3.5 million american citizens are coping without necessities of modern life and worse, one local mayor says people are starting to die. >> the big story tonight is the worsening crisis in puerto rico. half of the population have no water and many who do are rationenned at the end of the hose. you can wait half a day for gas but only a few gallons at a time. this video shows people breaking into markets to steal food they can't buy. >> during harvey, we sent resources to texas as well. now it's time to take a quick decision and help out puerto rico. >> in fact, help has begun to arrive. 16 american ships are in the water surrounding the island

with supplies to distribute aid and provide security. the san juan airport almost looks like a massive shelter because lights out are few and far between. dann cuellar met a flight from san juan at philadelphia international, a flight filled with emotion. >> it was filled with emotion as relatives reunited with loved ones coming from puerto rico. they were desperate to get out. when some landed, some were too emotional to talk. >> i tried to go seven times. sorry. >> that's okay. >> lasara says her father went to puerto rico and she lost contact. >> then they heard he was on this flight.

when they saw each other -- >> how are you, sir? >> i'm fine. >> you survived. >> ada is a diabetic left without food, electricity or water. how did you survive under the horrible conditions over there? >> the grace of god. i'm very happy to be here. >> it is very bad. the island is destroy it. there are no services of any kind. people are having a hard time. >> over and over we heard about the level of desperation in terms of need for people's survival, things we take for granted here like water, food and gas and other necessities. >> water is scarce by the day. >> i hope more aid comes. we need fuel for the hospitals. people are dying. we have to help. >> a lot of people lost

everything. we were able to save a lot of lives, so people respond to go to a safe place. >> that may have been the only saving grace that more lives were not lost in the other devastation. now people are holding on to hope that a massive relief effort comes to save those that didn't parish, dann cuellar, channel6 "action news." >> it's a dire situation as puerto ricans head into the eighth night without power or refrigerators. our reporter is on the ground where even ice is hard to come by. >> we are here where one of the main necessities is ice. as you can see, i'm at the local ice plant where people have lined up since 2:00 in the morning to try to get a couple of bags of ice.

of the efforts in florida. brian taff was in naples riding out hurricane irma. now dann cuellar is getting ready to travel to puerto rico as the call for help becomes more urgent. dan's reports will begin tomorrow on "action news." >> electrical reaction sparked a chain of worry on regional rail trains through center city. a circuit breaker tripped twice during the 5:00 rush hour and as the train came to rest, 500 passengers decided to get out on their own. >> the breaker trip, makes a loud bang. it tripped twice, two bangs. that likely triggered the passengers to believe something was wrong evacuating the trains. >> that caused a kip ripple eff.

septa had to shut down lines to be sure there were no injuries. it was traffic tragedy involving a car and trolley in the northern liberty section of philadelphia. a woman baby sitting two children was killed. christie ileto is live at fourth and girard, the scene of the crash. christie? >> it's not immediately clear if the driver saw the trolley before she hit it or if she was distracted, but it's likely the 36-year-old crossed the median and hit the trollry head on. >> you wonder how it happened. look at the car. it's mangled. >> april stands in disbelief that her close friend was driving and fatally crashed head into the septa train.

>> terrifying. it took my breath away. >> the impact of the crash so powerful the hood now an accordion. this friend didn't want her face on camera but says h she was bay sitting two young girls when she lost her life. neither child was buckled in. >> it was right outside of the fire house. we were on the scene in seconds. >> proximity saved both children rushed to local hospitals with minor injuries. >> when you see the baby, you think of the baby first. that baby can't do for themselves. >> those passing by the crash marveled in horror as police tried to piece together why the driver crossed the immediate i can'median.>> don't make no sen. sad she lost her life.
