boulevard and that one northbound lane is open but there is still a lot of residual delays on the side streets, it's causing a lot of traffic and this could not come as a worse time as people are headed home at the height of rush hour. >> the water department says is it started as a small leak a couple of days ago at henry avenue and grew into a 12 inch water main. the water leaks on to roosevelt boulevard forcing state police to shut down the northbound lanes. salt was then dumped on top of the wet pavement to keep the lanes from freezing. while the water department waited to turn off the water in order to give the nearby dialysis center to make arrangements for their patients in their care. and this was hectic for commuters. >> i am trying to get home. >> i was traveling on plain

and icy because of the break that happened up top and as christie said this is causing massive gridlock in and around the area in east falls ridge avenue is a parking lot and extra congested and hunting park has single digit speeds that is usually a good alternate. and i like the guy in the piece that says he can see traffic as far as the eye can see. the delays are spilling back to the other side of the river. city avenue is parked northbound speeds like 3 and 5 miles per hour. and there is also a crash at city and presidential not helping us out. and the delays from the mess are spilling on to the schuylkill expressway. how do you like 7 miles per hour on montgomery drive. this is the westbound traffic trying to get out of town and head to the boulevard just not getting anywhere quickly whatsoever. if you come out of the city and normally take the schuylkill and the boulevard and head up broad street or 95 even though it's busy if you try to get west.

maybe use lancaster avenue. eastbound on the schuylkill bail at lincoln or kelly and stick with lincoln as an alternate. we'll check it again in the next half hour. >> thank you. in other news, when you watch video of this police ambush it is a miracle that philadelphia officer jessie hartnett survived. it was a year ago that a man walked up to his vehicle and opened fire. today he walked into the courtroom to watch that suspect's trial. the defendant, archer is starting trial for the shooting in 2016. hartnett was there to look him in the eye before the procedure started. vernon odom is live. >> reporter: good evening. the wounded officer jessie hartnett is widely considered a hero in this town for the way he

handled himself when he was ambushed in west philadelphia late that night at 60th and spruce two years ago. the lawyer for the accused gunman calling jessie hartnett a hero. the first piece of government evidence today surveillance video from 60th and spruce late the night of january 2016. the men and women were spell bound as they watched edward archer ambush jessie hartnett. that is archer they say shooting him three times before fleeing on foot. officer hartnett gathered himself and got out of the car and shot archer in the buttocks. >> officer hartnett underwent three surgeries and now set to testify next week. >> they watched as archer

the boulevard and still really icy in those two right northbound lanes and they are closed and traffic it only get by in the northbound left lane and this is a spot that would normally be jammed and a mess off the schuylkill with delays spilling on to others, ridge avenue in parks and extra traffic along school house lane and hunting park single digit speeds. 6 and miles per hour. and those tee lays spilling back to kelly drive. and if you cross the river on city avenue passing channel 6 you are going 4 miles per hour. that is because. the delays on it's schuylkill because of delays on the boulevard. and 7 miles per hour on the westbound schuylkill from university to the boulevard and those delays spilling back on to the vine street expressway. and these are delays from this situation from east falls are spilling back to center city this afternoon. if you come out of the city or attempting to and get to the northeast i would come up broad street or 95.

miles per hour in millville and you factor in that with the air temperature and it feels like the mid up toer 20s. pretty much everywhere so we have the biting wind out there right now and thankfully in a wind eases overnight tonight. we have the flood watch in effect for a couple of areas and the one we want to pay more attention to is up towards poconos and northern parts of the lehigh valley because of an ice jam along the delaware river between bush kill and easton and four miles of solid ice on the river right now, than is playing a part in the gauges, the water gauges of it rising and falling and blocking and restricting the flow of water. as it warms the next couple of days near smith field beach recreation park we have to watch and see if the water level rises or flooding occurs on either side of the delaware.
