christi for an update on the historic floods. many told the president that recovery is just beginning. >> recovery is a slow process but rest assured we are doing everything we can. >> in houston a rescue efforts continues ash the clock to rescue people from floodwaters. and this man waited for crews in a dingy for crews to spirit him to dry ground and shelters are filled beyond capacity. >> emergency shelter in downtown houston was meant to house 5,000 people and almost now double that beyond capacity beyond 9,000 and growing and they promised more are coming and promised more cots. and reservoir dams are now overflowing their levee adding to the rising floodwaters. and flood dams are releasing water at twice their normal rate trying to release the pressure and the five consecutive days of

rain set a rainfall for one tropical system. one place reported 49 inches of rain as of tuesday morning. >> more than a trillion gallons are dumped here on harris county. it's enough to fuel niagara falls for 15 days. >> thank you we turn now to chad pradelli also live in houston, chad you spent hours trying to navigate this flood ravaged city today. >> very difficult sharrie, we are in what is called rescue row, the hardest hit area of houston in the northeast section of the city and moments ago these law enforcement trucks were brought in trying to make their way into a neighborhood. again, this is where most of the search and rescue operations are occurring right now, they are occurring throughout the city and this is where the heaviest concentration are taking place.

the coast guard is launching their boats from here. and we were suppose to go out 15 minutes ago. here you see the heavy trucks. the not just law enforcement trying to help out. every day citizens launching their boats as well searching their neighborhoods. to see if anybody needs to be moved to higher ground and we won't know the numbers for many daze. look how deep the water is see the cars, we were eight miles away and it took us two and a half hours just to get here because we need to get to this higher highway but the lower sections just have waist deep water is what we have seen. the vehicles try to and a half get and get to the higher highway. this is belt 8 and it's completely under water. some of the observations in the last hour, hour and a half. so many stranded animals it's

heart breaking to see. authorities are working to rescue people but the animals that need help is tremendous as well. the rain has picked up here within the last half hour to an hour. when we arrived here coming from the western part of the state from san antonio, it was not too bad in the past half hour it has picked up and the wind is blowing and a difficult situation out here to navigate and report. and for people like this just trying to get around and get where they need to go to get warmth and shelter. the convention center is housing some 9,000 people. the line to get to the convention center is backed up for seemingly miles. as you see conditions worsening here from what we see here in the past couple of hours. and a lot of effort still underway as authorities wait for harvey to finally move out. i'm live in northeast houston, chad pradelli, channel 6 "action news." >> an incredible scene.

great to have you there. be safe. and officials in louisiana are dealing with problems from the storm and preparing for another landfall there. this was the scene if lake charles this morning as residents were rescued from their flooded houses and take tonight shelters. organizers are asking for doe thingses from clothing and bedding to baby essential. and they are making sure that pumps from hurricane katrina are functioning. we are keeping a close eye on harvey at home here and the record breaking rainfall. >> and we are looking at rain coming to our area. meteorologist, adam joseph, tracking it all for us. >> we look at harvey a tropical storm and drifting near houston south and east of the city. you see the heavy bands of rain, they do extend into louisiana and the panhandle of florida, and moisture continues to flow in off the gulf of mexico. and houston now still dealing

with steady rainfall. we see brightening reds coming in east of the city, wrapping back if here. the back edge of the rain here pivoting to the north and east and east of houston. cedar bayou dealing with heavy rain that is where they sell the a new record for any tropical system that made landfall ever in history. it never produced this much rain. five days 50 inches of rain and that number continues to climb and the previous record was 48 inches of rain from amelia in texas as well. back in 1978, over 10 inches of rain every single day in that part of texas. right now you see it did make landfall north of corpus christi and did a loopy lou, and moved back over to the water. and moving northeast at 8 miles

per hour. and making the landfall south of lake charles in louisiana late tomorrow. and then it slowly drifts towards our region for the upcoming weekend bringing us some rain not flooding rains here but some rain for the beginning of the labor day weekend. speaking of rain we are dealing with some steady rainfall, wilmington and philadelphia and trenton especially to the south and east drier as we head up to the lehigh valley. in addition to the rain today and clouds and a chilly wind. hammering the shore line here with swells and beach erosion in cape may. 13 in philadelphia. we'll have much more when our rain lifts out of here coming up in the full accuweather forecast. >> dozens of first responders and volunteers are now fanned out across the flood zone across the gust coast, including two red cross workers deployed today. they left from the organization's philadelphia headquarters, they are heading south in a van equipped with

food, water, clothing and other emergency supplies. >> it's difficult to watch and see what is going on down there. but now knowing that we'll be there and be able to hopefully make a difference in tease people's lives and alleviate the suffering going on, it makes us feel a little bit better. >> the pair will first drive to the staging area in louisiana where they will be assigned to a specific area that needs help. abc is hosting a network wide day of giving, and 6 abc is join that effort. on thursday we'll host a phone bank to collect your donations for the victims of harvey and all proceeds goes to the american red cross. right here on "action news." >> so much generosity out there. as we see harvey's damage along the gust coast. it's hard to fight back memories of what hurricane sandy did it our area. when the storm rushed to shore

almost five years ago. nora muchanic spoke to some survivors today. nora for them the scenes in texas are too close to home. >> they really are brian. and the sandy survivors here in jersey can't help but feel for the people going through that now. they lived through this nightmare and they stel me that the folks in texas are in for a long difficult ordeal. >> i was in their situation so i know what they are going through and know what they are about to two through. >> joe is with the new jersey organizing project a nonprofit made for sandy survivors to deal with all kinds of post storm issues. the folks in texas have no idea what they are in for. >> they will foolishly think like me we'll get our house in order and be home in six to eight weeks. every step of the way is a fight. >> fighting with insurance companies and fema and shady contractors to name a few.

>> chuck griffin just got back in his little egg harbor home last week. rebuilding was delayed by a contractor taking $50,000 and not doing the work. >> he gambled it away he is now in jail but what good does that do me. >> the texas flood victims should document everything from all the items they lose in the storm and every conversation with a recovery official. endless paperwork and phone calls and they need patience. >> they want things to happen quickly and they will find out that things happen very slowly. >> one thing the texas flood victims may not be prepared for is the emotional toll. some people her are still dealing with that five years later. they get the calls from the sandy survivors as they watch it on tv. >> they have a hard time coping and reliving the trauma of seeing their own house.

blocked and this issue definitely being a mess traveling out on the blue route. we should wait for the vehicle to get out of wait and traffic starts to move again. with this being out here, the schuylkill up here is moving along fine. just allow more time if that is where you are traveling. and blackwood, new jersey, an overturned vehicle on the 42 freeway on the acx, you see that on the grassy area here and that could set you back. more time needed for this afternoon and with the rain not helping. in sewell, new jersey, an accident on the northbound 55 off ramp to 553 and so be careful there. on the big picture single digit speeds and rain, and you can see it's 6 miles per hour on the northbound side of 95. 7 on the eastbound side of of the vine street expressway and 14 and 10 on the schuylkill. more time need this afternoon for sure. >> thank you. next on "action news" at 4:00, exclusive video as a man

the man suspected in a deadly center city hit and run has turned himself in. only "action news" was there today as 35-year-old brandon hey surrendered at police headquarters, police say he was driving the white jeep that struck ann broderick on august 6th. the vehicle left the scene and

broderick died and his client said he had no idea he hit anyone and the charges are too harsh. >> he was driving the vehicle and didn't know he struck anyone. this was not a criminal act, he did not leave the scene of the accident knowing he struck and killed anybody. >> he is charged with homicide by vehicle and involuntarily manslaughter. a police officer inadvertently caused a sheltner place alert at the university. they issued it online and on social media. it was a plain clothed officer escorting a group on a museum tour, the officer had his badge on and his gun in a holster and never told museum staff members he was there and it was lifted in 10 minutes and the officer is cooperating in the investigation. the white house is responding today to north korea's latest missile test

we head farther to the north and west. encountering the dry air in the lehigh valley and reading and wet drive for the evening rush through chester county, delaware county and all of philadelphia county up through trenton and mercer county along 95. you can see a lot of rain falling and the wet roads around most of the day. definitely slowing that evening rush hour and temperatures are extremely cool. and right now 56. up in the poconos 63. 66 philadelphia, more than likely it's the coolest day we have had since the end of may early on in june when temperatures were only stuck in the 60s. depending if we hit the number on the off hour and 69 philadelphia and millville and 70 or so in atlantic city. all of this rain is due to low pressure working off of cape hatteras and as it continues to

move away. more than likely we will not name this irma. the wind creates hurricane forces. as it moves away that continues to push away highways. and rough surf our way. it moves out and waves 6 to 10 feet. winds gusting 40 t5 miles per hour. and dangerous rip concerns. even though it's sunny tomorrow. listen to the lifeguards as you listen to the shore. show the rain and philadelphia south and east and breaks apart at midnight and the clouds start to fall apart to the north and west. and as we wake up tomorrow morning, sunshine and cloud cover and into the afternoon tomorrow, a pretty nice day on tap with sunshine ruling and temperatures much warmer today add at least 10 degrees in the afternoon as we hit the upper 70s with low humidity. as we look at the four day

forecast 78 is the high warm with an isolated storm late in the day on thursday and dry at 85. hello september, 73 that is it on friday with sunshine and rain develops as the remnant low of harvey starts to pass through saturday. we'll have more on that coming up in the seven-day forecast. >> all right thank you. we have got an update now to a harvey fundraising effort and a 5-year-old that set up a lemonade and sweet tea stand raised more than $100 and he is not done yet. jet and his mom plan to be out until 6:00. it's not pouring rain and they may reschedule and the family is originally from houston. and they are donating all the money they earn to the red cross. >> such a star. doing good work. "action news" continues with ongoing coverage of the heart break and humanity from hurricane harvey. as re cues workers rescue thousands trapped. we learn more about those that did not manage to escape. a police officer died after becoming trapped in his patrol car going to work on sunday. that brings the the death rate to 8 with a family of six still missing that sad news comes a few hours after president trump and the first lady stopped in corpus christi texas to get a briefing on the disaster. meanwhile the efforts continue around the clock as people wait to be pulled to safety by boat or air. all day we watched survivors

arrive at shelters across the city overwhelmed and exhausted. >> we just got rescued out. this is the first time we have seen how much water it has been. it's crazy. that is all i can say. >> to make matters worse dams in the city are close to overflowing causing to release pressure adding to the rising floodwaters and that means more rescues are likely ahead. >> rescue workers are working to rescue animals from the storms and it has mobilized its sister shelter and weigh station sister program. they will welcome 100 shelter dogs from texas to their campus in madison, new jersey, after the dogs eat and rest. many will be transferred to partners throughout the northeast including shelters here in our area. we bring in meteorologist, adam joseph now, and one thing

are you talking about is the devastating slowness with which this story is moving. >> it made landfall friday and barely moved and drifted out and back over the open waters and friday, saturday, sunday, monday tuesday making landfall again tomorrow and then quickly escape circulation is just just to the southeast of houston over the open waters and you see the bull's-eye of red that continues to develop north of that center which is if houston, points to the north and east. and it extends fow into the panhandle of florida. with the feeder bands coming in from the gulf of mexico. and dealing with heavy rain and additional rain over the next three days. an inch or so in houston. as the system is stag to depart and east. bringing heavy rains and flooding into parts of louisiana up through arkansas and then heading into the tennessee valley. there is the path that it went through south of houston and as

it moves into wednesday, thursday and it goes into louisiana and then into tennessee as we get into the end of the week it continues to weaken to a remnant low and approaching west virginia and parts of pennsylvania as we get into the upcoming weekend, winds are not an issue here and flooding rains, not an issue here, even though it's tracking towards us we'll have some remnant rains with this over part of the labor day weekend. we'll chat about that coming up in the seven-day forecast. and we'll deal with the beach erosion coming up in the seven-day forecast. >> harvey is not just a problem for people and property in team. but it's starting to effect people in parts of the country with higher gas prices, about one quarter of the refinery cap asities is knocked off line. walter perez is live at the wawa in hatfield with more on the

impact at the pump. >> reporter: experts say that harvey's level of the gas prices will not reach katrina levels. when it comes to gas prices in the delaware valley, so far aaa says so good. >> we see minimal increases here in and delaware and new jersey but analysts tell us we have not seen the manifestation of the price increases hit just yet. >> when the price increases do kick in we see an average increase of 10 cents to 20 cents per gallon. for an increase of 25 cents per gallon according to industry experts, as of this morning five refineries in the houston area and six near corpus christi are closed all together and another seven in the region operating at

broadcasts to the the sister station in houston. plus, photos and video from the flood zone. police in montgomery county are looking for two men that robbed and attacked a woman in hatfield township. investigators say they jumped her on the 3100 block of penn street as she was walking home from work by herself friday night. the victim says her attackers knocked her to the grown and took her belongings before running off and she was treated at the hospital. >> police are working to track down a thief who didn't bothe ordering his fast food he just stole it. the suspect parked his bike at wong choy chinese. the man approached the woman pointing something at her back and stole her phone, debit card and food she had just gotten and fled on his bike. if you know this guy or anything about the crime you are asked to call southwest detectives xs.

>> some reads are tooking desperate measures to escape the floods. check out this video from a home in houston, that family pitched tents on the roof to block the rain as they waited for rescue. those that are saved are crowded houston's convention center way beyond capacity. after getting word of the critical need for beds, a business owner stepped in to help. he closed his mattress store.

he has done this before and gave 200 people a place to stay during hurricane harvey. >> a church owned by joel osteen opened its doors to people. after not doing it sooner. many on social media media disputed that and criticized osteen and the church responded by posting flood water in and around the church and this morning the church said that the the water had receded and that it would provide shelter to several hundred people. joel osteen sent a tweet out today say that victoria today care deeply about our houstonans. and we are are receiving anyone that needs shelter. lakewood church says it is also working with the city to serve as a donation center. sharrie over here at the big board with the big talkers and we begin with the growing

discord over maryland state song. one university band is refusing to play it on campus. the university of maryland band used to play maryland my maryland before every football game. school officials put a temporary end to that. why? well the song contains what they view as pro confederate lyrics referring to the north as scum and blasting abraham lincoln. on campus the reaction is mixed. >> when the marching band plays the song there is no words. it's hard to say if it has that connotation. >> to make all students feel at home and welcome. >> how far do you want to go to evaluate everything. >> maryland lawmakers including the governor have called for the state to adopt a new song. that one getting a lot of attention today. >> now, to a warning for a museum in england that goes

>> time for a check of the roads right now this afternoon. gina is here with the update. >> reporter: you know what it's a tuesday and raining and because that we see an accident on the roadway, this is the route 30 bypass in downingtown over 322, you can see within the acceleration, police are on the scene. it's out here blocking the acceleration lane. traveling in the area back to route 30, to route 322, expect the accident out there on the southbound side. on the big picture we see a lot of teens and single digits on the map like on the northbound side of 95 on the vine street expressway. crowded on the schuylkill had and the earlier jackknife has cleared out. a live look at the vine jammed in both directions. this is the westbound side. it's wet out there. you see approaching 76 you are slow and the eastbound shade is jammed the entire way out to 95. also we have a waiting line here

friday -- we are getting into fall. i'm getting excited. long sleeves and sweatshirts and pumpkins and i'm depressing a lot of people. we do have a flood advisory for a good chuck of the area. especially along i-95, the entire state. delaware and extreme parts of new jersey, we have not seen a ton of rain a half inch to inch of rain, and pour drainage areas, a puddle here or there. and on the deep side and definitely don't want to hydroplane. traveling around into the evening hours. we look at stormtracker 6 live double scan a little green on the radar, and steadier of the rain and a hit there in newcastle county. cape may county and the back edge of that drying up lancaster county up into the berks county

and the poconos. as we look to the south we see that river of green so to speak. all wait from milford and cape may through glass bro and into the city of philadelphia. a pocket here working into the atlantic city expressway. that will fill in from the south and giving it a few hours and much of this will stop falling and that will move to the east and a drier night is ahead. 63 allentown. 66 wilmington and 69 in millville. so far in philadelphia our high has been 67 degrees. as you look at the radar here, over the last few hours. drying up to the north and west and that erodes to the south and east. low pressure is to the south. and really starting to ramp up here. a powerful storm off the coast, as it moves off to sea with hurricane force winds. that continues to churn up the waters as we get into the day

unprecedented flooding so many of us feel compelled to help. there are ways to do that now. text the word harvey to 90999 to make a $10 donation to the red cross or uw flood to 4114 to the united way relief fund but before using other methods listen up. the best piece of advice for giving wisely is donate to charities you know and truth. organizations that have a proven track record with dealing with disasters, don't give to charities that seemingly sprung up overnight. when you donate designate the disaster where you want your funds to go. and that way it won't end up in a general fund. don't click on links that report to solicit donations, you could end up wasting your money and
