a wreath laying service in raleigh, to honor the life of an officer who died while on duty. delma d adams who was shot ask killed february 3rd, 1980, the police department will remember him as noon at the raleigh police memorial in front of city hall. the north carolina council of state approved the sale of one of the historic homes on blunt street. the association of realtors will buy the andrews house for $1.5 million. the house dates back to 1870, one of the first grand homes built after the civil war. it seems not everyone in north carolina is rooting for the panthers to win the super bowl. grady the ground hog, rutherford county, preticketed the other team, broncos would win. this was much to the dismay of the panthers fans in the crowd and the state. grady did predict we would see

hour. dew point up at 50. when you step out, you will feel how muggy it is. with that much moisture and the clouds lowering, you are going to see drizzle and mist this morning. 48 rocksboro, it's 49 in rocky mount, 50 goldsboro. visibility three quarters of a mile in fayetteville. below a mile, you can tell a few issues, goldsboro, 4-mile visibility. low clouds there. we have had reports of drizzle and a lot of places south of raleigh this morning. we have more significant rain coming, we have showers coming along with this front and thunderstorms, too. tracking this one for several days, mike, amy, were talking about this as far back as the weekend. as this rolls through during the commute, it will make for messy conditions and heavy rain, reducing visibilities during the evening commute and potentially causing flooding

the storm has a history of producing tornados in to the deep south. our risk for tornados with this is probably fairly slim, you can see back to the west, 7 tornado reports yesterday. cluster of winds damage in to tennessee, that's what we are likely to see here is winds damage. 70 degrees our high for this afternoon. we have the marginal risk for severe weather. isolated tornado risk, a better chance of scattered wind damage reports for later on today. looking at a lot of rain out of the system, too. 1-2 inches raleigh, 2-3 in the east. that's a are a lot of rain. we may end up with flooding problems, street flooding or small streams be on the lookout through thursday night. we will have a chance of rain that continues in to the day thursday, especially from raleigh eastwards at the western part of the viewing area may dry out on thursday. friday looks dry, back down

last night for the first time in two decades, duke played a basketball game without mike krzyzewski on the bench. duke released a statement shortly before the game sharing krzyzewski felt under the weather during the team dinner on monday night. he was checked out at duke hospital and told by doctors to stay at homes first time since 95, that coach k missed a duke game. duke expecting him back quickly. associated head coach, jeff on the bench, to coach duke in this game. georgia tech attacking early, jacobs on the lop for two of the first points. jackets by 4 at the half. allen was on. 7, 3'for allen. duke pulled away to beat georgia tech.

the live commute map looks good. an earlier accident, single car accident in to a utility pole on university drive, starlight drive, causing problems. now, university is blocked between briar cliff and starlight. one small section of the road is blocked. that's going to cause problems this morning. not sure when they will be able to re-open. until we get word that it's clear, use rocksboro and corn wallace road. that's a good way to get around the delay, between south durham and downtown. to show you on the duke engine power outage map. 700 people, 700 customers without power right now as they get that cleared up. thankfully, our major routes elsewhere in good shape, a closer look at the ride on 40 westbound, coming up in 15 minutes. we are following breaking news in harnett county this morning. a big fire at an apartment home in dunn. flames were shoot out the

there. the home has 6 apartment units, all residents got out safely. we are gathering information about this, and mikaya thurmond will be following up on this, on our fox 50 news. new overnight, fire tears through a home in north raleigh before 1:00 a.m. at a house on winget drive firefighters tell us the home was vacant, they say the house is a total loss. no word yet on a cause. new information this morning on a deadly head-on crash in harnett county, this was breaking news yesterday morning. troopers identified the victim as 50 year old tonya benton of spring lake. it happened on 210. benton's southbound vehicle collided with a northbound vehicle, in the center lane about to turn on to bill shaw road. 3 teens in court accused of tossing rocks from an overpass and hitting cars below. it happened on i-95, at the cheryl baguette road overpass

the trio was tossing rocks from it will bridge. several trucks and cars had windshields shattered or damage to the roof. no one was seriously hurt. a prayer individual toil bring attention to uninvolved murder in durham. orie was found shot in the head december 1st. the crime was not random. so far, no arrests. pastors of three churches will hold a vigil at 6:00 at the scene of the crime. round 2 for annual charter school report today. >> the state board of education will vote on whether to send it to lawmakers this comes after the lieutenant governor asked for a revision to the report saying the first draft was too negative. tara lynn joins us live in downtown with a look at the changes. >> reporter: the report first went to the state board of education last month. the governor said it didn't do enough to highlight the good that comes from charter schools

it will go before the state board this afternoon. staff added data to the report, some facts are not changing like charter school students, charter students are likely to be white and less likely to be economically disadvantaged than the counter parts. the fact that charters do not have to provide free and reduced lunches or transportation. the lieutenant governor says this report will give better context to the facts and figures and provide clarity, onceet goes to the general assembly. the state department or board of education is expected to vote this afternoon, and we will let you know what happens both in the later news cast and on wral.com. expect to hear more about a $2 billion bond that will be on the ballot at the primary election.

53 degrees in clinton. visibilities dropping, especially in fayetteville, 3 quarter of a mile at the airport. that's a change from last time we checked in. we get to quarter mile visibility, we feel confident there is fog causing visibility problems. three quarters of a mile, one mile, mile and a half, that's low cloud cover, we are seeing that in rocksboro as well. the only spot that is not being too affect second rocky mount and up towards south hill. our clouds are lowering and the dries sl affecting -- drizzle is affecting a lot of us. followed by this line of thunderstorms, which will arrive the time of our evening commute, and may continue through the dinner hour in some places. talking about a lot of heavy rain with the system. the timing, 8:00 a.m., couple of patches of showers, a lot of this is going to be drizzle and mist. by lunchtime, we have actual rain showers around the region, if you have plans to be out at

eat lunch out, expect you will need your umbrella. the heavier rain comes in during the evening commute or dinner hour, greg and mike will track the thunderstorms coming through, we have some severe weather this time of year, occasionally. it's not as, we don't see it as often as march, april or may. the front will push to the shore and stall there, we may have lingering showers on thursday, especially from raleigh eastward and we clear things out. warm today, a unsettled messy day for us, we have a marginal risk for severe weather today. we could see damaging winds. isolated tornados not out of the question. the storm system has a history of producing damaging wind and tornados. it will be weaker as it rolls through here. big issue is the heavy rain. that continues through thursday, especially east of raleigh, from raleigh westward, 1-2-inches and 2-3 east of the triangle. heavy rain and flooding problems at least small stream
