honor for saving the lives of 60 personnel in a mission so secret it remained classified for decades. those are some of our top stories on this monday, octob october 23rd. from abc news, this is "world news now." our top story this half hour is a terrifying alleged plot against a south florida shopping mall. >> officials say the suspect was inspired by isis blue worki-but working alone. >> reporter: the fbi arresting an alleged bomber. 53-year-old vicente solano in federal custody after allegedly planning to blow up a huge shopping center with what authorities call a weapon of mass destruction. he had reportedly targeted the

dolphin mall, he acted alone, planning on detonating a fake bomb obtained from undercover agents, later talking with a confidential informant who contacted the joint terrorism task force about the attack plans. there's evidence online that solano made pro-islamic state videos but no indication he was directed by terrorists. dolphin mall confirms there is an ongoing fbi investigation but they'll not comment on this case. sources telling us that solano never had access to real explosives. and also in florida someone appears to be terrorizing one tampa neighborhood. there have been three murders in less than two weeks in seminole heights and there's no apparent connection between the victims. the most recent victim was only there by mistake. he'd caught the wrong bus. police are warning residents not to walk alone at night. but last night, people came out to express solidarity and grief

for the people who had been killed. and an ohio city is in mourning after the shooting death of a police officer. he was killed in girard, outside youngstown, ohio. he was shot while responding to a domestic call about an armed mab w man who had been drinking all day. his partner shot and killed the suspect. president trump is warning republicans that not passing the tax cuts will be felt in the elections next year. the overhaul promises to slash the corporate tax rate while offering relief to the middle class. senate majority leader mitch mcconnell has acknowledged he's not sure where the president stands with the bipartisan legislation on health care. mcconnell says he's waiting for

south of there, a man accused of plotting to blow up a miami-area mall will make his first court appearance today. officials say vicente solano was acting alone but inspired by isis and planned to detonate what authorities call a weapon of mass destruction. he acquired a fake device from undercover agents and purportedly made pro-isis videos. a warning for law makes if they fail to pass tax cuts. he urged lawmakers to approve the bill passed by the senate. it would clear the way for tax reform promising to slash the corporate tax rate and offering relief to the middle class. senate majority leader mcconnell says he's waiting for guidance from president trump as they struggle to find common fwrounld on health care. the president has sent mixed

signals. the president initially expressing support for the legislation then criticizing it. mcconnell acknowledged he's not sure what the president wants. >> well, what i'm waiting is to hear from president trump what kind of health care bill he might sign. if there's a need for some kind of interim step here to stabilize the market, we need a bill the president will actually sign. i'm not certain yet what the president's looking for here, but i'll be happy it to bring a bill to the floor if i know the president would sign it. they are looking for m, chuck s it would be a skprskproe mize. a heated back and forth between the congresswoman and the administration appears to be heating up.

senate majority leader mitch mcconnell admitting he's not sure what the president actually wants. mcconnell says he's waiting for the president to tell hem what kind of legislation he wants him to sign. he's refusing to bring the bill to the floor without the president's support. as it stands it would extend subsidy insurance payments that the president has blocked. he initially backed the effort before condemning it. a former retired general says the main threat to the u.s. may be the partisan politics. david petraeus was commenting on the conflict between john kelly and the congresswoman. he called it unfortunate. he told martha radatz, it's symptomatic of what's troubling the country right now. >> the most important threat is not russia, north korea or even isis. it's parochialism here at home, especially in this city, which is preventing us from resolving issues that could allow us to capitalize on extraordinary opportunities.
