ali. >> hi, guys. delaware's public health director says from the start of the season up until february 3rd it had nearly 3,000 lab confirmed cases of the flu. now, 995 of them were just in that last week. that's the highest they've seen in state records. and sadly, six delaware residents also died due to complications from the flu virus that same week. the six who died were between 60 and 93 years of age. and all had underlying medical conditions. five lived in new castle county. so far this season there have been 10 flu related deaths in delaware and the state health chief says that number could go up because others are in intensive care. to slow down the spread she urged everyone to use common sense. >> if you are sick, please do not go to work or go out into the public until you are fever free for 24 hours without

fever reducing medication. >> dr. karyl rattay urged sick people to call their doctor rather than show up an emergency room antiviral drugs can be prescribed over the phone without the risk of affecting others and like pennsylvania, new jersey and other states, delaware is seeing a higher share of b strain cases than normal for this year. so, even if you've been sick once, get a flu shot if you haven't gotten one already because it is possible to get sick again. and while school absentee rates are higher than normal -- >> there's no reason for any of the schools to close because of this. >> and there are also other viruses going around this time of year. as for the flu we expect high levels of the virus to stick around for several more weeks so you want to make sure that you're washing your hands with soap and water frequently, wipe down common surfaces with a disinfectant and of course

cover all coughs and sneezes with your elbow or with a tissue. you want to do what you can to protect yourself. rick and monica. >> okay, thanks ali. >> meantime president donald trump's long awaited infrastructure plan is calling for giving government agencies the authority to sell off airports roads and other federal assets. trump's plan woul use $200 billion in federal money to leverage local and state investments. it would change the permit process to get projects under way more quickly. house minority lead n the presis plans will raise tolls on commuters as well as increase the burdens on city and states and sell infrastructure at the whim of wall street. immigration will come up for debate on the senate floor tonight fulfilling a promise made by majoride ltcht a vote to open that debate on legislation thaton immigrants. the vote to debate is expected to pass but the bill's future remains uncertain and world news tonight with david muir

will have much more on the renewed immigration debate president trump's infrastructure plan and the ongoing flu epidemic. you can watch all that of following "action news" at 6:00. >> back here detectives in wilmington believe a domestic incident ended in a shooting early this morning. but they need help from the public to be absolutely sure. officers say a 26-year-old man was shot in the face at around 2:15 this morning here along the 2200 block of north pine street. he's now in critical condition. authorities are questioning a person in connection with this shooting but they wantyone who saw what happened to give them a call as w.acine the suspected drunk driver t with thedeath local music teacher instead pled guilty. he pled guilty to causing the chain reaction crash that damaged four parked cars including the one that caroline morgan was sitting in. she was killed. he was sentenced to three to

road where the accident happened now about an hour ago involving that school bus right there. now, the good news is there were no kids on the bus, so no kids involved here but it was that bus and then the vehicle off to the left side of the screen we see covered in a red tarp that were involved in this accident at the busy intersection of 322 and tuckahoe road here by the gulf station. you can see police still out here on the scene, a fire crew is here as well and they have the entirety of 322 at tuckahoe blocked off this afternoon. coming out here as they continue their accident investigation, you want to avoid that intersection. you can use 654, which is main street, or the black horse pike, route 42 instead but 322 to be avoided there in monroe township gloucester county. also wants to steer clear of 70 this afternoon in cherry hill. it's emergency construction here taking out the left lane on the westbound side. single digit speeds. i would stick with 38 or maybe kresson road as some alternate. then in audubon getting word of a crash along the white horse pike at kings highway there by lenny's driving

school. lenny i think we need you. got a crash there in audubon this evening. meanwhile on the big picture pretty normal fare along 95 and the schuylkill, slow speeds but nothing we're not used to. however, in worcester montgomery county, watching a serious crash along valley forge road, 363 at liberty lane. the fire police are directing you through that intersection. we'll check it again, rick and monica, coming up in the next half hour. >> all right, will do. thanks matt. a transportation security administration or the t.s.a. has reopened its precheck enrollment center at philadelphia international airport. all this week frequent flyers can show up to be interviewed by t.s.a. representatives and if approved, a precheck allows flyers to leave on their shoes and belts keep their laptops in their case and other carry on items in their bags. the cost is $85 for a five-year membership. >> meantime so many folks in puerto rico have been seeking refuge in our area following the devastation of hurricane maria but now they are being told it's time to go home and still to come on "action news" tonight what these storm

>> teams recover the two flight data recorders from a russian jetliner that crashed this weekend. all 71 people on board were killed when the jet smashed in the ground a few minutes after takeoff. emergency crews are still looking for the remains of the victims. russian investigators have not yet discussed the cause of the crash but they say they have ruled out the possibility of a terror attack. >> some folks sought refuge in philadelphia when hurricane maria destroyed their homes in puerto rico. >> tonight several dozen refugees say they are once again facing an uncertain future and need help. john rawlins is live in north philadelphia tonight with their story. john. >> reporter: hey, guys, well the situation is uncertain for sure and somewhat confusing. as of an hour ago fema could not tell us the number or give us an accurate number of those who are sheltering here in philadelphia saying that those refugees, the number of those

refugees is fluid from day to day but advocates claim unless someone steps in soon, some of those refugees could be homeless here. [speaking foreign language] >> reporter: activists claiming 70 plus families to be evicted from local residences they have been staying in since coming from puerto rico the evictions because the feds will stop paying something called t.s.a., transitional shelter assistance. the group among those who lost their homes following hurricane maria. philadelphia advocates say they are looking for a temporary fix so people don't become homeless. >> extension from t.s.a., 30 days we can find enough places for them to live and another family can help them stay with them or a church. >> reporter: the mayor today said while this is a federal issue, he will look into the situation. >> i just was made aware of this before i walked out the door. let me get back to you find out what's going on.

>> reporter: state representative emilio vasquez's office working on solutions and in contact with harrisburg. >> we're trying to find a middle ground as far as how we're going to help. >> reporter: the feds cut funding when people's homes are deemed safe. but carlos says the house he rented on the island is now rented to someone else. well, according to representative vasquez of the 37 or so refugees his office has dealt with 25 have gotten an extension until march 20. so that's good news for those 25. the governor's office late today says it is going request a fema extension and finally the governor of puerto rico is expected to visit philadelphia on friday. he will be meeting with various leaders and other groups here and presumably the t.s.a. issue will be a topic of conversation. live in north philadelphia, john rawlins channel6 "action news." >> thank you, john. well, experts had an emergency meeting today trying

to save new jersey's tiniest residents. congresswoman bonnie watson coleman met in trenton to talk about the high infant mortality rate among minority babies. children of african-american women are three times as like to die their first year as white children no matter what their mother's income level or education and that is the highest racial disparity in country. >> a south jersey effort to build houses for homeless veterans got a big financial push today. a check for $3,800 was presented to gloucester county pastor donny davey. he's the founder of operation safe haven a project to build a housing complex for veterans at a former campground in franklinville. the money was given by the cardinal village senior living communities which has been collecting donations to help operation safe haven become a reality for vets who have nowhere to live and receive assistance. accuweather forecast. meteorologist cecily tynan with the details. a soggy weekend but we dried out. >> yeah. >> thankful. >> the sunshine came back. i'm tracking two more opportunities for rain but right now we are dry. let's go to the "action news" weather center and what a great looking shot. sky6 taking a look at the commodore barry bridge. we've got the blue sky in the background, we've got the sun reflecting off the bridge and the accuweather highlights will show you that i am tracking three more chances of rain over the next week. this is typically though the heart of winter when we see the most snow. kind of unusual no threat of any mid february snow and actually we'll get a couple cold shots but there's no sign of really any extended cold sticking around. right now temperatures are dropping. we reached a high of 61 at midnight. 47 degrees in philadelphia right now. trenton 45. atlantic city airport 45. allentown 41. and lancaster 43 degrees. have you noticed, though, the past three weekends we've had some pretty wet conditions, at

least one day of rain and then this weekend we were also wet saturday afternoon and sunday, 2-inches. the good news is we should be breaking that trend as we head to this coming weekend. it looks like that weekend will be dry. satellite and radar showing we still had some lingering showers around 11 o'clock as a cold front was pushing through but high pressure built in, got rid of the showers. good amount of sunshine out there. and with the high pressure building in overnight skies will be clear and it's actually going to be a bit on the cool side. overnight low in philadelphia, 26, allentown 19, cape may 27, reading 20 and wilmington 23 degrees. for your tuesday, good amount of sunshine. temperatures running slightly below normal. normal low for tomorrow is 43. we'll probably just squeak a high of 40 degrees but a nice looking day, mostly sunny skies and of course wednesday is valentine's day. don't forget it's looking dry most of the day but future tracker showing if you're heading out with your sweety for dinner valentine's evening we will have a few showers

plus, goodbye styrofoam. why the school district of philadelphia is now serving up lunch on a new type of plate. >> and now the details. president trump has unveiled his $1.5 trillion plan to fix america's infrastructure but not everyone is on board with his plan. and abc's karen travers explains. >> this was a key campaign promise for president trump. he said nobody could rebuild the nation's infrastructure like he could and he would do it on time and way under cost. today he laid out his plan to do that. president trump is excited to talk about infrastructure. >> to me this is a very, very sexy subject. the media doesn't find it sexy. i find it sexy. because i was always a builder. >> reporter: the president calling for a $1.5 trillion investment to fix the nation's roads highways bridges and airports. but only 200 billion of that amount will come from the federal government. the trump administration is looking for state and local

governments to really bear the brunt of the financial burden and will offer incentives so they'll step up and open their wallets and also look to create private partnerships. it's a plan that he says. >> biggest and boldest infrastructure investment in american history. >> reporter: today at the white house the president told a bipartisan group of governors mayors and state legislators that washington will no longer be a roadblock to progress it will now be a partner. a key part of that the administration's goal of dramatically reducing the amount of time it takes for projects to go through a permit approval process. no surprise democrats on capitol hill are not enthusiastic about the president's infrastructure plan. nancy pelosi and chuck schumer say it would put too much of a burden on local governments. they want to see more federal money put toward kickstarting projects all over the country. reporting from the white house, karen travers channel6 "action news." >> new details about the why the white house stood by former staff secretary rob porter more than 12 hours

after a photo surfaced of his first ex-wife with a black eye. sources with knowledge of porter's story explain porter explained the black eye as a struggle over venetian glass. he claimed his wife was going to break it then struggled as porter tried to stop her. during the struggle porter says she accidentally bruised her own eye. as for his second ex-wife who says porter punched a window at their home porter reportedly said he was merely tapping on the glass pane of their door with his index finger. >> does the president believe that rob porter's falsely accused. >> rob porter no longer works at the white house. the president believes as he said the other day you have to consider all sides. >> while president trump refused to publically condemn porter abc news has learned he has been angry with how his aides handled the situation and even considered replacing his chief of staff john kelly. >> well, donald trump jr.s wife was taken to the hospital today after she opened an envelope with an unidentified

white powder inside. police say 40-year-old vanessa trump opened the letter addressed to her husband this morning at their midtown manhattan apartment. she called 911 and says she was coughing and felt nauseous. a preliminary test indicated the substance was not dangerous. police say the envelope contained a letter but that did not provide any further details. our world news tonight with david muir the latest on that mysterious package investigation as well as a wrapup of the west wing turmoil as president trump faces backlash over his aides' domestic abuse scandals that's coming up tonight on world news right after "action news" at 6:00. >> a motorcyclist was killed in an early morning crash today in camden county, new jersey. chopper6 hd over the scene on the white horse pike near garfield avenue in chesilhurst at 6:30 a.m. police say the unidentified victim lost control and crashed into this utility pole. he was pronounced dead at the scene. at this time it's unclear what caused him to loss

control. kenyatta johnson teamed up with police and local clergy going door to door in southwest philadelphia to address recent gun violence. the group held a public safety walk from 75th and elmwood avenue to the 2400 block of south 75th street handing out public safety information. >> ♪ >> all right, happening tomorrow, the man accused in the stabbing death of a woman in yeadon, delaware county is expected to appear in court. 37-year-old byron allen is charged with first degree murder and other offenses in the september 2016 killing of natasha gibson. gibson was killed as she was walking from a bar to a friend's house on bailey street. police say gibson was that stabbed more than 20 times. >> the school district of philadelphia saying goodbye to polly styrene or styrofoam serving trays. the district announced today it will begin rolling out the use of compostable round plates at its middle and high schools trying to do better for the viral. the district plans a pilot

program among high schools to compost the plates. according to school officials it means 284,000 less items in the landfill every month. >> president abraham lincoln was born on this day back in 1809. and today he was honored with a parade in center city. >> ♪ >> abraham lincoln day parade formed on broad street in front of the union league and went north to chestnut and then onto independence hall. there a ceremony was held complete with a reenactment of the famous speech that lincoln gave at independence hall on february 22nd, 1861. also in center city the boy scouts of america flag was raised outside of city hall to celebrate the 108th anniversary of the organization. the flag will high fly for the rest of the week as a tribute to the more than 16,000 scouts throughout philadelphia, montgomery and delaware counties. as part of the ceremony one of

>> terrifying moments in china as a truck carrying natural gas burst into flames on the highway. look at that. investigators believe the gas was leaking from the truck and was ignited by the nearby car sending that fireball down the highway. two people in the truck at the time were hospitalized with serious burns. several other nearby cars were burned as well but all the occupants in those were able

to escape unharmed. scary. we are learning more about a deadly helicopter crash in nevada and why it took rescuers hours to pull the survivors from the site. the grand canyon helicopter tour had six british tourists and a pilot on board when it went down saturday night. three of the tourists were killed. but the wreckage landed in steep rugged terrain and the rescue operation took eight hours because first responders also had to helicopter in and then hike more than 20 minutes to get to the crash site. >> a woman in florida pled guilty to kidnapping a newborn baby 20 years ago. gloria williams took tammy mobley. under the plea agreement williams could face zero to 22 years behind bars. neither mobley nor her birth parents were in court.

again, pretty picture here taking a look at the silhouette of the center city skyline. temperatures are in the low 40's now to the north and west, allentown, reading, 41, 43 degrees, 47 in philadelphia, 45 for millville, the atlantic city airport and dover and cape may 44 degrees but as we press forward into the evening overnight hours early in the morning temperatures do drop pretty quickly here and it does turn chilly. by early in the morning you can see those numbers 27 degrees at 7 o'clock in the morning, freezing by 11 o'clock tomorrow morning, so it is a chilly start to our tuesday but we have the sunshine to deal with which is not a bad thing. as we look at satellite and radar, front pushing offer the coast with all of that rain and we saw anywhere between two to as much as four plus inches of rain between saturday afternoon and early this morning. there is some of those high clouds displaying really nice sun sets at the north and west but even those high clouds will tend to fall apart. so, mostly clear tonight, but turning cold, 19, up towards the lehigh valley, northern parts of bucks county early

tomorrow morning, 26 for center city. winds out of the north-northwest between about five and 10 miles an hour adding a little chill to the air. high pressure is parking itself over new england. that's going to send that wind out of the northerly direction here for tomorrow. it's not a strong wind but enough to add that chill in the air with all that of sunshine, a high temperature of just 40 degrees which is a little bit below average and then that high and continues to work to the east and a new one develops down to the south and when high pressure is to our east, winds turn more southwesterly so it is milder here for valentine's day and we do start with some sunshine but then clouds will increase and it's going to be a little weather maker, not a lot of rain but something that's going to ripple through here as we get into the latter part of the evening hours on valentine's day into the overnight of wednesday. in fact, if you're planning your evening here on wednesday, rain arrives late, 4 o'clock, 51 warm degrees with those clouds increasing. 6 o'clock 49 degrees and if you're hitting dinner at 8:00

it still should be dry at that point of 48 degrees but then it quickly turns wet between nine, 10, 11:00 and midnight as showers arrive and temps stay pretty steady in the mid 40's. the exclusive accuweather 7-day forecast, 40, sunny and chilly here on our tuesday. but really that's not the norm when you take a look at this accuweather 7-day forecast. it's milder on valentine's day, again, rain coming in at night of 52. and then thursday it's dry with peaks of sunshine and temperatures will soar into the mid 60's before more rain comes in thursday night into the day on friday with some showers, 58 early. could dry late friday but temperatures going to fall throughout the afternoon on friday and that sets up for a chilly start to the weekend but at least it's sunny saturday of 40 degrees and then a nice warmup. sunday is looking beautiful after three rainy sundays in a row. we'll take it at 50 degrees before president's day looks to be a little on the wet but warm side of 57 degrees and i know it's a big weekend for
