falling which could result in catastrophic flooding. i'm walter perez, and the big story of the night is tropical storm harvey. the storm has spawned several tornadoes and now torrential rain could create the potential for life-threatening floods. we have the latest from lana zach in houston. >> good evening, rain hitting hard in houston. devastation throughout the state and region. things continue to get worse. >> harvey has moved in on the gulf coast and the storm doesn't look like it's going anywhere soon. >> the storm is not over. it's stagnated. it's a slow-moving storm. please don't come back to the areas. >> the storm flattened texas, ripping roof roofs off of build,

sinking boats and projectiles sliced through metal. the daylight revealing nearly all encompassing deaf station. many are now homeless. gathering in the elementary school. >> there are cots everywhere you look. >> the bulls eye of the storm in the path. >> everything went to hell in a hand basket. >> even after harvey was downgraded to a tropical storm, it continued its assaulted with eight tornadoes reported, two in louisiana and six in texas. all outside torrential rapes that could continue for days. >> we want to keep people out of rising water. >> the city of wharton under a

voluntary evacuation order because of the risk of flooding. the colorado river expected to reach historic flood levels. >> volunteers from our area are on the ground in texas to provide help. volunteers from the red cross are fielding calls for people in texas looking for shelter. pennsylvania has sent two representatives to texas to help in person. we spoke with one toed today. fred is preparing vehicles and will head to corpus christie. >> it makes you feel good when you see how you are helping these people and how lucky we are that none of these storms have hit us like other areas of the country. >> we are told the good people of delaware valley can help by donating blood. many hospitals will be low

expectedly in blood supply. harvey has been downgraded to a tropical storm but forecasters say the system is not going anywhere anytime soon. it's moving very slowly which means those areas get a lot more rain before it's over. karen rodgers is here with coverage. >> that's right, walter. with that the last hour we have had an update from the hurricane. we are talking about 50 miles per hour. there were 130 miles per hour a powerful cat four hurricane. since the wind have decreased 130 to 50, why are we saying the worst is yet to come? it's about the rainfall. it's unprecedented. victoria expected 21-inches of rain. houston over 21-inches of rain. the national hurricane center says there are isolated spots in the area that could get 40-inches of rain.

a wall of water, storm surge hitting the area as well. big problems for texas. we talk more about this and our weather in the seven-day forecast. >> talk to you in a bit. with the evacuations, there are a lot of pets victimized by the storm. this is otis. someone spotted him walking down the street in texas. he's prepared for the worse. as you can see, otis is carrying a big bag of dog food in his mouth. >> police in delaware county are investigating a shooting at 8:30 tonight. police believe the victim was shot in the shoulder. we are waiting to hear how that person is as well as what led up to the shooting. it was a close call for ems crews last night in philadelphia when they found themself also caught in the crossfire. a stray bullet hit the ambulance

as it was on the way to the hospital. annie mccormick has the full story. annie? >> walter, this isn't the first time according to officials that something like this has happened. first responders and the patient in the vehicle luckily were okay and the first responders went back to work the same night. >> if the attendant would have been sitting in there, they would have been missed by mere inches. >> ray a trustee of the firefighter union is talking about the bullet hole you see in this picture. it happened just before 10:00 p.m. with the emt in the back attending to a patient. >> they got down on the floor in the medic unit and protected the patient they had in the unit until the gunfire ceased. at that time they called for police. >> gary loash is commending the

emt and paramedic action. a man pulled a gun during an argument in the street and fired. one shot hit medic 40 above the headlight. the other hit a man involved in the street fight. >> 52nd and market street is a busiy ente intersection. a number of people could have been hit. >> first responders arrived in another ambulance and took the patient to the hospital. >> it's unfortunate that our people are put into these positions. people hear firefighters take their lives into their hands everyday, our paramedics and emts take their lives into their hands everyday by the situations they are put into. >> the shooting victim was taken to penn presbyterian hospital in

>> members of the lgbt community faith leaders and supporters marched in the streets of allentown to protest president trump's administration. they organized the rally to respond to what they call human rights set backs including the ban on transgender people from serving in the military. the trump administration maintains that they'll ensure the lgbt rights are protected.

this is just one of a series of announcements made by the president last night. hours after that order the president pardoned sheriff joe arpaio of arizona. arpaio was convicted for not stopping detaining latinos. plus, the top aid is no longer employed by the administration. >> patriot prayer tried to hold a rally in san francisco but was forced to council after a counter protest. the city's entire police force remained on duty as a precaution. city officials were worried about the potential for the kind of violence that broke out during a similar rally in
