♪ we're following some other breaking news, this time from the west coast. a suspect who allegedly held a teacher hostage for seven hours at the elementary school has now passed away. >> the suspect, who has not been identified, later died at this hospital. police say he assaulted a worker before barricading himself inside a classroom. >> it's one of our first grade teachers had a disgruntled parent and just pray for her. >> we do have our s.w.a.t. team is on scene.

this is a tactical situation, along with our emergency negotiations team. when they arrived, they learned that there was some type of altercation that occurred, and now a parent was barricaded inside one of the classrooms with what we believe is a teacher. >> the teacher, identified as linda maupt gomry was taken to the hospital as a precaution after being rescued. the 70-year-old montgomery has taught at that school for decades. the parent has a daughter at the school. it's not clear whether he was carrying a weapon. family members say he has a history of mental health issues and relapsed white house chief of staff john kelly coming under fire about comments about the civil war. he was asked about civil war monuments and whether they should be taken down. he said it was unfair to judge historical figures by today's standard and shared his view on the cause of the civil war.

said he was part of a false narrative. three professors at dartmouth college have been placed on paid leave after being accused of sexual misconduct. the attorney general has launched an investigation but didn't elaborate on what misconduct is alleged to have occurred. meanwhile a distinguished historian has stepped down from teaching and other student-related activities amid kigs and groping allegation from a doctoral student. and parts of upstate new york got enough of a dusting of snow to make the roads wet and messy. >> in the meantime, parts of michigan were pummeled with snow. trick-or-treaters had to slog through as much as 8 inches in some areas. >> and this is what halloween looked like in central kansas. >> is that not what it's supposed to look like? >> it looks like winter.

behalf of isis. he moved to the new york city area with his family about three months ago. and #new york strong trending overnight on twitter. and in greenwich village, people came out in force. >> thousands packed the parade route hours after the attack and i have close very close by to where it happened. here's lucy yang with more. >> reporter: the 44th annual greenwich village halloween parade kicked off as planned despite the deadly attack a few hours earlier. the city deciding it was more important to show resiliency and strength in numbers. leadling t leading the march, the mayor, the police commissioner. so many faces are hidden. there were even more layers of security. >> we've add more resources. more police officers, heavy weapons teams, blocking vehicles on the street leading to the

this morning on "world news now," an act of terror. >> the halloween horror in manhattan, steps from ground zero. a truck turned into a lethal weapon, we're following breaking developments, new reporting on the suspected attacker and about the people who were killed. also breaking overnight, a whose strate hostage standoff inside an elementary school. see how this finally ended in gunshots. and breaking sports news. there will be a game seven of the world series. the dodgers battling back to stay alive in front of a hometown crowd. a world series for the ages comes down to tonight. it is wednesday, november 1st. from abc news, this is

"world news now." >> we do say good morning to everything and turning out to what's turning out to be a very busy wednesday. we'll start here in new york and the deadliest terror attack since since 9/11. of the eight people killed, five are from argentina. >> authorities say that's the suspect, sigh fewayfullo saipov. he jumped from the truck waving what turned out to be paint ball and pellet guns. a new york city police officer took him down with a single shot. the attack lift a roughly mile-long path. new york city mayor and the governor led thousands of people at the nearby annual halloween parade. >> and the parade taking place just blocks from the terror attack, along the hudson river thayer there in lower manhattan.

i was there minutes ago. dozens of police officers are still on scene. we're here in tribeca. all of this came to an end about a block from where we're standing right now. you can see all of those floodlights. police are still on the scene and plan to be there in the overnight hours. i can actually see the school bus that was hit right there. that's where this whole mile of carnage ended. and that's where the bike path is located. it is a very, very popular bike path here in new york city. something that i've used on a weekend. i probably would have been there with my bike or running. it's something that's popular for many, many new yorkers, but on a tuesday afternoon, it is a popular spot for many tourists. and that explains why so many of the victims were, in fact, not from the new york city area. but this still hits so hard for many people in new york. to give you a sense of how close one world trade center is, that's it. just a couple blocks from where all this played out. the lights on top in red, white

and blue in the overnight hours. once begin, so many people, hard to believe that terror has hit right here in the heart of lower manhattan. >> we were actually walking down there and saw people in tears walking away from the scene. let's head right back down there, because abc's maggie rulli is standing just steps away from where all of this unfolded. and maggie, what are you learning right now about that suspect? >> reporter: well, we are learning rapidly more details about this suspect. authorities were quick to call it an act of terror and name the man responsible. 29-year-old sayfullo saipov. he moved her from uzbekistan, seven years ago. his driver's license places him in tampa, florida. but sources say he also lived in ohio and most recently in paterson, new jersey. he lived there with his wife and children and was a uber driver. police say he rented this white truck from home depot nearby, it was that that he used as a

weapon in this attack. they found a note saipov left behind that credited this attack to isis. now we still need to learn much more, but plenty of details have already come out. >> and maggie, what's the security situation there now? >> reporter: well, diane, right behind me a few blocks is where that attack kurd. a -- occurred. authorities do not believe a bigger threat is at play here. new yorkers should expect to see an increased presence through the weekend, especially with the new york city marathon happening on sunday. >> it will be a security threat indeed. maggie, thank you. >> and we're learning a little bit more about the victims as well. five have been identified as citizens of argentina. a sixth is confirmed as being from belgium. >> the five were killed in new

york, celebrating their 30th high school reunion. one of the men reportedly paid for his friends to travel to new york. several other argentinaens were among those injured. >> and president trump responded to the attack on twitter, calling it another attack by a sick and deranged person. the president also tweeted, quote, i have just ordered homeland security to step up our already extreme vetting program, be being politically correct is fine, but not for this. >> what does that mean? the white house has not said what extra measures would be put in place to verify the identities of people traveling to the united states. >> let's go over to abc news contributor, steve gomez. what do you make of the president's tweet? >> it has to be a reference to the evaluation that's being done on the vetting of immigrants coming into the u.s. there's been the discussion that they were going to look at the procedures. the president's calling it extreme vet eting procedures. it can only mean the evaluation

process to move that faster to get to that point. >> so steve, we're learning that the suspect was in the united states on what's called a difficult irsity visa program, any idea what that's about and how did that allow him into the united states? >> it seems to be a program designed to bring in immigrants from countries that don't have a large immigration population here in the u.s. to heclp our country diversefy. it appears to be a very good program. then it's a matter of when people are applying from those countries where they qualify, how are we able to vet them, to ensure that they're not going to be a problem. that they fit the cry tire yeah and meet the requirements. and sometimes that's very difficult with some of these countries whose records are not very reliable and the vetting is not going to be accurate. and there's definite procedures that can be looked into as far as frying trying to vet them pr. >> they got this guy alive.

how important is that at this point? >> this is amazing. we never see any of these terrorists, you know, walk away in custody and alive. in this case, it appears that the officer who did a great job in resolving the situation in shooting the suspect, he shot him in a place where it put him down on the ground, but it didn't kill him. and the suspect probably thought that he was going to die by cop, which is what a lot of these people think, especially when you have these fake guns or a pellet gun, something like that. so they're definitely going to question him, try to get as much information from him as possible as far as why he did it, if he was doing this for isis, what led him to start to follow and believe in isis, was there any communication with isis in did he have any contact with anybody here in the u.s. or abroad, did he travel, things like that. that will help us in law enforcement deal with any future terrorists coming along the way. >> this suspect is from uzbekistan. a lot of people don't know where

it is. was this country on the radar? do we have a refugee problem with uzbekistan? >> it's not necessarily on the radar. it's one of the countries that broke off after the soviet union. it's one of those countries that would have qualified, from what i understand, for the diversity program, for the visas. it's one of those that may not have the records, as far as intel that the u.s. would get from people on the ground to determine if somebody is going to harm here in the u.s. if they are, say, of an ideology that's going to follow isis. we may not even have known that back in 2010 when he came over. so it's definitely a country that would have been a concern, but we just don't know. >> steve gomez joining us. and even if the president's travel program had gone into effect. uzbekistan would not have been one of those countries that would have been impacted. steve, thank you for your analysis. and when we come back, we'll

an immigrant from uzbekistan sitting in a new york city hospital waiting to be charged in the worst terror attack in new york city since 9/11. authorities say the 29-year-old suspect used a rented pickup truck to ram into pedestrians. he was taken down with a gunshot from an officer. we are continuing to monitor the situation. but eight people dead so far in that attack. turning now to russia and the probe and george papadopoulos. he's the former trump campaign advise irwho's pleaded guilty to lying to the fbi about his

contacts with russians. >> this morning enough questions are focussing on who he reported to inside the trump campaign. here's jonathan karl. >> reporter: he wants to sign tax cuts by christmas. but the announcement was quickly overshadowed by questions about the russia probe. >> are you going to pardon manafort? >> thank you all. >> what's your reaction -- >> thank you very much. >> your reaction to the guilty plea, mr. president? >> thank you. >> reporter: and on twitter, the president lashed out at former campaign adviser, george papadopoulos who pleaded guilty to lying about his contacts to the russians. few people knew about the young low-level guy. he sat a few seats away from him during a national security meeting. this newly-octan obtained video him at a meeting for greek

americans. papadopoulos told investigators that during the campaign he met with people he believed to have close ties to the russian government and even tried to set up meetings between vladimir putin and candidate trump. prosecutors say he revealed this to at least five senior campaign officials. among them, abc news has learned are paul manafort, deputy campaign manager, rick gates. campaign co-chairman, sam clovis. and the first campaign manager, corey lewandowski. lewandowski says he doesn't remember any of it. >> i think it's an example of somebody doing the wrong thing while the president's campaign did the right thing. >> reporter: there is absolutely no indication that it is the case that the investigation will wrap up soon. in some ways it looks as if the mueller investigation is just getting started. jonathan karl, abc news, the white house. and house republicans are delaying the rollout of their

massive tax reform bill by a day. the bill will be revealed on thursday instead of today. that's reportedly over disagreements to 401(k) retirement plans. gop leaders still want to pass it by thanksgiving, though. they are hoping to have it to the president by christmas. and the sign-up season for obamacare starts today. this comes as the trump administration makes several change, including cutting advertising and slashing the enrollment period in half. the white house also canceled a subsidy that lowered costs for some consumers. but obamacare advocates note that 80% of people can find a plan for less than $75 a month. and breaking overnight, an hours-long hostage standoff inside an elementary school has finally ended in southern california. a parent barricaded himself inside a catholic classrolassro teacher. you can see the kids walking out. the 70-year-old teacher was

alerted the authorities. he's also wanted for questioning in the murder of a 63-year-old man in colorado. his wife is a person of interest in that case and is already in custody. meanwhile, police in tampa were on high alert forehallow n halloween. the interim police chief has been advising residents not to walk alone especially after sunset. residents and police made an extra effort to make trick-or-treaters feel safe, including making popular areas secure and well-lit. but still an ongoing manhunt in tampa, florida for what they believe to be a possible serial killer. >> police have received hundreds of tips there so far in the tampa areas the seminole heights area. but think haven't tracked down anybody. they released that surveillance video but have yet to find a suspect. quite an abnormal halloween.

manhattan. this man accused of turning a truck into a deadly weapon. >> we've got multiple casualty, this is a mass casualty situation here. >> reporter: at 3:05:00 p.m. hitting more pedestrians than cyclists, slamming into cars. at least 13 more injured. his truck colliding with a school bus, injuring two more children, coming to a stop blocks from the september 11th memorial. >> he kept going all the way down full speed. and then the next thing i heard all i heard was nine, ten gunshots. >> a whole bunch of people came running past my way yelling, "he's goat a gu "he's got a gun." >> reporter: he's holding what turns out to be two fake guns.

sources say he shouted "allahu akbar." this mother saying he pointed one of his guns at her daughter. >> i saw the man with the guns. he pointed the gun at me. i'm sorry. i have to go get my child. >> reporter: hundreds of police immedia immediately swarnling the scene. a nearby school going into lockdown. chaos and confusion in the streets. at first it was reported as a road rage incident, then an act of terror. >> we have been tested before as a city, very near the site of today's tragedy. and new yorkers do not give in in the face of these kinds of actions. >> reporter: and we know that this was an especially dangerous situation, because so many students were already on the street. they were on their way home from school. this area is surrounded by three different schools within two blocks.

gio benitez, abc news, new york. >> and singer actor josh groban posted a video. >> he says he normally has coffee on the corner where this took place and only missed being there because his dog pulled him into a park at a different point. he praised the first responders. and this morning the suspect is in a new york city hospital. >> he is 29 years old, named sayfullo saipov, a native of uzbekistan and has lived in ohio, florida and most recently his family and he moved to new jersey. >> the van used in the attack was rented in -- vehicle used in the attack was rented from a home depot. we're learning more details and the international response overnight.

>> maggie rulli's live from downtown new york, just a little distance away from where the attack unfolded. maggie, good morning. what are we learning so far? >> reporter: well, as you mentioned, what we know now is that at least eight people were killed in this attack. nearly a dozen more injured. at least three of those still in critical condition. now among the wounded we have learned that five of those killed were in town visiting from argentina. they were here celebrating the 30th anniversary of graduating from high school. five of those people are among the dead tonight. witnesses who arrived on the scene describe it as surreal and grisly, a mangled mess of bicycles and bodies. something that is very, very difficult to hear. and it's also hard to believe that this has been the deadliest attack in new york city since 9/11. >> that indeed, so many people shocked to know that actually near the scene of the last terror attack in manhattan. abc's maggie rulli live for us.

thank you. >> let's turn now to former fbi agent steve gomez who gives us a little insight in what goes on in the investigation of an attack like this. >> is there anything to glean from the fact that he rented this truck from a home depot? >> yes. the fact is the home depot trucks are very large and powerful. they can plow through definitely bicyclists, people and smaller cars. as opposed to going and renting a car from hertz or a suv. those trucks are more attractive to terrorists looking to commit this type of attack. and it sounded like the deputy chief for nypd, jon miller, had even talked about how they had made these types of outreach contacts with like, say, home depot and the rental car companies to let them know, to look for people who are trying to rent vehicles such as this guy. this suspect here. >> and i just returned from the scene or near the scene.

there's a good stretch of west side highway, manhattan, that is still sealed off. it doesn't appear they're picking up any evidence there. what could they possibly be looking at at this point? >> reporter: this is definitely a major crime scene from what i understand. the vehicle, suspect's vehicle traveled nine to 15 blocks. and you don't really know exactly what they're looking for as far as evidence, but you know that they have to cordon off everything. they want to make sure that nothing is contaminated, as far as evidence. they don't want to ever have to open up the crime scene and then they have to close it back again. so they're being very cautious. good reason, this is a major terror attack, and they want to make sure that any piece of evidence, whether it was something that the suspect threw or something that came from the vehicle or one of the victims that may give a clue forethe th. they want to make sure they capture all that evidence.

>> we're just a few days away from the new york city marathon. a huge event, how does this affect security there? it was already going to be heightened. what do they do now? >> reporter: exactly. it was already at a heightened state of alert. they really have to look at this method of attack, using a vehicle, large vehicles or even small vehicles. we saw that at the ohio state attack several months ago, it was a smaller vehicle. it could be any vehicle can be used, but they mostly want to look at where are those crowds that are going to be congregate being, whether it's the runners for the marathon, onlookers, where are those crowds going to be? are the crowds going to move, and are they in a position where a vehicle can get access and plow through those crowds. that's the main issue for them. the target is the crowds and they have to protect that. >> hopefully dhe they can do th. thanks again for joining us, steve. >> and we will have continuing
