video of the suspect. identified as 29-year-old sayfullo saipov of tampa, florida. this is he after exiting the truck wielding what police think is a pellet gun, officials say when he exited the vehicle he yelled allah akbar and fired the pellet gun perhaps and police opened fire and he is now at bellevue hospital. the anti-terrorism task for was on the case in a short period of time. authorities in new york, yes are calling this an act of terrorism. a number of schools were placed on lock down in the immediate aftermath of the attack. again eight people are confirmed dead. remember nice, remember london, berlin and barcelona this the latest incident of vehicular terrorism this in lower han hat. lets go to sharrie williams.

what do you have? >> this terroristic attack is about a lone wolf trying to commit the ata acs of terror and harm and death. law enforcement know they are using a vehicle used for terror lets talk about the person that police have in custody. 29-year-old sayfullo saipov. 29 years old the video here captured from the witness that saw him in the streets today brandishing what looked to be two weapons. police later identifying the weapons to be a pellet gun and paint ball type of gun as well. they will try to look more into his background. who is he? who does he know? and who he is talking to as of late. and could there be more coming? they have to keep that on the radar. but there is no indication that there is a wider threat at this point. the images out at the scene horrific.

the bicycles along this bike path stretched out there mangle add long the street of first responders, ran and rushed to the scene. eight people confirmed dead and 11 people transferred from the scene there. and streets are blocked off as this massive investigation is underway. as you imagine people are trying to gather themselves and redon't what they saw and haired. one man describe seeing the alleged terrorist roaming the streets. >> he was screaming in the street and looked frustrated and panicked and confused people ran my way yelling he has a gun, he has a gun. >> it was halloween but an eerie scream. but one female i saw near the body she must have seen it actually happen. because she kept screaming. it was -- >> so what to expect from here?

we heard from of course the police commissioner and governor and also the mayor of new york city talking about their plan going forward additional officers will be deployed across the streets of new york tonight. also deployed additional officers to the airport and to the tunnels. all airports and tunnels those places are on high alert to be vigilant for possible activity but again police do not believe there is more activity at this point planned, they are of course calling this a deliberate act of terror and they are investigating further into the person in custody believed to be behind all of this. but the leaders of new york city and that state making it clear tonight jim, they have been here tonight new yorkers know how this can go and they are resilient and move forward and not allow terror to take them out. >> sharrie williams, thank you. of course world news tonight with david muir is following these breaking developments from

home at 9:30 this morning. the front door was open and he looked inside and saw him on the floor and bleeding profusely. he was stabbed just minutes earlier and the manueled for help and julio rodriguez came over and called 911 and held his hand until paramedics arrived. >> she said i asked him who did it and he answered saying some young guy rang my door bell and asked for a cigarette and pulled out a knife and stabbed him repeatedly and grabbed the gold chain from around his neck and ran away. he is now listed in stable condition. >> mrs. rodriguez says he is a laid back person. >> i saw him all the time. checking the mail and walking. he is a nice guy.

>> i see him we go back and forth from the mailbox and stuff. we say hi to him or outside in the summertime we say hi, he was nice and quiet. >> so once again he is scheduled for more surgery in the morning but the prognosis we are told is good. anyone with information is asked to call police. walter perez, channel 6 "action news." >> thank you. a robber targeted a santander bank this morning on state street next to wilmington estates at 10:00. police believe that the suspect may be behind other robberies in the region and a gray shirt covered the robber's right hand but acted like he had a weapon. the suspect ran off with an undetermined amount of cash. philadelphia police are trying to track down two suspects after they used a minivan as a weapon. it happened and the suspects are still out there.

sara bloomquist has that story. >> reporter: this is the new surveillance video that police released today of this attack at 56th on october 24th. shortly after 4:30, the 25-year-old male victim we highlighted in the victim was standing on the street when the minivan pulled up and it was driven by a woman with a female passenger up front and a man in the back. >> there seems to be a conversation, something the affect of i didn't know you lived in this neighborhood. >> they asked if they knew the victim and got out to fight the victim that is when the police say that the female driver hit the gas peddle. the car moves forward and striking the victim and knocking hip to the ground causing him to fall under need the front tire and runs him over and the car reverses back over top of the body. >> the victim was left in agony

with critical injuries as the three men walked away and this was the crime scene in the aftermath that day. >> saw the cops walking around like they were looking for evidence. >> police want to talk to the two men walking down the street and the man that got out of the minivan as they work to identify the driver of the vehicle. the victim is transgender and they are not ruling that out as eye possible motive. >> we want the public to be aware of what is happening here and letting the transgender community know what is going on here. >> the victim knowing the att k attacker he was from a different part of the city visiting friends. contact police if you can direct them to the person behind the wheel. wilmington police are on patrol in search of a suspicious man caught on a surveillance tape peering into a first floor

a bike lane. where there were no other vehicles just pedestrians and bicyclists just about two blocks from the world trade center on this halloween night. yes, there were children in the area as well. new york city once again dealing with an act of terrorism. eight people dead tonight. new jersey state police officially have a new leader at this hour. patrick callahan was sworn in as superintendant replacing colonel rick fuentes retiring. most recently served at superintendant of operations and led the recovery bureau after super storm sandy. pennsylvania governor, tom wolf, made a stop in northern liberties in philadelphia. and met with employees and apprentices from the urban technology project.
