landfall last night as a category four the strongest hurricane to hit in more than a decade and the strongest storm to hit texas in more than 50 years. >> we're going to texas where strong wind and rain remains a concern despite the hurricane losing strength. >> we're getting a look at the damage overnight, trees toppled over and businesses and homes damaged according to the electric reliability council of texas, hurricane harvey caused 200,000 power outages. no deaths reported, thankfully, but damage and flooding is expected. you can see the videos coming in, as the hurricane is forecasted to sit on the coast for days which will cause a lot of severe flooding. that's what chris sowers will be talking about. >> when the hurricane hit texas it was a category four and downgraded to category one,

abc's natasha barrett with the latest on the instant -- systemg us up to speed. >> reporter: as the sun comes up, it looks peaceful, but i have to tell you in the last hour or so, strong winds and there are strong winds now, rain, thunder and lighten and possible tornado touch downed southwest of houston. now more than a million people are waiting to see what hurricane harvey has planned. hurricane harvey roaring on to the gulf coast. >> the best way i can describe it is a continue can being kicked down the road. >> reporter: the strongest in the u.s. in more than decade. >> this is not anything that's going to be are a quick one and done. we're not measuring inches in rain we're measuring in feet of rain. >> reporter: residents of texas, mississippi and louisiana getting hit the hardest.

rockport texas right in its path. merge crew are having difficulty responding to the damage. >> we have not been able to get out and see what's happening, but it's not looking good. >> reporter: the mayor advised people to write their names and associate security numbers on on their arms with a sharpy. >> there's a constant howl you hear the wind, but not the rain, even though the rain is going on. the wind is going, you can hear the boards on the house shaking. >> reporter: winds so fierce they rated the ceiling tiles at our affiliate in texas, a tree branch fell through a home. the governor pleading with residents who didn't evacuate to have a plan. >> they need to prepared to be without power and inadequate

access to food and supplies for a couple of days. >> reporter: let's talk about the damage. we heard of the possible tornadoes i mentioned before touching down southwest of here in missouri city. we heard a roof collapsed on a family, we're not sure about the injuries yet. threeish hours from here, south of here in rockport another roof collapsed on a senior living center. there are injuries there, emergency officials are taking the seniors and transporting them to a county jail so they can get them medical attention they need. tornado watch in effect for texas and louisiana well into tomorrow. you can see the wind is picking up. far from over, hurricane harvey although it is a category one has a lot in store for houston. reporting live from houston, in natasha barrett. our thoughts and prayers to the folks of texas. our complete coverage of

hurricane harvey continues with meteorologist chris sowers at the "action news" big board bring us up to date. >> reporter: as natasha mentioned the wind elements are starting to weaken. the rain is getting started reports of 16 inches in areas north of victoria. this is an infared satellite shot you're looking at the cloud tops of harvey. the storm came onshore moved in like this it is slowly pushing over to the north. you can see how the eye is inching closed that is a good sign that would indicate that the storm has started to weaken. the winds blow counter clockwise around the low. you have on-shore winds here and off-shore winds south of corpus christi. the flooding was tremendous across the barrier islands north of where the storm made landfall.

storm tracker 6 live i zoomed into the area, here's the center right here. what you're seeing around it, that's the eye wall that's where we're seeing the oranges and reds. rainfall rates 2 to 4 inches around the eye. we're seeing winds sustained up to 80 miles per hour. we've turned the buoy on and right now this particular buoy is seeing sustained winds up to 50 miles per hour that's 06 miles per hour southeast of vick store i -- victoria. rainfall rates 2 to 4 inches per hour. we have an automated rain gauge, 6.74. houston, the official number 6.86. the southwestern suburbs have seen more of that, clover field closing in on five inches of rain. in the next five days, the storm is meandering about, victoria

afterwards. >> reporter: as flights arrived from houston, passengers express uncertainty about what they will see when they return. >> we live north of the city, our home is fine. people in the city and in the apartments on the streets they are not going to be in good shape if the storm stays. >> reporter: the boards don't show it, but airlines grounded 200 weekend flights across the country waiving rebooking fees as many scramble to get out. >> my flight was full and they wanted people in new orleans to stay back. >> reporter: marty cut short his trip in san antonio he will see the storm from afar remaining optimistic. >> i think they will be okay. >> reporter: major airlines are offering travel vouchers so travelers can rebook flights for

>> welcome back saturday morning, 9:13 a.m., taking a live look at galveston, texas, hurricane harvey has caused dangerous conditions along the water. it is again raining. strong winds and choppy waters,

hurricane harvey made landfall as a category four and expected to cause more problems in the coming days even though it is a category one. what is the problem here, chris, it's not going to be the winds it's going to be the rain? >> reporter: the initial wind problem is gone. it's weakening into a smaller storm in terms of wind speeds, but rainfall totals because there's nothing to push the storm on its way it's going to rain and rain, rainfall totals could exceed 40 inches in someplaces in southeastern texas. for us, it's quiet, sky6 live hd in the delaware and lehigh valleys. this is the view looking at the commodore barry bridge. it's quiet there's not much to talk about, high pressure in control. its noctd the humidity well out -- its knocked the humidity well out to sea. it will keep temperatures in the

70s. getting back to harvey, these are the cloud toptops exceeding 50 feet. you can see from houston to corpus christi a tremendous amount of rain falling underneath these clouds. the latest stats it is down to 08 miles per hour. it's a monday mum category one storm. really the 80-mile an hour winds are only wrapped around the center of the storm around the eye wall. everything else we're seeing tropical storm force winds. the pressure is 978 millibars that continues to rise another sign of weakening. it's moving to the north/northwest at 6 miles per hour. it's crawling to the north/northwest. maximum gusts 100 to 120-mile an hour range. on the scale it's a minimum category one. we're at 80 it's slightly holding on to a hurricane force.

it may landfall at 130 miles per hour with gusts up to 140. it was a monster storm when it made landfall. another view on storm tracker 6 live here's the rio grande, mexico, south padre island to the south. corpus christi pushing inland along southeastern texas lake charles you're seeing the outer edges, the feeder bands working inland from this massive storm. spay plots each line represents an individual forecast model. what we like to see is all the lines coming together because that would show agreement amongst the modeling it looks like a plate of spaghetti, the lines are everywhere, thus the name. this shows me the modeling does not have a good indication where the storm will go over the next 3 to 5 days. this would be a nightmare

scenario if the water goes back into the gulf. the idea that this storm could sit and spin could lead to cat strorveg flooding. this is -- cat strorveg flooding. this is wording they used with katrina. home and wall and roof structure failure, uninhabitable for weeks or months because of how bad the storm is expected to be. a big, big mess across southeastern texas. fortunately for us, temperatures are in the 60s. no humidity, no cloud cover out there, as high pressure moves in. that will keep things night and quiet over the next several days. forecasted highs today not looking like the dog days of august, 79 in philadelphia. 76 in allentown. cape may on the boards in atlantic city, 77. just a low risk for rip currents, sunny, nice and comfortable, ocean city, 77.

diminish, now the heavy rain pounds eastern texas. hurricane harvey was the first category hurricane to hit the united states since charlie in 2004. him it was the first category storm to hit texas since carla in 1961. it came onshore 11:00 p.m. maximum sustained winds 130 miles per hour. gusts 140 miles per hour. came onshore four miles east of rockport in southeastern texas. it's moving slowly to the northwest 5 to 6 miles per hour. that's the big problem with the storm, you can see the tornado watches off to the northeast in the front right quad quadrant, you can see the feeder bans wrapping around this thing. the port lavaca right here has seen high tide levels 6 feet above high tide levels. the bands wrapping around the center just pushed this water

inland. it's during low tide, the tide can't push out because of the winds and the force of the storm push the water inland. they are seeing a tremendous amount of flooding with the storm. as i mentioned earlier it is just beginning. little movement is expected over the next five days it will sit and spin over southeastern texas, catastrophic flooding is predicted by the hurricane center. the latest update on the european model shows a location near victoria, 60 inches of rain. that's almost five feet of rain, incredible. some neighborhoods could be uninhabitable for the next several weeks if not months. >> hurricane harvey has been downgraded to a category one storm, but it's slamming the gulf texas coast. >> it's bringing wind gusts and

cat descrosk -- catastrophic flooding. harvey arrived as a category four storm packing 100-mile an hour winds. it rocked suvs back and forth look at the damage here. in rockport a school and senior center are among the places badly damaged by the system. hundreds of thousands of power outages are reported on the gulf coast. the other major concern is the flooding. ten inches of rain has fallen in addition 25 to 35 inches of rain is forecast to accumulate through wednesday. president donald trump tweeted he is closely monitoring hurricane harvey from camp david. city state and federal government are working great together. he is expected to visit the area next week and signed a disaster declaration for the state. >> hurricane harvey could mean bad news at the pump for drivers in the area.

the dots on the map represent refineries along the gulf coast home to nearly one-third of u.s. oil protection have been shut down. aaa is monitoring the storm impact on gasoline supplies. >> production sites want to get back online as quickly as possible, but, again, we don't know how much damage the storm will do. >> now, experts predict gas prices could rise 5 to 15 cents per gallon in the wake of a hurricane. local red cross loaded up trucks the call center said it's handling calls from people who want to help out there. the red cross regional ceo said the best way to help is to give blood or cash donation by phone online or text. >> if you can give blood giving blood here matters, we will get it to the people who need it. >> a handful of red cross

nearby hospital for smoke inhalation. >> all you could see was black smoke, you couldn't come through you had to take the long way around. >> the whole neighborhood it was like a smoke bomb went off. you couldn't see anything. >> the fire was placed under control around 9:00 p.m. the building was immediately torn down, the red cross is helping 14 people displaced by the blaze. time 9:36 a.m., philadelphia police issued an arrest warrant for a man they say hit and killed a woman with an suv in center city. police are searching for 35-year-old brendan hay, detectives released images of the suspect from surveillance video. 53-year-old anne brodrick was killed after being hit by a white jeep wrangler rubicon. a tip led investigators to the man in delaware county. police involved shootings

category one, walk us through it. >> reporter: houston is away from the landfall. the fact there's no steering current to push the storm along it will continue to rain for days, and days and days, it could rain for five straight days that will lead to catastrophic flooding. in the meantime, sky6 live hd talking weather in our neck of the woods. this is a beautiful shot in cape may. what a lovely beach weekend this will be today and tomorrow. completely sunny skies, puffy cumulus clouds from time to time. low humidity and the temperatures in the mid 70s. 63 in allentown. 58 in the poconos. they dropped to 45 degrees this morning. a little bit more than 1 degrees above the freezing mark, it was kind of chilly early on. millville, 71.

harvey downgraded to a category one storm, minimum category one maximum stained winds 80 miles per hour. there's -- sustained winds 80 miles per hour. there's victoria, port lavaca is inundated with heavy storm surge. they are at high tide, but the levels because of the surge are typical for high tide. it should be low tide. corpus christi here, houston, heavy rains for the entire area. the movement over the next five days looks like, there's nothing to steer it on its way, it will do a loopdeloop over the next five days, it's a slow drift so it will rain heavily in this part of southeastern texas. right now it's about 100 southeast of san antonio, texas, by thursday it's 135 miles per

hour to the northeast at that point of san antonio texas. it's not moving here and that means a lot of rain. this is victoria, texas, the computer guide, they have seen 16. you get the idea, tremendous amount of rain. look what happens as we broaden the view a little bit. it shows an additional 18 inches in houston, almost 17 in corpus christi again this entire area has already seen 7 to ten inches of rain. this is on top of that, there's the number for victoria, almost 29 additional inches of rain. it will be a mess in southeastern texas. here's the exclusive accuweather seven-day forecast, back home, sunny skies today, sunny skies tomorrow. just a few clouds mixed in both days, high temperatures in the upper 70s. low comfortable humidity levels. as we head into next week, increasing clouds, 77.
