nor'easter. cecily lets start with you. >> the ingredients are starting to come into place for the nor'easter to hit the atlantic and the northeast. and one low pressure around the ohio valley. wrapping up cold air and snow in detroit. that will transfer its energy to a coastal storm. that storm really deepens through the day tomorrow. once the low pressure gets the extra piece of energy. notice the isobars, you know it's serious when we talk isobars. tomorrow morning they get compact and a lull in the action. and tomorrow afternoon and evening the isobars gets packed close together and the storm deepens and intensifies and the winds are howling and this storm will pull in cold air. that brings a change over from the heavy rain to a heavy wet snow. from the north to the south

through the day. this is is the timeline, tonight the rain is moderate and intensifies through tonight. we are looking at more than a half inch a soaking rain tonight. tomorrow morning the snow is already falling in the poconos and we get light rain. but then that storm really intensifies. and deepens through the afternoon and friday night. and that is when the winds howl and the rain changes over to wet snow for the friday evening commute and most of us will be dealing with reduced visibility thanks to the snow it's blowing because of the winds and i want to bring in adam joseph to talk about the winds because the winds are really the star of the storm. >> the most destructive part of the storm. the winds are a high wind warning friday morning to saturday morning. the lehigh valley, delaware valley shore or delaware. you are in the high wind warning

where winds are gusting 12 hours more than 50 miles per hour. part of the problem feeding the storm is a low level jet. it's about 5,000 in the atmosphere that jet is slamming into eastern new england and they take the hardest hit but on the western side of the storm the wins are 60 to 70 miles per hour above and then the precipitation it pulls down the strong wind and that will be on going throughout the day tomorrow. it's the length and the strength of the wind. coastal flood warnings in effect for the shore and back bays and delaware bay and the times of high tide most concern are on saturday. still minor flooding tomorrow morning and tomorrow evening. but moderate to major flooding by saturday morning's high tide due to a full moon to the tides are higher than normal any way. >> meteorologist, cecily tynan, will come back and talk about how much snow to expect with this system. with all the high winds and possibly wet snow coming through

the area peco crews were busy today trimming trees around the power lines. extra crews were on hand ready to respond to outages, penndot is also monitoring the storm and crews cleared drains to help prevent flooding and on stand by to plow if necessary. "action news" reporter john rawlins is live in ventnor where they are worried that the storm could cause beach erosion. what kind of precautions are they taking at the shore. >> people are urged upp down the shore to move cars out of flood prone areas and expect that there could be road closures and atlantic city is expecting large crowds because of the boat show and maker high school sporting event and urging people that come into the town to be patient as they navigate the roads. during the next 24 to 48 hours wind and coastal flooding and

counts. bribery and selling contracts for campaign contributions. again guilty on 47 counts today. authorities in franklinville, new jersey, have taken a student in custody because of a threatening email today and that student is 10 years old. sara bloomquist is live at the ritter school in franklin township. >> reporter: jim, about 4,000 students were impacted by this. as three entire school districts shut down for the day. because of this overnight email threat. sent to a teacher. early this morning the 10-year-old boy was taken into custody. this is going on all week long around the region and around the country. threats to schools in the wake of the deadly school shooting in parkland florida. >> and you have to take every threat seriously. >> school officials and police

in franklin township, new jersey, took a threat eached to a teacher very seriously closing this district and to others after a claim that there would be a shooting at the school today. >> the investigation is ongoing, the person responsible continued to send emails not just teachers but principals in the district. >> they traced the ip address to a home in franklinville and took a 10-year-old into custody. >> this is an unfortunate situation where a student was behind the commuter making threats and bad decisions. it's important to be aware of what your children are doing online. >> miles away in upper darby a student displayed a pellet gun going into school. the gun never made its way into the building but parents came to collect their kids. >> absolutely your heart drops in light of the crime around the

united states and different thing going on and the different political situations. a no brainer to me i had to come and make sure my daughter was fine. >> and they found the email threat upsetting especially in the aftermath of the high school shooting in parkland, florida. >> 17 kids died in florida and people that joke around with this they don't understand it hurts other people. >> it's crazy now-a-days you have to worry about this type of stuff at school. >> here in franklin township that 10-year-old student is now charged with making terroristic threats and causing false public alarm and expected to undergo a psychiatric evaluation and be returned to his parents. all three school districts closed today will return to normal operations tomorrow. and students should expect to see a stronger police presence.

sara bloomquist, channel 6 "action news." >> thank you. the philadelphia district attorney has charged a philadelphia police officer for an assault caught on camera. james yeager was arrested today for the incident last july. the video shows a group of officers grabbing a handcuffed man and throwing him to the ground. it appears that officer yeager then slams the man into the sidewalk or into the side of the swimming pool. the fraternal order of police say the video does not tell the entire story and looks forward to yeager's exxon ration. and water crews and police were called to 13th and washington street at 10:00 this morning. a delmarva gas sub contractor struck a 12 inch main while work sending water shooting into the

city taxpayers will like neither of the the proposals but kenney desperately needs the money for the schools. vernon odom has the story. >> reporter: the mayor came to city council with a spending plan including goodies for pretty much everyone. more for police and for more firefighters and more resources to battle the opioid crisis and more for the school district and there in lies the bone of contention he wants a hike in real estate taxes to the tune of 6% to cover the perpetual deficit this time $900 million over the next five years. >> we return to locally controlled schools we must provide the stability that they need to keep billing on the progress of recent years. >> a home assesses at $113,000 there see an increase of $97 in

their tax bill. >> it's not the first time members of council have to wrestle with property taxes to get the schools funded. >> i would like to see more businesses paying their fair share to the support of our public schools and the tax abatement could be on the table. >> initial public reaction to the tax hike plan. >> i go back and forth because the schools need money but as a homeowner, i feel like i have to be able to afford my property tax. >> will you be able to? >> it will be tougher. >> i don't think it should go through. i'm tired of paying for everything. and i went to catholic school, and i paid double for everything. and every time it's tax. >> there are issues in the bunt including the proposed tax increase and the deadline to pass the budget is june 30th.

4 to 12 inches near allentown and great news for the ski resorts a foot of snow. north of philadelphia 2 to 4 inches of slushy snow primarily on grassy surfaces and interior south jersey and delaware a coating to 2 inches. landsdale 2 to 4 and allentown 4 to 12. it depends on location. the main problem is the winds, we are looking at damaging wind gusts 50 to 65 miles per hour. from noon on friday up until midnight that is 12 hours with the ground saturated. that means a good possibility of trees coming down and power outages are likely. a good time to prepare now and make sure you have working batteries in the flashlights. then at the coast minor to moderate flooding and a surge u feet and flood roads and beach erosion pretty much a definite.
