paul manafort arrived early at the fbi be in washington to surrender and a 12 count indictment charging that he conspired against the united states conspired to launder millions of dollars and acted as an unregistered foreign agent representing pro-russian interests in ukraine. similar charges were lodged against manafort's deputy and business and associate rick gates. perhaps the bigger story is former foreign affairs adviser to donald trump, george papadopoulos who it was revealed today pleaded guilty last week to lying about the nature of his interactions with associates of the russian government who said they had dirt and thousands of e-mails on hillary clinton. vernon odom, george papadopoulos is obviously not a household name but his guilty plea may be the most significant development yet in the russia investigation. >> reporter: jim, papadopoulos was not on

the delaware county d.a. has announced charges of child sexual abuse and child rape against a man from darby. his name michael cripps. "action news" reporter chad pradelli is live at the delaware county courthouse in media. chad, what's the story? >> reporter: jim, so far investigators have identified five alleged victims but they expect that number to climb and they want viewers to take a close look at michael cripps. his face must have evoked horror if the rape allegations are true but michael cripps kept it hidden as he was escorted to jail after a string of expletives he said. >> not guilty, not guilty. >> make no mistake this is a very serious child predator. >> reporter: district attorney whelan charged cripps with raping five boys dating back seven years. >> he befriend women establishes some type of relationship with these women

and these women are all women who have young boys in their custody. >> reporter: whelan says he then sexually abused the children. a check of cripps' facebook page shows an advertisement to emcee parties in costume and there are several photos with boys. detectives are working to track down the children and so far whelan says no victims have surfaced through cripps' country. >> we're very concerned that we're just at the tip of the iceberg here in delaware county. >> reporter: cripps last resided on third street in darby. he has had 17 residences over the years. all throughout delaware county. >> as a parent it just makes you wins with agony over such horrendous behavior. >> reporter: if you know cripps and suspect any sort of abuse contact your local police department or the dover county district attorney's office. i'm live in media, chad pradelli channel6 "action news."

jim. >> thank you, chad. joe biden spoke about violence as a public health issue today. the former vice president gave the keynote address at the tenth annual vision coalition conference at the university of delaware. biden said violence against women, child abuse and gun violence are issues requiring communitywide response. gamblers will soon have more options in pennsylvania. governor tom wolf has approved the expansion of gambling in the state. wolf signed the bill today making pennsylvania the fourth state to allow online gambling. the measure also allows for gambling terminals inside truck stops and airports. wolf said the state needs the revenue for its operating budget. the legislation aims to bring in $200 million annually from casino license fees and taxes on gambling losses. the investigation continues into the armed robbery suspect who was shot by upper merion police yesterday outside the king of prussia mall. montgomery county district attorney's office in norristown. bob, what is the latest on this? >> reporter: well, jim, it appears this all had some kind of connection to carjackings down in delaware. this past friday in wilmington a man had his car stolen from him. last night that car showed up at the king of prussia mall. this is richard byrd of wilmington. he's 87 years old and what a story he has to tell today. last friday, he spent roughly an hour with a man who police say carjacked him. >> he was never abusive. he was never, either verbally or physically. all the time we were in the car for an hour and 45 minutes. >> reporter: byrd as you hear rode around as a passenger in his own maroon kia suv with the suspect for quite some time. he describes somewhat of a courteous carjacker before he made off with his kia. >> i really did not feel threatened by him except the first part of the encounter he dropped me off down at i-95

and namaans road at the traffic light gave me back my cell phone and my wallet. >> reporter: according to the new castle county police web site, 23-year-old kale len jackson of new castle was wanted for the attack. it's not confirmed if he was the young man shot by upper merion township police at the mall last night but byrd's suv was recovered at the scene of the shooting. officers were attacked last night by a man with a vehicle that was stolen. >> he intentionally rammed two upper merion township police cars and was attempting to run down police that were on foot. >> reporter: that happened around 4:00 p.m. in the parking garage by nordstrom. police in upper merion say they were tracking down the same man who committed an armed robbery in the same parking garage on saturday. that's when he jumped in the back seat of a woman's car put a gun to her head and demanded her purse. okay, now it is up to the montgomery county d.a. to release the name of the suspect who has been shot. at this point they haven't done that. for now reporting live in

walter perez has that story. >> she's in god's hands. >> reporter: that is toby diaz talking about her granddaughter anna ocasio. she was sitting in her bedroom when a bullet pierced the side of her home and struck her in the head. leaving investigators to believe ocasio was struck by random gunfire during last night's rainstorm. mrs. diaz says ocasio lives with her mom and dad and they were the ones who called 911 after finding her on the ground in her room. >> i feel so bad for her mother and i. that's a cross to care whenever your child's hurt. >> reporter: ocasio was taken to saint luke's hospital but has been transferred to the hospital of the university of pennsylvania in philadelphia where she remains in serious condition tonight. karen who lives next door says she can't even imagine what the family is going through, a family she describes as very tight knit. >> they're very into family.

wasn't on halloween but we got really soaked. philadelphia 2.37-inches, the greatest rainfall since september 16 and we also had a peak wind gust of 41 miles per hour this morning with that departing storm. right now temperatures stuck in the 50's. 55 in philadelphia, allentown 52, cape may 53, wilmington 54. and the poconos only 45. so, this is the storm that brought us generally one to even 4-inches of rain. that's now exited the region. there is a be front out to our northwest but that moisture will be riding up to the north. so, tonight will be a dry night. nothing more than a few patchy clouds. the winds continue to diminish and it will be chilly, 45 in philadelphia, cape may 49, allentown all the way down to 37 and reading 38. so, tomorrow for halloween, lots of sunshine. it will be breezy. winds out of the west 10 to 20 miles an hour during the day so feeling even a little bit cooler than this. philadelphia 58. allentown 55 and dover 60.
