gilbert base has covered the story all day and joins us now live with the. you can see from this pictures the living conditions for those animals are deplorable. the state department of agriculture has been after the owners of the haven for years to fix the place of. we are told they have until today. the sheriff's office shut them down. investigators from the sheriff's office had been here all day, they're going building to building at the haven animal shelter looking for signs of abuse expected you have animals out here with open wounds, animals that have obvious skin conditions, animals that appear to be malnutrition. different things like that. >> reporter: the 122 [ indiscernible ] license facility has been under scrutiny for years. the owners have been charged

many of the 600 animals were being kept in what investigators describe as deplorable conditions. >> a variety of different environments. some of them are in individual buildings, some in outdoor enclosures. what we are seeing right now on the preliminary walk-through is a number of medical issues. >> reporter: the aspca has that's treating the animals at this location now. they were are also collecting evidence to build a case against the owners. >> we were quickly shifting into the next phase, getting the animals out of this environment and into a much cleaner environment where they start getting the care they need.>> reporter: this will be the last night for many of those animals at the haven. there are 140 responders from the aspca on hand to move those animals out of the shoulder. tomorrow into a big warehouse. that is where they will get medical treatment and health. -- and help.

the animals will be adopted out across the country. an emergency meeting underway at duke to determine the next step for sororities on campus. this after a new member was hospitalized for what officials call and alcohol-related incident. arielle clay broke the story on social media this afternoon. she joins us live interim with information. >> reporter: we were on to campus at 4:00. we were asked to leave campus a little bit before 5:00. they just told us they would not like us to be there. right now all surety activity on duke's campus has been suspended we have now learned the new sort already sorority member at the center of that shut down is expected to make a full recovery. at one point the woman was in critical condition. as for that meeting, it is being hosted by the office of student affairs and we did

vice president of student affairs. take a look at that now. in it he says, each chapter will be asked to review its activities to ensure compliance with policies on social events, brush and alcohol abuse. the health, well-being and safety of our students is the highest priority. that meeting started at 5:00. adam owens will continue to follow this story tonight. an update now on breaking news in garner, at 5:00 sky five was over the scene where a pedestrian was struck and killed on highway 70 e. of i-40 east garner police now say this ramp will be closed for several hours as they investigate. they recommend drivers use jones sausage road or the highway 75 bypass as alternate routes to clayton. the victim's name has not been released.

handed down by the supreme court could impact dozens of cases in north carolina. >> it would allow teenagers sent to prison for life to have their sentences reviewed and possibly paroled. amanda is here to help us understand what this means for all of us. >> david, we have heard from so many family members of victims who are concerned they lost a loved one, now they may have to relive these tragedies again. here is who the law applies to. defendants who were 17 or younger at the time the crime was committed, convicted of first-degree murder, sentenced to life in prison without parole. the north carolina department of correction reports as of march 2015 79 inmates fit this criteria. they. >> there will be less than 10 cases here in wake county. the district attorneys are trying to figure out which cases are up for review. in wake county ryan here was 17 three days shies of his 18th birthday when he killed matthew

he was sentenced and convicted to life without parole. >> these victims families, at the time this people were convicted and sentenced, they were told the sentence was life without parole. we have had a history here in the last 20 years of what we call truth in sentencing in north carolina. it is hard to go back to the victims families and tell them we're going to have to resentenced these individuals. >> reporter: defense attorneys have a very different take on this. they say these defendants were so young when they committed these crimes they have the potential to be rehabilitated. >> they should be given the chance as they grow into adulthood to show what they can do and have some opportunity at release. it is only a human thing. it is just the right thing to do. >> reporter: this only applies to cases after our sentencing laws changed in 1994. even a person that is

possibility of parole, it is up to the parole board members to decide when and if to police that defendant. more to come on this. we will be following these hearings. teacher pay is a hot topic in north carolina. the state superintendent pushed today for raises during a presentation to the house committee. she proposed a four-part plan to come up with the right amount. atkinson also expressed a need to entice teachers to rule and low performing schools. several people who live in apex and carry say they are trapped in their neighborhoods because of railroad repairs. csx began as repairs today at four intersections. residents and at least one neighborhood say the work blocks the main access to their community. they tell us it has caused confusion getting to and from work. some are also concerned the surfaces such as ems and nurses aides can't get in either. the work is expected to be finished by friday.
