broke. the water department hasn't yet said how many customers are impacted. we have team coverage, adam joseph in for cecily tynan to tell us how long this streak will last and mummers with the coldest parade in decades. >> we are dealing with the beginning of a long stretch of this arctic air. today, 22 in philadelphia. it was the coldest day since valentine's 2016 and the best it felt was eight degrees with windchill. winds are starting to relax 6789 we had cold temperatures in wilmington. last time it was this cold, they

overbrook section of philadelphia. firefighters got it under control about 45 minutes later, just before 7:30. fortunately, no one was hurt. >> deadly gunfire erupted in the spring garden section of philadelphia around 11:30 tonight. police have not yet identified him or a suspect. >> new tonight, philadelphia mayor jim kenney released a statement over the deadly police involved shooting from last night. he says his prayers are with the family of dennis plowden. police were attempting to pull over a car wanted in connection with a murder from last week when the car drove at them injuring one of them. after crashing into parked cars, the driver got out and reportedly did not obey police

commands to show his hands. plowden is not connected to last week's murder and an investigation is under way to whether the police shooting was justified. >> a teen shot last night was in a drug deal gone bad. 15-year-old jason ortiz cameron and others planned to rob someone with whom they planned to deal marijuana. as they approached the car carrying other people, someone fired striking the teen. friends say they could believe he's dead. >> i had a conversation with him last week. it's like -- odd to think i can't have another conversation with him. >> the d. a.'s office is urging those in the car that did not fire the gun to contact them saying
