and we do say good morning on a busy wednesday. several breaking developments in that truck rampage here in new york. now being called an act of terror. >> at least eight people were killed including five people from argentina visiting new york to celebrate a high school reunion? >> overnight the fbi searching the suspect's home in new jersey and a local mosque where it's believed he prayed. we learned about his travel from uzbekistan, his past as an uber driver and a note found in the home depot rental truck claiming to link the attack to isis. >> forensic experts have been working the crime scene along that busy bike path the scene of the rampage and we're going to start off our coverage with abc's stephanie ramos who is there in lower manhattan. stephanie, good morning. >> reporter: kendis and diane, good morning. we're just about a block away where that truck ended up in lower manhattan. a couple of schools in the area and that west side highway bike path is very popular for new yorkers, tourists making it an

ideal location for a would-be terrorist. the terror began around 3:00 in the afternoon on halloween in lower manhattan. police say 29-year-old sayfullo saipov an uzbekistan immigrant living in paterson, new jersey, deliberately drove a rented home depot truck on to a bike and pedestrian path targeting people and running them over. >> we know that this action was intended to break our spirit. >> reporter: the crime scene stretching for several blocks. >> we got multiple casualties. this is a mass casualty situation here. >> reporter: his truck eventually colliding with a school bus injuring the two adults and two kids on board before finally coming to a stop just blocks away from the world trade center memorial. >> he had two guns on him and running in the treat. >> reporter: the fbi and nypd are urging the public to share any videos or images that could help in the investigation. like this cell phone video that shows the driver lumping after getting out of his truck holding

what turned out to be two fake guns. witnesses telling abc news he shouted allahu akbar before being shot by an officer. >> i want to commend the response of our officer who stopped the carnage moments after it began. >> reporter: the nypd has been preparing for the possibility of vehicle attacks following similar incidents in france, london and berlin and last night security was stepped up even more. >> you'll see them in the airports and see them in the tunnels. it's not because there's any evidence of any ongoing threat or any additional threat. it is just out of vigilance and out of caution. >> reporter: and we're now learning more about the suspect. uber confirms he was a driver for the company. they also say he passed all background checks and that they've been this contact with the fbi. kendis, diane. >> stephanie ramos for us, thanks, stephanie. we'll continue monitoring this

situation. president trump responding to the attack on twitter aing we must not allow isis to return or enter our country after defeating them in the middle east and elsewhere. enough. he also wrote, quote, i have just ordered homeland security to step up our already extreme vetting program. being politically correct is fine but for this and the suspect arrived in the united states from uzbek tan in 2010 after winning a hotry to get a visa under the diversity visa program. >> overnight we spoke to steve gomez former fbi counterterrorism official and asked him about the president on extreme vetting and where does it go from here. >> there's been the discussion that they were going to look at the procedures, the president's calling it extreme vetting procedures. i don't believe those are imm t immented at this time so it can only mean the evaluation process. >> they got this guy alive. how important is that at this point? >> this is amazing. we never see any of these

terrorists, you know, walk away in custody and alive. in this case it appears that the officer who did a great job in resolving the situation in shooting the suspect. he shot him in a place where it put him down on the ground but didn't kill him and the suspect probably thought he would die by cop which is what a lot of these people think when you have these fake guns or a pellet gun or something like that so they're going to question him. try to get as much information from him as possible as far as why he did it. if he was doing this for isis, what led him to start to follow and believe in isis. >> that was counterterrorism expert steve gomez for us. we're now getting a closer look at the damage to that school bus hit in the attack. as stephanie mentioned two children and two adults were on that bus when the crash happened and were injured in all of this. >> but police say if it wasn't for that bus, the attack could have been even more deadly. you see the damage there because that driver could have continued his rampage if not for that bus. >> and one of the suspects former neighbors in florida said

she's not surprised to learn of his involvement in this. melissa matthews said she lived near him for at least two years in tampa and says there was something odd about him. she says it seemed he didn't want to get to know anyone. >> i was surprised that it actually happened and i felt very shocked when i heard about the people who died but then it just seemed to kind of make sense when i thought about how he was and what happened afterwards. like in hindsight it was like, oh, i can see how it happened. >> she went on to say she recognized the white van found in new jersey that police believe belonged to the attacker. >> the top of the world trade center was lit up in red, white and blue last night. new york's governor urged residents to carry on saying the city will go forward stronger than ever. and indeed it did later this half hour we'll take you to new york's famed halloween parade as it marched on just hours after the attack. turning now to some of this morning's other news, house republicans have delayed the

rollout of their tax cut plan. it will be unveiled tomorrow instead of today. sources say that's because of n unresolved questions about key details of the bill which could include changes to local deductions and 401(k) plans. the bill is not expected to cut the tax rate for the wealthiest americans, it is expected to drop the corporate tax rate to 20% and delay a repeal to the estate tax. new information coming to light about george papadopoulos, the key figure in the investigation into the trump campaign's ties to russia. the former trump adviser pleading guilty to lying to the fbi about his contacts during the campaign with russians. well, documents show papadopoulos had conversations with multiple campaign officials including former managers paul manafort and corey lewandowski as well as sam clovis now nominated for a high level position at the department of agriculture. the president has not changed his views about clovis but the white house is distancing itself from papadopoulos. >> i think that papadopoulos is an example of actually somebody

doing the wrong thing while the president's campaign did the right thing. what papadopoulos did was lie and that's on him. not on the campaign and we can't speak for that. >> in fact, the white house and president trump yesterday belittled him calling him, quote, a low-level volunteer who has already proven to be a liar. time now for a look at your weather on this wednesday morning. millions of trick-or-treaters made their way through halloween snow. the heaviest part of that was in michigan, it got up to 8 inches in some areas. snow also fell in the plains and in new york state near the great lakes. temperatures will be in the 40s in that area today. it'll be pleasantly warm across the south. 80 in miami, 79 in dallas, 72 degrees is unseasonably warm for denver. it'll also be sunny and 68 in los angeles. 50s can be expected in the northwest.

the negotiators hadn't had any contact or heard anything from the victim herself during their communications with the suspect, so the decision was made to enter the classroom. >> that's police in riverside, california, defending their actions sending s.w.a.t. teams into an elementary classroom to end a hostage standoff there. the suspect in fact a father had taken a teacher hostage in a

classroom. students were safely evacuated but police say for more than six hours the man refused to repeated calls to come out. when they had heard no response from that teacher the s.w.a.t. team moved in, witnesses reported hearing two flash bang grenades. at least one officer opened fire on the suspect. he later died from his injuries at the hospital. his motive remains unclear but the investigation does continue and family members say he had an emotional breakdown. the teacher is in good condition. another hollywood power player being accused of sexual assault. actor jeremy piven has been accused of by "suicide squad" actress ariane bellamar of groping her on the set of "entourage" and at the playboy mansion several years ago. piven fired back saying he denies the allegations. more fallout for actor kevin spacey. two new accusers have come forward including a mexican actor who says spacey tried to fondle him at a bar and
