in san antonio this morning. we are seeing first responders and charter buses gathering

nearby here at the at&t center. san antonio, a state and fede l federally designated evacuation center. now, tens of thousands heading here as they get out of harvey's way. there are 40,000 plus hotel rooms and preps are happening right now to get those warehouses and schools ready for that influx of people. one of the major issues with this storm we're expecting a lot of rain here. there's real concern for flooding as all those people head this way. amy. >> eva pilgrim, thank you. let's turn to the head of fema, brock long in washington, d.c. brock, i want to get fema's perspective. how serious is the situation at this moment? >> very serious. unfortunately, the storm is currently strengthening and pressure is dropping forecast to be a major lannfalling hurricane which means this would be the first we've had since 2005. right now citizens have been asked to evacuate. their window to evacuate, that is closing very rapidly.

>> brock, how confident are you that the infrastructure is in place to prevent a major disaster? you mentioned the last time this area, especially the louisiana coast faced something like this was 2005, katrina. >> let me set expectations. texas is about to get hit by a major hurricane so there's going to be damage, not only that, but we're also going to see over the next three to five days significant amount of rainfall which is going to cause a gait amount of inland flooding so there's going to be damage. now, fema is already positioned inside both states of texas as well as louisiana. >> brock, what is your biggest concern, your biggest fear with this storm? >> right now it's the life safety mission. i'm afraid people may not be taking this storm seriously. they may not be heeding the warning and, again, that window to evacuate is coming to a close. >> all right. brock long, thank you so much for your time this morning. we know you've got a busy weekend ahead. >> thank you.

boy, people have got to get out of there. we heard him talk about that dangerous flooding. let's go to ginger for more. >> george, after it hits early tomorrow morning and makes landfall, usually it dies out. watch this. it makes a u-turn and goes right back toward the gulf of mexico feeding off warm wears. look at tuesday into wednesday, we are still talking about harvey sitting over southeast texas and this is where we end up getting two high pressure systems, these blocking situations. there are no steering mechanisms to help get this storm out. and that's why we're talking about up to 35 inches of rain in southwest louisiana in that 6 to 12-inch rain including new orleans. it's all going to be happening as we head into next week. this is going to be a storm we talk about, unfortunately, for at least the next seven days. george and amy. >> incredible. thank you. in preparation for the storm this morning a powerful image from the storm zone. some of the most vulnerable hospital patients have already

been evacuated from a hospital right there in corpus christi. they include ten critically ill babies seen here being med flighted to an intensive care unit. they are doing all they can before harvey hits fearing a prolonged power outage during the storm so it's certainly comforting to see all of those little ones getting to safety. >> it sure is. you are know, president trump is monitoring the hurricane with a call overnight to the governor of texas. as he has a showdown with his own party over a government shutdown and you're reporting the president may be close to a big change in immigration. >> reporter: a big and controversial change, george. with a government shutdown looming white house officials tell abc news that the president is seriously considering ending a program that provides legal status to hundreds of thousands of undocumented immigrants who came to the united states as children. the move the president is considering would put nearly 800,000 undocumented immigrants

in danger of being deported. they are known as d.r.e.a.m.ers who came into the united states illegally as children. president obama gave them legal status back in january president trump told abc they had little to fear. >> they 14u79s be very worried. they are here illegally. they shouldn't be very worried. die have a big heart. >> reporter: but now several conservative states are threatening to sue to end the program. and white house officials say the president is seriously considering giving in rather than defending the program in court. the move comes as president trump is threatening a government shutdown unless congress provides funds to pay for his wall on the mexican border. during the campaign, of course, trump promised that mexico would pay for the wall. >> and i will have mexico pay for that wall. who's going to pay for the wall? [ chanting "mexico" ] >> 100%. >> why is he threatening a government shutdown if congress won't pay for it? >> the president is committed to making sure this gets done.

>> again, he said over and over again, talked about the campaign over and over again and said mexico will pay for the wall. >> once again, the president is committed to making sure this happens and we're going to push forward. >> reporter: "snl's" "weekend update" ridiculed his new, hard line on congress paying for the wall. >> what do we want? [ chanting ] the wall" ] >> who's going to pay for it. [ chanting "mexico"] >> that's right, you the american taxpayer. >> reporter: on thursday he blasted senate leader mitch mcconnell over the senate's failure to repeal obamacare tweeting, he failed. that should never have happened. he also took aim at both mcconnell and house speaker paul ryan over the looming budget battle calling it a mess. the shutdown threat is real, george. republicans on capitol hill acknowledge that it is virtually impossible to get the votes to pay for the wall in the upcoming budget negotiations. that means either the president backs down or there is a

shutdown and white house officials insist he has no intention of backing down. >> yeah, and, we're seeing a sustained campaign against the leaders of his own party and looks as if he's filing for divorce from congressional republicans but doesn't seem to make sense. he needs them more than ever now. it's almost as if he's trying to lay blame because he's worried something is not going to get done. >> reporter: he absolutely cannot get any of his agenda through without those republican leaders leading the way because, george, the president has done virtually nothing to reach out to democrats so he's certainly not going to get help interest them. he needs mitch mcconnell, you could argue more than mitch mcconnell needs him. >> on another front the president's top economic adviser gary cohn has been under some pressure to resign since charlottesville and now he's spoken out for the first time. >> reporter: yeah, this is an extraordinary interview with "the financial times." i want to read you from it. he says, this administration can and must do better in consistently and unequivocally condemning these groups, these hate groups and do everything we

evacuations have been ordered not just yesterday but a fresh one ordered for this one today so we'll be getting out of here shortly after this broadcast. folks filing away from the coastline as this thing gets a little closer. it is intensifying. not quite as big as ike but getting stronger and likely to be at this point a category 3 when it makes landfall late tonight early tomorrow morning and sticking around for days, which is what we're fearful for across texas and louisiana as well where there is a state of perjury for rainfall that could be in the matter of 2 to 3 feet and flooding will continue to be an issue right through the middle part of this week. george. >> okay, rob, thanks very much. there is still time tow wait for those watching. we turn to new details in the natalee holloway investigation. dna results on the human remains recently found in aruba could they belong to the young woman who disappeared more than 12 years ago? abc's linsey davis is here with more on that story. good morning, linsey. >> good morning, amy.

this grisly discovery could be a major development. after more than a decade natalee holloway's parents may finally be on the eve of closure in the case of their young daughter who went to aruba to celebrate her high school graduation and never came back. this morning a possible development that may finally help solve the 12-year mystery. preliminary dna tests reportedly show newly discovered remains in the search for natalee holloway are from a caucasian person of european descent matching the profile of the missing 18-year-old who was declared dead in 2012. >> her body was right here. >> reporter: these dna results come after bones were found, a new discovery based on a tip from a former roommate of a friend of joran van der sloot, a prime suspect in the case. the investigation is part of a six-part docu-series on the oxygen channel, "the disappearance of natalee holloway." according to oxygen.com dna results to conclusively

determine whether the bone fragments belong to holloway are expected by next month. >> why would van der sloot in '05 know about this spot? >> good question. >> reporter: holloway disappeared in 2005 while on a high school trip to aruba. joran van der sloot was the man last seen with natalee after a night of drinking before she disappeared. the 30-year-old is currently serving time in a peruvian jail for killing a different woman. many say natalee's parents were victims of a botched investigation from the start by aruban authorities. now natalee's father dave says he won't give up on finding the truth and getting justice for his daughter as he told abc's juju chang. >> if the dna test is positive, where do you put that? in your mind? in your heart? >> it will be the end of a long, long journey. but we're not there yet. >> reporter: his 18-month investigation with private detective t.j. ward is chronicled in the series. >> what we're doing is building a criminal case against him.

>> reporter: now the prosecutor in aruba disputes the investigator's findings and told a reporter last week even if the remains are proven to be holloway's they would not be admissible as evidence since aruban authorities were not involved in their collection. episode two airs on saturday, august 26th at 9:00 p.m. on oxygen so within the next two weeks we should know if these remains are natalee's. >> all right. thank you so much. linsey. we move on to this weekend's big showdown in las vegas. a live look at the t-mobile arena where floyd mayweather is going to take on ufc champion conor mcgregor tomorrow night. the payoff is huge, the hype couldn't be higher and t.j. holmes has the story. >> good morning, george. these are absolutely the two biggest stars in fighting and they arguably have the biggest mouths and the biggest personals but that translates into them being big draws and that means big money. this is expected to be the most watched pay-per-view fight in history but why now a group of concerned doctors say it should

already to 125. here's the path. it makes landfall by early tomorrow morning. could be a category 3 which would make it the biggest landfalling hurricane in the united states since 2005, that was wilma and starts to lose flavor as they do when they hit land but there are no steering factors so it stays a storm, a tropical storm as it comes back out to the gulf of mexico tuesday into wednesday still terrorizing the southeast coast making its way to houston. this is why we're going to be talking about this for a very long time and sandwiched between two high pressure systems, very little steering factors and up to 35 inches of rain. that 6 to 12-inch range has made it to lake charles and even new orleans. don't forget. there is a tornado threat today on top of it all. >> major weather event. thanks very much. amy has the rest of the headlines. that's right. the president is expected to eliminate the so-called d.r.e.a.m.ers program which protects undocumented immigrants who came to the united states as children. president trump is expected to announce his decision soon before ten states file lawsuits.

>> reporter: good morning. this is how it all started. people would actually post a picture of themselves online that says roast me. essentially asking people to insult them. now, among adults and maybe amongst your friends this could be good-natured friend but it caught on with kids and teenagers and it turned mean pretty quickly. it's the comedic style known for not being nice. >> you literally are a guy that has it all except for friends, good parents and a grammy. >> reporter: while tv roasts like these are popular with adults roasting is now a cause of concern for parents. >> kind of smirked when i said the word roasting. why is that? >> because like adults don't really say it. it's like a kids' thing. >> they're talking about roasting. a social media trend in which they ask to be insulted using

#roastme and photos and videos are posted on youtube and reddit and the insults start coming. you've seen kids be roasted online. >> yeah. >> do you think it's 50/50 good-natured fun and meanness. >> 50/50. >> yeah, 50/50. >> reporter: they say they don't participate but have seen the effect a video had on their friends. >> he put pictures of kids from our school and compared them to things like animals and stuff like that. >> you remember talking to any of the people in the video? >> some of the girls that were in it were like crying about it at lunch. >> reporter: experts say it can be difficult for kids to distinguish when they're crossing the line online. >> kids are volunteering this information but sometimes their pictures are being posted without their knowledge and don't know how that particular young person might react. they may already be suffering from depression and this is that thing that could send them over the edge. >> reporter: these girls say roasting can affect you even when you're not the target. >> does it turn you guys off to

social media when you see some of this stuff? >> i don't like to go on it after i see that for a little because i don't really like people saying negative things to each other. >> i don't like witnessing that type of stuff. that makes me feel like critical because i was there. >> reporter: they don't have the answers to make it stop. is it going to go away? >> probably not. they don't care because you can't see them face-to-face so they're not going to stop. they're just going to keep typing. >> now, the disturbing thing in many cases some kids aren't asking to be roasted. they essentially have kids ganging up on them in this whole group mental and everybody, those insults just keep coming and keep coming. >> so disturbing. let's bring in dr. gail sauts. i want to follow up. you talked to them. what surprised you most about this? >> that it's so prevalent. right? it's just accepted behavior in a lot of ways and talked to kids before and they say sometimes the bullies are called out and the people will gang up on the

bully but sometimes in these they say it's kind of this spiral effect to where, that kid is insulting him it's okay for me and it keeps coming at one kid. you're inviting the entire internet to come pick on you? gail, what was most surprising to me, the teens are asking for this or wanting to be roasted. why would that be the case? >> it's a self-destructive behavior like others like teens cutting or using drugs. and so usually underlying self-destruction is the feeling that i deserve it somehow so often underlying depression or anxiety or may be a group who feels so left out of things, so on the fringe and shunned that they would rather be the target than be not in at all. negative attention better than no attention which, of course, it isn't. >> what do the parents have to say. >> right now we're catching up. the kids were almost laughing at me using the term roasting looking at an idea. what do you know about roasting. parents can't keep up. the kids are always ahead of us.

>> so true if what should parents do in this case, gail? if your kid is being roasted or if your child is roasting someone else. >> both categories as you're bringing up it's moving so fast so parents have to monitor and need the passwords and look at what is going on to stay abrett linkletter of what's going on and communicate openly with their kids about whatever is going on, i will not ream you out, i will help you. let's talk about what's going on so ha open communication, but if they are the ones who are being the victims, let's say then you need to look for that underlying cause. is depression or anxiety going on? get them help. if they're the ones doing the bullying you need to teach emempathy and say imagine you're standing in the shoes of the person receiving this. what does that feel like. yeah, that's why we don't want to do it and need to be consequences. parents have stopped doing this. you need consequences for bullying. so whether that's you remove the computer and access for some period of time or i think more importantly make it right.

metabolism going and makes me feel good in place of coffee. >> reporter: apple cider vinegar which is basically termed apple juice has a long history as a home remedy and recently had a rebirth with enthusiasts using it for everything from acid reflux to lowering blood pressure. >> it's got so many diverse uses. >> reporter: stomach believe the pectin from the vinegar's apple base helps with weight loss by making you feel fuller. others say it has healing compounds like potassium and probiotics. but is it really helpful? >> there are so many claims, but at the end of the day it's not a magical elixir. >> reporter: nutritionist kelly hogan says most of these vinegar claims have never been studied. although there is limited evidence that apple cider vinegar could improve glucose control in diabetes. but people who drink it need to be careful. >> the downsides to apple cider vinegar are it's really acidic especially if you consume it in its concentrated form.

>> reporter: it can interfooer with medication absorption or cause low potassium levels but in smaller amounts it is considered pretty safe. cindy often puts it in a smoothie. >> i don't taste it when i make my smoothie. when i don't have time to make it i put it in regular water. it's just something you get used to. when you dilute it in water, a little sour but not a big deal. >> reporter: although it depends who you're asking. it's an acquired taste. not for everyone. >> take a shot, right? well, again, this isn't a cure all but in small doses apple cider vinegar hasn't been proven to do much harm so if you're looking to get probiotic health benefits but not too keen on the taste there are so many other ways to get it in. you can put it in soup, salad dressings, marinades. you can even make a little tea. take a spoon, put a spoonful a little lemon, hot water, lemon, nice, crisp way to start your day. >> thanks very much. when we come back, we are

one of our favorites for sure, matt o'donnell, did you know if you try to ride your bike down the schuylkill expressway, the state police will pull you over and arrest you and put you in the back of a cruiser. that's what happened on the westbound side of the schuylkill expressway close to girard avenue. it tied up traffic for a minute. all the activity is cleared and we're dealing with normal delays for a friday morning in the summertime along 76. crash along the pennsylvania turnpike is gone. one 611 at cherry street. linking delays on i-95. -- lingering delays on i-95. expect them work of the northbound side of the girard point bridge double decker will be blocked in a if a minutes. >> david murphy is outside. >> reporter: sunshine and clouds in allentown a cool comfortable, 65. this afternoon we're going for partly sunny to mostly sunny sky cover. 79 for the high. low humidity, just gorgeous
