latest with the difficulty people are having with getting the passes. and walter perez has details for the parade. >> reporter: brian and sharrie, most of the work is done at this point. despite the nasty wicked conditions out here today. the city at this point is saying they will doing their part and tomorrow they want the fans to do their part. namely have fun but be considerate. and the parade that eagles fans are anticipating for generations but if you plan on being here for the championship and celebration, you better come up with a game plan quick. that goes double for those planning on driving in tomorrow. the entire parade route and surrounding roadways are shut down from broad and paterson to the art museum from 5:00 a.m. until 6:00 p.m. tomorrow.

after a cold rainy day and sub zero temperatures overnight. they have this to say to anyone planning to beat the crowds camping out along the parade route. >> it would be unwise given the temperatures, it will be colder, it will be sunny but colder. if you plan on camping out know that. >> if a code blue goes into effect. anyone sleeping outdoors will be transferred to a warming shelter for their safety. it boils down to being considerate and smart. >> celebrate like he want to you do, don't commit crimes and don't drive drunk. >> the city is holing the final preparade news conference at 4:30 in a half hour. but basically treating this parade and celebration like any other parade. so anything you could not do today in the city you can't do

turning to the forecast now. we saw a mix of rain, sleet and snow in the delaware and lehigh valleys day. and where you live depends on what you saw. in the lehigh valley snow, the roads there covered by a lake and drivers say it was slick. the conditions caused the public schools in whitehall township and bethlehem to be closed today. >> here in philadelphia, it's been a mix of rain and ice and the precipitation is actually still falling. lets get the latest from adam joseph. including the very important forecast for the parade tomorrow. >> the good news all this have will be out of here this evening. we don't have to worry about precipitation tomorrow. stormtracker 6 live double scan will show this is a pretty sizeable storm bringing a foot of snow into northern new england and the blue is the icing and the green is the rain and about to end in philadelphia over the next couple of hours. in fact, that rain is really wrapping up in lancaster county. beginning to break apart here. solid light showers and a period

house speaker nancy pelosi says she has the floor since 11:30 and this is not a filibuster and wants a commitment for her support of the spending plan a vote will be held for the so-called dreamers brought to her country illegal as children. in less than a month more than 700,000 dreamers are set to be deported. while the spending bill went through the debate is not over yet. the nationwide flu outbreak shows no sign of easing up and four more deaths are reported in the past few days including three children, the is centers for disease control says that 14,000 people were hospitalized since october. that is double more than all of last year and the highest ever recorded. doctors are reminding everyone it's not too late to be vaccinated. >> it's time for a first check of the "action news" traffic

gilbertsville. snow it changes to rain and tobyhanna in the poconos they picked up 5 inches of snow. temperatures vary big time. a cold front coming through 60 in dover and 48 in dover and 54 in millville. and only 35 in reading and allentown. and that is the setup right now. the colder air is coming in behind this system as the steadiest and heaviest of the precipitation is lifting up into new england, future tracker 6 showing 6:00 the last drops fall in the city. wilmington and trenton to the north and west. and steady ride in delaware and until 10:00 for that rain to pull off the coast and here comes the clear sky and colder temperatures to the north and west and we fall into the teens by tomorrow morning in allentown and 24 in philadelphia and black ice forms untreated surfaces for sure. and windchills stay in the teens and 20s nast noon.

it's 4:30 and "action news" continues with the countdown to the championship parade. we are less than 24 hour as way from the start of a celebration that some eagles fans will be waiting six decades for. >> officials are moments away from holding their final preparade at city hall. and we'll bring that to you live as soon as it gets underway. lets begin where it ends tomorrow afternoon a look at a foggy ben franklin parkway and the final stop on the eagles super bowl parade tomorrow. and here is where the philadelphia museum of art looked like from the ground a

short time ago. crews are working on the snow and sleet and rain and getting the stage up and ready for the fan finale. coaches fans and staff are expected to arrive at the art museum tomorrow. >> we'll be on the air much earlier than that. we have live team coverage starting at 9:00 a.m. tomorrow morning. we'll be streaming the festives at 6abc.com. tell your friends that live elsewhere. "action news" is your official parade station. >> it's a frustrating day for the fans trying to arrange their transportation for tomorrow's celebration. all 50,000 of septa's special independence passes soldout by 1:00 this afternoon. and it's not necessarily good news for those that did manage to snag one of those regional rail tickets. septa says even if you did get a pass you are not guaranteed to get a ride if the trains are full. but the market and broad street lines are free all day tomorrow.

many fans are scrambling to find other means of transportation including chartered buses, city wide limousine of wilmington is flooded with calls to book a ride to the parade and the companies owner says that all of his larger vehicles are soldout. his drivers will try to bring the fans as close to the parade route as they can. but not making guarantees. >> i have no idea what will happen. a lot of them want to be dropped off on the front steps of the art museum. we'll go up there but we don't promise you anything. we'll get you as close as possible. i'm sure they will have to do some walking. >> right. straight up reality. no sugar coating it. all of city wide limousines plan to leave by 8:00 in hopes of beating the traffic. >> a lot of people will have a blast tomorrow. lots of parade attendees decided to avoid it all together by getting hotel rooms before the big event.

for tomorrow. with such an outpouring of excitement we expect long lines, everywhere. and just as we waited for decades for this expect it will to get around and please be patient. i advise everyone to bundle up and wear warm clothes and dress comfortably and bring comfortable shoes you will be walking a lot. to bring food an. and leave the cans of beer home and take the food and snacks with you because food establishments that are open may be very crowded. make every effort to use public transit and making your commute into the citeasier. and make accommodations to assure the parade is accessible to all. and the celebration has jumbotrons placed along the route and it mosts asl translators on the stage.

would be if you are traveling with small children as i suspect many will be. when you are watching the parade please keep a handle on your child so you do not get separated. there are so many people out there even a separation of a few feet could be problematic. something as simple as that is key for us. in addition it may not seem important but if you travel with groups you have come with on trains, please stay together. if you get separated in crowds like this and your cell phone goes down because the battery dies it will be very, very difficult to locate your friends and loved ones. as much as you can, not just with your children, try to stay close to the people you came with. we asked yesterday if you bring any kind of bags that you not put them down even if you just want to walk into a store or something. someone will call, and we probably get somewhere in the

>> i'm dan bradley with office of emergency management. we have a few points to share with you today. i want to reiterate the mayors statement. this is a once in a lifetime event. a fantastic celebration and we ask that you maintain patience and treat your fellow fans with respect. and we expect long lines but that is inherent to an event this big. but pulling an event off requires a significant am of coordination and we worked closely with the center city direct and hotels and hospitals and utility partners to make sure everyone is prepared for what the potential crowd size could be and how to make sure central services continue throughout this event. we'll be operating something we debuted during the democratic national convention the business eoc allowing real time communication between the city public safety team and all the business owners in center city and all the areas impacted.

the mechanism make shurg in the middle of this event we have good communication with those in the center city area. i spoke a little bit the other day about cell phone service being increased throughout the city. and we are working on that for several weeks and our telecommunication partners are employing equipment throughout the city. and building mounted antennas but it's not an exact science and with everyone live streaming and tweeting we could periodically lose cell phone service and text messages typically go through faster but if there san money or something else that happens stay off phone conversations, consider sending a tweet or social media message indicating where you'll meet up. or to let your friends and family know where you'll meet up again. i would like to talk a bit about crowd safety.

the weather forecast is to be clear and in the 30s. we are really emphasizing that folks dress in warm layers and comfortable shoes and be prepared to walk long zndistancg and make a plan before coming where you will regroup if you happened to get separated. just as the commissioner said. the philadelphia fire department will have several medical stations positioned throughout the parade route and there to provide assistance for things that should happen to the crowd and if you or someone you are with becomes separated especially children. direct them to any philadelphia police officer and philly police will begin the unification effort. i would encourage fans, to take advantage of the jumbotrons that are located along center city through the parkway and love park and city hall. to make sure that you can see the most of the parade you can. those jumbotrons are broadcasting the full length of
