cyclone and bringing snow to the south unlike anything they have seen in 30 years florida and georgia and south carolina not exactly your winter weather states it was warmer in jueno alaska than in tallahassee florida and yes all this is moving north and that means it's coming to us. it has started to snow in ocean city new jersey. this is a live picture. accuweather is calling for blizzard conditions and coastal areas of the garden state before we are through. and in philadelphia city hall has called the snow emergency to take effect at midnight that means you have to get your car off designated streets within the next hour or see them towed away, there will also be no trash or recycled collections come tomorrow. it's wednesday night and the big story on action news tonight is the big nor'easter moving in and yes we expect blizzard conditions in parts of new jersey and delaware. the philadelphia metropolitan

area could get pretty hard as well. many school districts are not taking any chances, philadelphia public schools are cancelling classes as is the philadelphia archdiocese and we have them running at the bottom of your screen and dann cuellar is in ocn city whichund 0 and christie ileto is in philadelphia to report on city storm preparations but first metrologist cecily tynan and adam joseph are in the action news weather center with the very latest information from accuweather cecily how do we stand have there been changes since six? >> no major changes look at the radar and the storm is forming on schedule and center of the storm 200 miles south of cape hatteras and one change i think there is going to be a bit of a battle overnight with the dry air. i think that dry air will be holding on overnight as we zoom

in it actually looks like it's snowing pretty close to philadelphia but this is what is known as it's snowing higher in the atmosphere and dry air at the surface and evaporating before it reaches the surface and on the ground in south jersey and take a while for the atmosphere to moisten up this is a storm we have been saying all along what you get really depends on your location, areas north and west of philadelphia you're under the winter weather advisory and not expecting much snow the philadelphia i-95 area under winter storm warning and expecting moderate snow and blizzard warnings along the coast and heaviest snow and the blizzard warnings are there because of the wind, the wind will cause a lot of blowing really reduced visibility so future tracker showing as we head through the morning the storm system continues kind of ripping up the eastern sea board about 200 miles off the coast there is a lot of what is known as convection thunderstorms on the center and causes rising air and what goes up must come down

western edge the descending air and that dries out that is why there will be a bit of a dry slot in the morning before it fills in so the morning commute central delaware south jersey a steady snow the roads will be slick. as far as philadelphia the i-95 corridor for the start of the morning commute light snow at that point not a lot of accumulation and lehigh and northwest in the morning and snow showers before things intensify later in the morning but adam snow is just part of the story, this storm has a lot more than just the snow. >> the second part is the dangerous part when you talk about wind chills 48 below 0 as the storm ramps up in new england and eastern parts of canada it's basically going to yank air straight in from central canada over a snow pack on the ground that is going to add to the chill so the coldest air we have seen this year still to come. expected wind gusts with the storm and even after the storm on friday.

they prepare for another rush hour battle tomorrow morning. the philadelphia streets department is working around the clock of a winter storm that is only hours from potentially slamming our area. >> because it's expected to be below 20 degrees that's going to create challenges for our plows and our crews so we want to get out in front of the storm as quickly as possible to ensure that streets don't freeze up. >> reporter: at the peak of operation 375 pieces of equipment will be keeping city streets clear. primary then secondary roads and bridges are the first priority of the 2500 miles of road they are responsibility for cars on snow emergency routes must be moved by thursday and trash suspended and a code blue is in effect. >> we have a couple warming centers that is open in the city. >> reporter: homeless out reach workers are warning those most vulnerable the dangers they will face if they attempt to weather the storm outdoors.

pretty high impact storm come back to me and we are looking at snow falling all the way from florida to maine as it hugs the eastern sea board about 200 miles off the eastern sea board intensifying as it does and when it ends we are looking at gusty wind for a full 48 hours creating dangerous wind chill and challenging record lows as we head into the weekend there is a lot of cold air behind the system so double scan live showing right now where the snow is actually falling is where you see the brighter white and seattle city and cape may and the gray area is that snow falling higher in the atmosphere and evaporating before it reaches the ground and we will contend with this and the winds are 29 in fill and cape may reading 23 and certainly cold enough for snow it's going to get a lot colder behind the

system as the storm gets closer the wind shifts out of the northeast and why it's a nor'easter and center of st. storm 200 south, southeast of cape hatterus and if this were a slower storm we would be talking about a lot more snow but for the morning commute expect delays especially south and east of philadelphia. south jersey delaware there will be a steady snow. north and west some snow showers and that snow will be filling in during the morning commute i think we will get some dry slotting early and future tracker really shows this well around 7:00 philadelphia may wake up and see where is the snow but this snow will be filling in as the storm system intensifies off our coast by mid morning but it's a quick hit and moves out during the afternoon the winds really whipping up and that's what will be blowing and drifting the snow so expected snow sfal really tight gradient with this north and west of
