north of the outer banks of north carolina. the outer bands remain off the coast. all of the strongest winds and heaviest of the rain remain off the coast even closer to the storm for areas down in north carolina. tropical storm watches still remain up. a tropical storm watch means the potential is there for winds to be sustained at tropical storm force over 39 miles an hour for all the shore communities including southern delaware but as i speak right now, the national hurricane center and the national weather service who issues the watches and warnings is having a conference call right now on what to do with this watch because they have to make a decision to upgrade to it a warning or downgrade it to just some kind of wind advisory and from what i'm reading more than likely this will be downgraded to just a wind advisory or some kind of wind warning because as you take a look at this model, which is from the national hurricane center the yellow is sustained tropical storm force winds at the time the storm is

closest to us. the strongest winds remain off of our coastline and even south of new england. what we're thinking for wind gusts during the day tomorrow about 30 to 40 miles an hour inland, 20 to 30 to the north and west of philadelphia and right along the shore, 40 to 45 miles an hour almost resembling more more of a nor'easter than a tropical system. we'll see waves during the day day tomorrow at the coast breaking near 10 feet which will cause damaging beach erosion that's the biggest concern is the beach erosion tomorrow. minor tidal flooding, moderate at times and very dangerous rip currents. and we'll talk much more on this storm and also hurricane maria brian which is going to devastate parts of the caribbean and some islands that were already hit twice this season so far. >> more on that also coming up adam. thank you. we turn to new jersey correspondent nora muchanic live in atlantic city today. the message from officials is rather clear do not swim in the ocean. >> reporter: oh, yeah, no messing around with that at

all brian, you really can't because we've got such big waves here today and they're only going get bigger as josé chugs up the coast. take a look out there right now and you can see what i'm talking about. lifeguards are still on duty at select beaches in atlantic city but they are not letting anyone in. the water is just too rough. they had to pull out father and a son yesterday. it's powerful enough that no one is arguing about the decisions to ban swimming today. >> i'm definitely not going in. the pool is fine. >> reporter: newlyweds laurie and dave just got married on saturday and spent this day at the water's edge marveling at just how wild the surf s they live on a lake in upstate new york. >> i love it. i do. i love waves even at the house. >> reporter: it's a good day for you then. >> sure is. >> i know the ocean. i grew up in long island and i know when to go in and when to respect that. that's what i'm doing respecting that. >> reporter: if anyone got bored at the casino there was plenty of action at the beach. >> this is great.

i'm happy that the hurricane is not going to really hit full force here obviously but it's fun to be on the beach with the wastes and everything. >> reporter: the water is off limits to swimmers, it's just too rough and the powerful waves are already taking a toll on atlantic city's beaches. we talked to the beach patrol chief just before noon. >> high tide is not until 6:30 tonight and you see what it's already doing. we're dead low and we lost much of the beach we already gained. >> reporter: lifeguards say the rip currents are treacherous and people are listening. >> that tide can suck you right out ingoing waves will push you out of the water. >> reporter: contractor its were moving equipment on the beach before josé hits. we met one couple who had to scratch a florida vacation because of hurricane irma and now must deal with josé. >> i am here on vacation and i am going to sit by the beach. >> reporter: come hell or high water. >> come hell or high water and it's high water. you're looking at people at the atlantic ocean off of north carolina avenue in atlantic city where it is extremely rough. they're watching the waves. it's so interesting today. one of the contractors is still out on the beach, they've been moving equipment, containers, all of this before the bad weather hits to get everything in place before the storm. as you heard adam say, we're expecting high winds, some beach erosion which is already started here as the jersey shore gets ready for the arrival of josé. live in atlantic city, i'm nora muchanic channel6 "action news." sharrie. >> all right, nora, thank you. and it is a similar scene along the delaware shore line. police in rehoboth beach are taking the storm's threat seriously but at this point they are not as concerned as they have been in the past. lower southampton and that's where "action news"'s walter perez is for us covering the details that we know at this point. walter. >> reporter: sharrie, it happened at about 2 o'clock this afternoon as you mentioned, a gentleman on a moped was traveling across the intersection here of street and central was struck by the van you see behind me here. the gentleman on the moped was killed. joining me live is southampton police chief john and what can you tell us what happened. >> at 2 o'clock, it appears at the male on the moped was traveling westbound on street road. witnesses tell us it was a yellow light at the intersection and the van appears to have turned in front of him as he entered the intersection, we don't think he saw him. police, ambulance and fire responded. unfortunately the man died right there in the street. >> reporter: at this point the tern is not being identified because next of kin hasn't been notified. >> we're still working on him. he's a male from the area here. >> reporter: you guys have been here for two hours. how much longer do you think

the word from the state mediator who has been sent to bring the sides back together, we've not heard from him either and neither have either disputing sides in this so day two of the strike would a appear imminent at this hour. >> what's my name. >> mea. >> reporter: teachers and other professional from the methacton school district hit the picket lines at 7:30 after emergency contract talks broke off last night. the 400 union members have been working without a contract since january. the issue is wages benefits and class size. the school board says it is offering the best contract package it can afford. >> talks fell apart because the mea refused to the following medical premiums or the next -- over the next three years the medical premiums went from 13 percent to 17 percent to 17 percent in the three year deal. >> if you look at all of our average salaries we are well below the county average.

statistically our salaries fall within the lower quadrant in the county and they are looking for us to pay healthcare in the upper tier of the county. >> reporter: all the regular classes are canceled at this point. special education, however, remains on track with transportation still operating. sports programs have not been curtailed although it appears most coaches on the faculty are walking the picket line. the superintendent says he'll communicate with parents each night via social media. >> school closure decisions will be made over -- made over the next several days and communicated to parents by 8:00 p.m. each evening. >> reporter: for more than four how methacton students, it was day one of what could be many days off from school. it appears to be going over like a lead balloon. >> when it takes away days off into my summer break or christmas break, it's not worth it to have a day off like this. >> reporter: brian, sharrie, the pennsylvania department of

what, what? >> ♪ >> take a look at this surveillance video. it captures the moment that a charter bus plowed into a public transit bus in new york city this morning. the charter bus went onto the sidewalk and into a business in queens. the driver of the charter bus, a passenger on the other bus an pedestrian were all killed. 16 other people were hurt. authorities are now looking into reports that the driver of the charter bus had run a red light before the crash. demonstrations continue today in saint louis over the acquittal of a former police officer who was charged with murder. more than 150 protesters marched arm in arm, some

carrying signs to city hall. today's march was peaceful. but protests over the weekend at times were not. 80 people were arrested as protesters clashed with police. outrage erupted friday when former saint louis police officer jason stockley was found not guilty of killing anthony lamar smith and more protests are scheduled for tonight. >> the united nations general assembly is now under way in new york city. president donald trump will deliver his first official address tomorrow as u.s. commander-in-chief. in the past, president trump has not been shy about his feelings towards the un. speaking today at the opening session, president trump pledged to be partners with the organization and its members but also pushed for reform. >> in recent years, the united nations has not reached its full potential because of bureaucracy and mismanagement. we encourage all member states to look at ways to take bold stands at the united states

assembly. police say the 41-year-old has a history of mental illness. they don't believe this was any terror attack. one of the students courtney siber ling says she was not injured and asking for prayers. the acid hit two of their friends in their eyes. they all incredibly returned to class this morning in paris. >> wow. turning to our forecast once again, adam is back. of course all eyes on josé as it gets of course hugging the coast. >> yeah, it's going to hug the coast another 200 miles of the east coast itself but it's such a large storm it's kind of widening as it is falling apart as tropical systems typically do. as they start to disintegrate they kind of spread their winds and cloud shield out. in the weather sent you can see it doesn't really resemble much of a hurricane. this looks more like an extra tropical storm or it looks like a nor'easter. there's really no confined center to the storm here as

again as it heads to the north into cooler waters it begins to spread itself out here but it is still a hurricane with winds sustained of 75 miles an hour. and it's going to pass to our east by about 200 miles off of atlantic city. it is not expected to make any landfall anywhere on the east coast, not even new england. it's going to stay over the open waters, mainly affecting all coastal communities but minimal impacts tomorrow for all inland locations tomorrow will baby be a normal day around here, you'll go about your day and not have to worry about too much flooding inland or any wind damage. with the track of josé, should still be a weak category one hurricane going over to a tropical storm by late tuesday afternoon into wednesday morning. again, you can see it goes just to the south of nantucket and then it loops back down to the south and west as it falls apart over the weekend so it's not going to move all that much as it drifts here and that will continue to send swells and angry seas our way

for the rest of this week into the upcoming weekend. right now there are no rain bands we are tracking off the coast. everything is clear. some hazy sunshine in spots. temperatures are on the warm side in the upper 70's for most locations. lower 70's with that many little bit of a wind coming in off the atlantic, 72 right now on the boardwalk in atlantic city. satellite and radar you can see how the clouds break apart to the north and west and as you look to the south and east, again, any rain is still hundreds and hundreds of miles to our south and east. and as we look at future tracker six clock tomorrow morning whenever you see these bands starting to pull in on the western side of josé, that would be some brief heavy rain and some gusty winds but they fall apart as they head inland away from the storm. so scattered showers philadelphia to the north and west tomorrow. most of the rain will be concentrated at the shore and as we take a look at wind gusts early tomorrow morning, 19 miles an hour philadelphia, 12 allentown, so, again not too terrible. 20's at the shore. not looking at wind damage even at the shore, it's mainly

the seas and the rough surf that is the concern. in the afternoon 30 miles an hour 95, 30 plus along the shore. with the high tides some flooding with the tides here tomorrow morning, minor at 7:28. the major tied we have to watch is in the evening tomorrow at 7:45 minor on wednesday morning and as we take a quick look at maria it's a nasty category three hurricane, well defined eye right there heading between guadalupe. your four day at four forecast tomorrow is cloudy breezy at times rainy and windy at the coast 75. breezy and warm 85 wednesday. as fall arrives summer is hanging around. we'll have that seven-day forecast coming up. >> music to our ears. adam thank you. more "action news" coming up right after this. >> ♪

up until now volunteer fire departments had been buying their own narcan. that's a drug known for reversing the effect of an overdose. not all companies have the resources to do that. so, today the owner of green hill pharmacy in wilmington announced that he will help pay for the drug. he also helped county leaders find the best price. police officers and emt's already carry narcan. >> a dog training program in camden will be able to better serve the community all thanks to a big donation. pse&g gave a $10,000 check to organizers of camden core plus. the year long program connects young people to internships and jobs. in addition to training participants also receive their high school pro. the program is relying on a $2 million grant from the new jersey department of labor. >> tonight is the night the ballroom floor is set sequin shining mirrorball up for grabs and the dancers ready to show us what they've got. knife. >> but we begin 4:30 with an accuweather alert. right now part of our viewing area is under a tropical storm watch as hurricane jose inches its way up the eastern seaboard. >> now though this storm will not be hitting our region directly, the jersey and delaware shores will still feel josé's effects. for more on what to expect and when let's get over to meteorologist adam joseph. adam what are you hearing now. >> they're still within the conference the national hurricane center and the hopefully we'll find that out whether they discontinue the watch, or do they take it away altogether. the center of josé is about 265 miles to the east of north carolina and again, churning up some nasty waters all along the east coast and the storm will continue to do that as we go through the rest of the week and the weekend because the storm stays over the open waters the it never makes landfall but as it heads just to our east, it will pretty

much do a loop and stall well to our east by four, 500 miles on saturday, still as a depression with winds of around 50 miles an hour so that's going to continue to churn up those waters and that's the biggest concern with this storm is the size of the waves, the rip currents and some of that erosion. so the coastal threat with the storm tomorrow heavy rain is low. there's not going to be a lot of rain with this storm at the coast. the coastal flooding will be moderate at times especially tomorrow evening's high tide. beach erosion, that's the biggest concern. that is high but power outages low because the winds just aren't going to be strong enough to really wreak havoc even at the shore. we're looking at hurricane maria. it is a dangerous category three hurricane hitting parts of the lee wards island as of right now and there are hurricane watches anywhere from guadalupe down to saint lucia, also the u.s. and the british virgin islands, saint thomas, saint john, saint

martin all with a cat four or cat five hurricane again and it heads over san juan puerto rico. much more on the track of maria and our weather inland and at the shore in that full accuweather forecast. >> adam thank you. with maria approaching residents in puerto rico are getting ready to face the second major hurricane in just two weeks. some schools and government offices have already shut down and lines are forming outside gas stations, grocery stores and hardware stores as "action news" reporter bob brooks found out today local puerto ricans say they have good reason to worry about this latest storm. >> amongst the celebration of puerto rican dancers, music and of course pride, there was a growing sense of concern in the crowd celebrating the beginning of puerto rican heritage week at city hall. the reason, hurricane maria. it's right now projected to make a direct hit with the island. >> a lot of times a person might become inundated so there's no way to get off the

month untaken. >> reporter: that's christian perez. his family is still on the islands and they can become trapped by a storm. right now that's where his focus is. >> stay safe. >> reporter: roberto says everyone is trying to clean up after hurricane irma. >> reporter: that's all been put on hold. they say puerto ricans are now getting ready for a powerful hurricane maria that's a category three and could get stronger, something perez says the island simply cannot handle. >> a category two would probably decimate the infrastructure we have now. >> reporter: we we spoke to councilwoman quinones. >> there's about a million people with very unstable water and electrical conditions. they're saying it's going to take months. >> reporter: now she's asking philadelphians to open their hearts. she says the damage after maria could be catastrophic. >> we are actually working with the government of puerto rico. we started a committee called todos pa.

drive by shooting. now this happened along the 1300 block of north seventh street around 3:00 this afternoon. police believe that three people were shot but again, one person did not survive. we are still waiting for more information about the conditions of the other victims. as well as any updates on the gunman. we are learning a bit more about the death of a young woman in juniata over the weekend. philadelphia police now say the 20-year-old victim was drunk when she fell down an embankment sunday morning. investigators say the woman who had been drinking with friends asked them to pull over near the 4500 block of castor avenue. well, that's where she fell off of a guardrail and then over the side of a bridge. police say the woman's friends tried to help her but she did not survive and her name as of now has not been released. >> it's the first of the american academy of pediatrics, official guidelines on tattoos and body piercings for teenagers. >> an investigation is under way in georgia today following the fatal shooting of a college student by campus police officers. police in georgia tech responded to a 911 call late saturday night reporting an armed student. when officers arrived, they say 21-year-old scout schultz refused to cooperate and then advanced on them with a knife. that prompted an officer to shoot and kill the student. today schultz's parents and their lawyer say the situation did not need to end in death.

>> ♪ >> meteorologist adam joseph along with us now. continue to be amazed at just how active the hurricane season. >> it's go together bring up the waters and bring erosion for the shore as well as tidal flooding. no really wind damage across our area even at the shore but maria is a major concern also for the caribbean. we'll talk about both of them. we'll start with josé in the weather center here and the very latest from the national hurricane center just came in. it remains a category one hurricane winds sustained at 75 miles an hour. it is now 250 miles due east of cape hatteras. here are the stats. again, 75 miles an hour sustained winds, the pressure 977 millibars moving to the north at 10 miles an hour max wind gusts near that eye of 90 miles an hour. as we look at the track with

josé, it continues to chug to the north here throughout the day tomorrow and then will put on the brakes this weekend as it stalls and just becomes a depression south and east of nantucket and hundreds and hundreds of miles to our east on saturday with winds of 45 miles an hour but this storm is so far away that really the only impacts that we're going to see is confined to the immediate shore and the ocean itself. as we look at temperatures right now, mid to upper 70's from the lehigh valley, philadelphia, millville, at 77 degrees at the shore. a bit cooler but muggy down there at 72 degrees. we see some filtered sunshine across inland locations right now and any bands of rain remain way to our south and east but some of these are going to continue to work their way to the north and west and should hit the shore first thing tomorrow morning with, again, some rain and some gusty winds with any of the bands that do come in. but once they start to head inland they will fall apart so

just some showers for philadelphia. this is 8 o'clock tomorrow morning. as we go into the afternoon hours there could be some brightening to the sky to the north and west of philadelphia with hazy sunshine, cloudy in the city with a few showers and again a few rounds of rain at the shore and any time the rain bands come in, that's when the winds will pick up so along the coast tomorrow winds sustained 15 to 30 miles an hour. so, really not all that bad with gusts to 45. about a quarter to and a inch of rain at most. inland locations 10 to 20, gusts to near 35 at times with any bands of rain that survive towards the city with these than a quarter inch of rain. it's the erosion and minor flooding because of the tides that is the biggest concern with this storm. hurricane maria winds now 130 miles an hour so it's now a category four hurricane. this is the latest update moving to the west-northwest at 9 miles an hour heading into the leeward islands and then heading in towards san juan as a category four

hurricane with winds of 150 miles an hour. that would be wednesday afternoon. so, devastating parts of puerto rico, even parts of the dominican republic will get whacked by the storm and the turks and caicos once again getting hit by a major hurricane later this week and then it goes just to the east of the bahamas and too early to call where it goes after that. as we look at the exclusive accuweather 7-day forecast, windy and mainly rainy at the coast tomorrow, breezy inland, 75 degrees. it's breezy but warm here. still muggy on wednesday, 85. and a summer-like pattern continues for almost the entire seven-day forecast as fall arrives on friday. take a look at the weekend ahead. well above average. mid 80's. the humidity stays up just a little bit so no signs of fall an really nice stretch of weather coming our way once we get through tomorrow, guys. >> yeah, that looks great. >> uh-huh. >> you got it. >> what to do with those unused and expired credit cards coming up in what's the

josé. first let's see go to meteorologist cecily tynan. she has the latest word from the national hurricane center tonight. >> hi, rick. we just got the latest update. hurricane jose remains a weak category one hurricane and fortunately it is pretty far off the eastern seaboard. the center of the storm is currently about 250 miles east of the outer banks and you can see that we are beginning to see the outer cloud bands of josé moving in but the good news is with this storm as it tracks up to the north, the sustained tropical storm force winds, you can see that in yellow, they will stay offshore. so the national weather service has canceled that tropical storm watch but it's still going to be a very gusty day along the coast. this is what we expect. not sustained winds but wind gusts along the beaches 40 to 45 miles tomorrow as josé gets closer inland towards philadelphia about 30 to 40, northwest suburbs wind gusts about 20 to 30 miles per hour but the big problem with josé at the fact that i
