and the ups driver is on the scene and cooperating with police. new at 4:00, a neighborhood nuisance, some south philadelphia residents says that group of young people are up to no good many times harassing people on the street. good afternoon i'm sharrie williams. >> neighbors have video evidence causing issues in their community and they want something done about it. sara bloomquist is live this afternoon at 7th and ritner. you have the story here. >> reporter: that is right. neighbors here in south philadelphia reached out to "action news" after they say is a string of incidents, young people on bicycles coming in the neighborhood. coming across video that proves what is going on and believes it should prompt a stronger presence. >> a group of young people hanging out near shareswood school they appear to be fooling around and then neighbors said

they started to throw rocks and they believe this man got hit by a rock and came over to confront the group and they started heckling him and one slapped him in the back of the head. >> this is not the first instant den they attacked elderly and children and a huge issue for the neighborhood. >> anthony lives down the street and came across the surveillance video later while trying to figure out how his car window got broken. neighbors are concerned about these kids on bikes causing problems for a while and the video provides proof of what is going on. >> this has been going on for a while. and the neighborhood feels terrorized by the kids. and neighbors witnessed similar attack. >> one lady stopped and she had a baby in the back and she hollered at them and they cursed her and spit all over the car

and took off. >> they are calling to bring back order and extra police. he says the man harassed in the video has joined their effort. >> people are showing their support. the man in question, showed up at the rallies. he is in full support of this as well. >> reporter: philadelphia police told us they are aware of what is going on and responding to it. and the neighbors are planning another gathering at 6:30 this evening. i'm sara bloomquist, channel 6 "action news." >> those reads taking action thank you. philadelphia police are searching for the person who stole a car crashed it and then ran from the scene. this happened just after 3:00 a.m. at the base of the ben franklin bridge in old city. police say that the suspect stole the keys from a house and took off in the homeowners car. the driver lost control and hit a concrete barrier and then ran

away. president trump travelled to both naples and ft. myers, florida today. some of the harder hit communities to get a firsthand look at the dang. as they did following hurricane harvey in texas. the president and first lady melania and vice president mike pence center the day serving males and talked to victims dealing with extreme loss. the number of homes and businesses without power is 2.5 million. workers from 30 states and also canada are working around the clock help people get back on track. >> we are there for you 100%. i'll be back here numerous times, this is a state i know well as you understand. these are special, special people and we love them and the job that everybody has done in terms of first responder and everybody has been incredible. >> flood waters are still covering some communities, water is fast becoming an issue there

in florida with no power or septic. and people are relying on bottled water that is running law. and crews are working non-stop to replace power lines and restore electricity and carbon monoxide issues are a concern with people relying on generators. the president says that restoring power is moving along rapidly. brian we don't have to tell you you saw it firsthand. >> alicia thank you. meanwhile several investigations are underway to determine why eight residents died inside a nursing home in hollywood, florida. a tree fell on a power line cutting off power to the air conditioning unit for days. and they are looking at the temperature and the staffing and what happened in the hours leading up to yesterday's 911 call. family members say worker there's assured them their loved ones would be safe and cared for

washington. you see the 80s stretching along the east coast here. and much cooler associated near the low pressure way lot of cloud cover and more concentrated showers near buffalo and syracuse with temperatures only in the lower 70s. we are watching now tropical storm jose downgraded to a tropical storm today. kind of fighting the hurricane status. winds 70 miles per hour. and expected to turn back into a hurricane and as you take a look at all the models here on the spaghetti plots, early nemt week it could brush somewhere near cape cod and ride are up the eastern seaboard far enough not to bring rain but coming fairly close by and we'll watch it for eastern parts of massachusetts early next week. but besides that we see large waves this weekend and early next week and dangerous rip currents if you head to the shore this weekend for jose. and a look at our local forecast

the shooting at freeman high school near spokane, washington killed one student and sent three others to the hospital. and a custodian managed to intervene risking his own life to stop the crime. and the suspect is expected to make his first appearance in court this afternoon. is it a deal or discussion? that is the big question when it comes to daca. before he left the white house to survey damage in florida. he said that republican leaders were very much on board and fairly close to a deal that would preserve protections for hundreds of thousands of young immigrants living illegal here in american known as dreamers. >> we are working on a plan for daca. people want to see that happen. you have 800,000 young people brought here no fault of their own. we are working on a plan and we'll see how it works out but we'll get massive border security as part of that. >> once he landed in florida a

stronger clarification about that border security stipulation he says the agreement on daca hinged directly with a border wall with mexico. if we don't have a wall we won't have anything. what he calls a discussion democrats call a deal following a bipartisan dinner at the white house last night. the democrats said that both sides agreed to protect the dreamers in exchange for security but no mention of the wall. >> we reached an understanding on the issue and we have to work out details and we can work together on a border security package with the white house and get daca on the floor quickly. >> the democrats and the president also disagreed whether there would be a path to citizenship for the dreamers the democrats said yes and the president said no. and they are working in the right direction for a compromise. >> thank you. a new jersey government

summer like around here and feeling tropical. speaking of the tropics we have tropical storm jose, it has been downgraded from a hurricane. it weakened temporarily, it has not moved all that much. churning up the ocean waters and eventually it curved its way closer to the coastline and regains the strength of a hurricane once again. right now winds sustained at 70 miles per hour. pressure 989 millibars and to remind you irma was down to almost 914 millibars, this is much weaker and that. max wind gusts of 85 miles per hour. as we track jose for you here. it has done the loop we expected so it is expected to curve back to the north and west. 8 miles per hour. and winded sustained 70 miles per hour. and bringing rip currents for
