plan, they passed the slightly modified bill this afternoon and marked the legislative win by inviting lawmakers to the white house today. we'll have more coming up today. meanwhile more in the way of breaking news. it's wednesday afternoon i'm brian taff. >> we are getting to a hit and run in bucks county and a drive remains at large after killing a bicyclist in bucks county. they have identified kevin williams as the victim in last night's crash. it happened at 8:00 at the corner of bristol pike and corson street. williams bike was hit by a mercedes sedan like the one that is pictured. similar to the vehicle involved in all of this. they say that the license plate features an eagle on it and come close to the striking vehicle. this is what police say that vehicle looks like in the hit be

run in bucks county. police are investigating a suspicious fire in the tacony section of the city. neighbor as long knorr street near gillespie heard loud pops and it burst into flames and firefighters put the fire out before it spread. no injuries were reported this with this. and detectives are trying to find out how an 18-year-old was shot last night. he was stand ago long grays fathery and heard gun fire and realized he was shot in the leg. he told officers he never saw the shooter and another bullet flew down the block narrowly missing a family. lets go to cecily tynan in for adam today. >> what a difference the past two days, temperatures in the 50s, today it's quite a bit

late ending construction in the right lane, not gone today. they are taking out the right lane and it's extra heavy southbound on 95 away from cotman through this point at the betsy ross bridge. and if you try to get to 95 trouble here as well. a crash taking out the left lane as you travel eastbound on the vine. all the traffic is forced to the right side of the roadway. we are jam packed on the eastbound side of the vine street expressway coming away from the schuylkill heading out to this point at i-95. you see those issues on the big picture and we are watching speeds in the teens and 20s on the schuylkill. no shock there. over on the blue route, 17 miles per hour by rittenhouse square and park restaurant they are cleaning up the big water main break. it was a mess. there was muddy water everywhere. so 8th is blocked near walnut street.

her life and she loved babies and known for her laughter. >> mary is talking about her 85-year-old mother, teresa malloy one of four them that died november 16th when a fire ravaged the senior living community in westchester. malloy's children had moved her in. >> it's nothing compared to the panic she felt at night dark alone by herself. >> with her legal team, she and the attorneys looked at photos taken at the site. and the atf is conducting the investigation and believe it started outside at a covered patio. they hired experts that did a look only inspection and that the atf did a reconstruction recreate what they may have

discovered. >> the atf was at least looking at the possibility that someone was sitting in this chair and someone discarding something. maybe a cigarette into this trash can. >> lawyer robert says that they have been cooperative but the major question is around this valve and the sprinkler system and whether it was working. >> the fire system has three springs stopping fires in the first place, no smoking policies and enforcement of t and fire suppression system such as sprinklers and thirdly evacuation. >> reporter: and barkley friends was a none smoking facility and they will interview eyewitnesss and also first responders from that night. we spoke to the atf and at this point they have not determined how the blaze began.

there is confirmation now that eight americans are dead following a bus crash in a popular tourist area of mexico. the bus slipped on a narrow highway the mexican state where

cancun is located. tourists got off the ship and boarded the bus to go to the mayan ruins. it was contracted by royal caribbean cruise lines and 12 people were killed and 18 others were injured and tourists on board from several different nations and officials with the u.s. embassy responded to the scene. and now they are looking to city what was going on in the cab of the amtrak crash on monday. that the brakes were applied automatically not by the engineer. and an engineer in training was with the engineer when it careened off the tracks in southeastle. it was going twice the legal speed limit and three people were killed here. and brandon bostian the engineer at the controls leer in philadelphia was back in correlate in center city.

back in september a judge threw out involuntarily manslaughter against him. the judge agreed to review the case and give a decision next year. his family had no comment and he was at the controls of 188 in 2015 when the speeding train derailed killing eight passengers and municipal judge, thomas garrett dropped manslaughter and reckless endangerment charms suggesting it was an accident not a crime. they are fighting to overturn that. and a common pleas judge is going to review the lower court's decision. >> we'll come back in february and she will give us her decision on their appeal. we are looking forward to that happening and looking forward to brandon getting on with the ref of his life. and obviously he is mindful of the great loss here. >> bostian has been on unpaid

administrative leave since the crash, is he currently suing the railroad. again that new hearing set for next year. the spokesperson for the attorney general's office today says he is pleased it's getting reviewed. >> okay alicia. the coast guard did important work at the jersey shore today. this navigation team did a safety check at cape may harbor. involving using a crane to lift the heavy structure out of the water and on to the boat. the goal is to make sure it's in top shape to help mariner navigate the ocean. the inspection includes a full cleaning and a check of the lights and the chain that holds the buoy in place. renovated affordable apartmented will soon be available in north philadelphia. crews will modern size the senior tower on bolton way. and they are making changes to improve safety in the community

southern virginia. you see how the clouds are eroding just a thin layer of cirrus clouds and skies continue to clear tonight. this means we get radiational cooling, a lot cooler than last night, 29 in philadelphia. which is actually the average low for this time of year. just relative to last night it will feel cool. allentown 24 and trenton 26 and cape may the overnight low down to 30 degrees. and bright sunshine all day long and just a few fair weather clouds and temperatures will struggle total get into the low 40s. at 9:00, 33 and 1:00, 41 and 3:00, reaching the high of 42 degrees. which is again close to where we should be for this time of year. and appropriate since tomorrow winter officially begins. it's the winter solstice at 11:28 in the morning. and this is the time that the sun's direct rays are over the tropic of capricorn and the

and the first lawsuit is filed against the family of a young man who is accused of killing four men on the farm. we begin at 4:30 with an alarming story from the oxford circle section where a man tried to lure four young children into the van today. trish hartman live outside of headquarters with the details we know at this point. >> well, brian philadelphia police are asking for the public's help after they say two men in a minivan attempted to lure four children as they walked to school this morning in oxford circle. they did exactly what we would tell any parent to instruct your children. something like that run and get to the fatherest adult. >> four elementary school students are shaken up but physically okay after they were approached by a man that tried to lure them into a vehicle. it happened at 8:25 in the 900

block of devereux avenue, the students ages 6 to 10 walked past a green minivan and two men. >> one man was outside of the van and looked like he was opening up the hitch or going through the back part of the van. >> that is when the man made a gesture or comment instructing them to get into the van and they ran two blocks to laura cornell school and told staff members what happened and police were called. >> the gentlemen outside chased them for a short distance on foot. that man is described by police as a black man wearing a green jacket with gray shoes and goatee and the driver is a black man wearing dark clothing and parents were disturbed to hear about the incidents. >> tell my kids to be careful. look around and tell me if you see a green van. >> if you have any information

contact philadelphia police or if you see a green minivan near a playground or school to call 911. trish hartman, channel 6 "action news." >> all right trish thank you. the family of one of the four young men shot and buried on a bucks county farm is now suing the parents of one of at ledged killer. the family of mark sturges filed a wrongful death law suit against the family of cosmo dinardo and sean kratz and ta they knew their son was mentally ill and violent yet did not keep him away from guns. this is the first lawsuit in connection with the deadly shootings that happened back in july. delaware state police will soon have an update on the death of a dart bus passenger on brandy one 100 last night. police say he stepped off the bus on holly hill road into the

>> all right, it will be cold soon enough thanks. dozens of students joined educators and politicians this morning to try to save the east falls school. >> save the academy they are saying. councilman curtis jones your-led the rally cry outside of the headquarters in spring garden. the school is pushing the school reform commission to change its decision not to renew the charter. they met standards but councilman jones disputes that saying that more than 70% of students graduate from eastern. and a boy is recovering from a gunshot wound and this is not the first time the young boy was shot. rick williams is live now with the details. >> we have details coming up tonight at 5:00. the young boy lucky to be alive after being shot two times over

we hear it's the same situation here this afternoon on 95 southbound at the betsy ross bridge, a little better though because here we have three lanes and not just two. a slow good from cotman but the worst travel time is on the northbound side and thanks to this crash northbound from cotman and academy now off to the side and police are on the scene and penndot is out there as well 50 minute travel time should be 15 minutes. >> this is the vine street expressway eastbound is getting better because the crash approaching 95 as cleared and westbound side stack ago approaching the schuylkill. and 18th street is still closed because of this morning's water main break. head for 16th or 20th instead. better news in delaware the crash at 95 has cleared and delays as well but big delays in allentown because a crash on 78.

meteorologist, cecily tynan tracking a cool down and precipitation the question is what kind? two events for the weekend. that could complicate things, heading over to the weather center there is know on the ground. you have to go to the ski resorts for that. elsewhere it's melted and live on sky 6, spring mountain looking good. and the accuweather forecast highlights show you that we have a seasonably cool start to

first one is low pressure, strong low pressure that cuts up to the north and west. what this means, counter clockwise circulation then say rain event on saturday, warm air with temperatures climbing up into the 50s. and generally a .25 to .75 inch of rain and the heaviest will be north and west. that is storm number one. behind it cooler air that is filtering in in time for storm for storm number two. the big question is the track. the cold air pushes in but does it arrive in time for the moisture. it looks like for our region all snow is not likely. this is christmas eve night into christmas morning. in new england this is probably a snow storm. with five-days to go breaking it down with percentages, only a 10% chance this is i snow storm. and 40% chance this starts as rain and ends at wet snowflakes

right now on "action news" at 5:00 we are following breaking news in the feltonville section of physical. an 8-year-old child was killed in a violent crash. in all three vehicles were involved in the collision at whitaker and herkimer streets at 2:00. police tell us that a man drove into the car with the fatally injured child and drove away from the scene. the child was taken to the hospital where he was pronounced dead. police located the driver accused of leaving the scene and was taken to the hospital for treatment. no charges are filed but the accident remains under investigation and you can look for more updates from the breaking news story on air and on lean at 6abc.com. the motion is adopted without objection the motion to reconsider is laid upon the table. >> it's official the republica
