>> saturday night, i'm walter perez. heres what's happening on "action news" at 11:30. tropical storm harvey is stalled over texas and is expected to bring 30-inches of rain, maybe more which could cause catastrophic flooding. we go live to houston for more. president trump is keeping tabs on the storm from camp david. he's also monitoring the fallout from last night. he made several controversial

decisions including pardoning the sh sheriff of arizona. >> we begin with the latest on tropical storm harvey. volunteers are pitching in to help those caught in the storm's path. >> on the third floor of the american red cross building in center city -- >> we are providing professional shelt are. >> volunteers are fielding hundreds of calls from texas as the storm pummels the state. many are looking for shelters. >> you are helping people on the worst day of their lives. you have people calling in, in tears. you do the best you can to help them work through that. >> the red cross of pennsylvania sent two volunteers to texas. we spoke to con of them on the phone. >> it makes you feel good how you are helping the people and it makes you realize how lucky you are that none of the storms hit us like they have other

parts of the country. >> fred is preparing emergency response vehicles. he will head to corpus christie hopefully early next week to help in the most heavily affected areas. >> our vehicles will run out to feed people. we make sure they are running, that nothing happens. we don't want anyone hurt. >> a way to help here? donating blood. people that give blood in our community, we'll get that blood to texas. they'll be challenged with blood supplies. >> other organizations are ready to help too. the spca says they have sheltered animals in disaster before and could be called upon again to help. we checked in with new jersey, they have 12 volunteers in texas. red cross encourages people to donate money or time if they

would like to help. trish hartman, channel6 "action news." >> meanwhile president trump is keeping an eye on the storm from camp david. vice president mike pence and chief of staff john kelly were on the other side of the call. the west wing is dealing with more than tropical storm harvey. they are dealing with a storm created by the president last night. >> as president trump keeps a close eye upon hurricane harvey, he's weathering a political storm. a number of announcements out of the west wing. sebastian gorka forced out, the white house saying he no longer works for the administration. the president signed a directive banning transgender individuals from serving in the military.

then trump compromised sheriff arpaio. >> the backlash was swift and fierce. protesters speaking out in his home state. >> the white supremacy and sheriff arpaio are showing will not be pardoned. we will not forget. >> arpaio was voted out of office last year convicted of criminal contempt for violating a court order to stop racial profiling latinos. >> i'm angry. trump okayed the terror arpaio caused. >> the sheriff was facing six months behind bars and had yet to be pardoned. the white house called arpaio a worthy candidate for pardoning. >> john mccain said no one is above the law adding that arpaio

>> we return now to developing news in texas where a whole bunch of towns including houston are bracing for epic flooding. tropical storm harvey rolled into town as a category four hurricane. now 24 hours later the rainfall is not letting up. lana joins us. thank you for taking time to answer questions about what is going on down there. first of all, how successful were the evacuation efforts? did people stay behind? >> in a lot of places, very successful. in rock port, only 60% of the residents heeded the warning to evacuate. 40% stayed. that town leveled by the wrath of hurricane harvey. we understand hundreds of people are homeless in that area alone.

while evacuations are successful, we are facing more evacuations. richmond texas was issued a warning because of the risk of flooding. though it's a tropical storm, the situation is tense and precarious for people. >> jaw dropping. have the rainfall estimates changed or do some still face the prospect of two feet of rain? >> that's right. part of what also makes that really incredible is not just how many rain, but how sustained its supposed to be. we heard from officials moments ago. they were saying that this system, being it's sitting here continuing to pour its rain down on the effected area, the system

will last four or five days. they are strapping in for the long haul as this continues to saturate the ground and overplug the bayous and rivers. >> thank you so much for the report. let's move on to the accuweather forecast. karen, how unusual it is for a storm to sit there? >> we hardly ever see it not moving at all. the national hurricane center saying it's moving one miles per hour. usually there is a steering mechanism, a cold front, something to push it out of there. nothing like that. it's just high pressure nearby. you remember what happened when we were dealing with sandy. it was a shorter period of time. if you can imagine day after day. it may still be there thursday. you can watch this, right in is you see how it's not budging? this is 3:00 to 11:00 tonight.

you are not seeing movement. you are not expected to. that's the real problem with what is now tropical storm harvey. let's talk about those rainfall totals we are estimates. the national hurricane center saying 15 to 25. however, they are saying there could be isolated spots with 40-inches of rain which is unheard of. this is a tropical system dumping rain. high pressure to the north of it, high pressure to the east of it, giving us nice weather, but there is nothing forcing the storm to move, nothing encourt and juryincourtandnothingencourt of there. it's another beautiful night. low 50s in the lehigh valley. 61 in the city. feeling fall like, 58 millville.
