at penns landing where the fireworks are about to get underway and trish heartman are finding out how people are coping. >> we begin with cecily tynan and the latest accu-weather forecast. >> i feel like i'm the lucky one because i'm inside's today's high official high in philadelphia 20's. but we hit that at 1:00 in the morning, the afternoon temperature never rose above 17 degrees just brutally cold right now in philadelphia, it's 14 but we still have that wind out of the northwest so you flash in the winds, the windchill is only two degrees, the winds have actually slackened off a little bit over the past half hour, last half hour they were two degrees below zero the winds will be picking up and the temperatures will be dropping and that's a combination. satellite and radar showing the clouds from earlier have moved off, which typically you think that's great but the problem is, there's no clouds to insulate the earth good

radiational cooling, drs. dropping the winds picking up. if you're heading out to celebrate new year's eve to ring it in. dress in as many layers as you can, maybe take the hand warmers, the gloves the scarfs, the hats, temperatures dropping to 13 at 9:00 by midnight 11 but those windchills will be below zero so do be careful and this cold air mass stays through the day tomorrow, but the wind will be picking up the national weather service issued a wind advisory going into effect at 9:00 until 10:00 tomorrow morning, this is for windchills as low as 20 degrees below zero those will be the windchills in the poconos future tracker showing 6:30 in the morning 19 below zero in the poconos the windchill in philadelphia four below, even in the afternoon windchills in the single digits i'll talk about when we could climb out of this cold air also track the opportunities for snow in the seven-day forecast. sarah? >> we're in it for awhile. thank you cecily. >> let's head out to center city

and action news reporter trish heartman been finding out how people are coping with the cold. trish? >> reporter: i'm coping with the cold by doing next to a fiery heat lamp this my ideal live shot location if i have to be outside. here at the ice rink. the cold is not stopping people from enjoying new year's eve. plenty of bundled up and enjoying new year's eve by hitting the ice in these last couple of hours of 2017. earlier today, let's take a look at some video eagles tailgaters braced the cold before the 1:00 eagles game outside of lincoln financial field. that game, of course, didn't go quite as we would have liked but the fans show up in any weather as we know decked out in all of their warmth eagles gear we also stopped by for the south philadelphia string band on passyunk. we know how the cold affects the string band instruments especially the horns but the

show must go on and the mummer's day parade will go on tomorrow. these band members went through their western themed parade routine one later time in the bitter cold, ready to strut. we spoke to people and found a couple from california here in town for a wedding in for quite a shock when they got here. >> i'm probably wearing three pairs of pants. i bought this jacket. i bought a whole new wardrobe for philly >> we had to buy a wardrobe to come here and when we left it was cold for us like 65 degrees so this weather is just ridiculous. >> reporter: it's ridiculous. folks have been taking lots of breaks to warm up in the cafe we will be doing the same in a moment to warm you mean. we're live in center city, trish heartman channel 6 action news. let's head over to penns landing where everyone including

our christie lleto is bundled up. they're underway christie? >> they started just a couple of minutes ago pan over here you can see they're lighting up the sky over the delaware river. one of the biggest bashes 1200 people expected to be in this spot watching the fireworks go off. not including those lining the streets and the river to take part in the spectacular light show. organizers have been working around the clock to prepare for the festivities the fireworks are set off on two barges floating in the delaware river, we're told that 4,000 shells of fireworks are going to be released by 12,000 different devices that's 8,000 pounds of explosives for this show. it took three days for a crew of ten to set up the barges and 400 hours to design and core graph and build the displays.

the temperature causing some water to freeze over jeaneatte reyes has more on the big mess. >> reporter: on last day of the year, the flores family found themselves abruptly ending plans to ring in 2018. they're packing up to head to their daughter's home after a water main flooded their basement with four and a half feet of water >> this is the second time around with the city. with the water department. keep on doing the same thing over and over again. nobody gives a hoot about nobody. >> this morning we came out and it was just gushing out of the ground over here and over here. >> reporter: crews at the fire and water department upon the 9 block of trail street which soon a sheet of ice as the water receded revealing ground water re also mud alonidewalks and yards, hoses pumped the water out of homes and back on to the street adding a new layer of ice >> it is what it is. cold out. but it's all we can do is wait

to see what's happening. >> reporter: neighbors say they called the water department thursday and friday after noticlike. >> unfortunately the is very, very busy. we have several water main breaks happening every day, going out for customers that are calling you out leaks in the street service lines broken as well. we don't turn every water main off broken or that could be broken because if we did that, we'd be turning off a lot of homes. >> reporter: there are currently 25 homes without service. the water department is saying they should have that back by the end of the day. reporting in fox chase, jeaneatte reyes channel 6 action news. on action news, fire forces dozens of residents of the delaware county apartment building out into the cold on this new year's eve. we'll have the latest on the investigation into what caused it. we'll take you to several places around the globe where it is already 2018 that and more when action news at 6:00 comes right back.

. the blaze broke out at the forest creek apartments on the 300 block of north front around 2:30 investigators say a transformer box shorted out causing a fire. the building was evacuated and power turned off. red cross tells action news people in 84 units of the complex had to evacuate. the residents waited in the colsiness busses arrived. another fire in kensington send 5-year-old to the hospital. firefighters were called to the 2700 block of c street after 3:00 this morning they found flames shooting from the first and second floor of the house, several people inside were forced to jump to safety. the boy was taken to st. christopher's hospital for minor burns we have an update to a

story out of collingswood camden county. a man has been charged in the stabbing deaths of two women in the attempted murder of a third. investigators say 48-year-old colleen ground nel and 41-year-old alicia mcklosky were found dead around 5:00 last night. 34-year-old mark was on scene when police arrived. he's charged with multiple counts of murder, no word on a motive for these stabbings. one colorado sheriff's deputy was killed and four others injured in what authorities call an ambush. two civilians were also injured. it happened in high land ranch a suburb south of denver deputies came under fire from the moment they went into an apartment trying to talk to a suspect in a bedroom. the suspect was shot to death. hours earlier for a noise complaints but returned after reports of a disturbance. news sunday will have the latest on that shooting and the
